00:14Before Saksi, retired police colonel Royina Garma

00:19asked our former President Rodrigo Duterte

00:22to implement the Davao Model of the Contra-Droga Campaign.

00:25She said that while listening to the Quadcom on camera this evening.

00:30I received a call from the President,

00:34Rodrigo Roa Duterte, at approximately 5 a.m.

00:39instructing me to meet him at his residence in Tunia Luisa, Davao City.

01:18The Davao Model referred to the system involving payment and reward.

01:26Garma also said that there are three levels of payment for the Davao Model.

01:31The first level is when a suspect is killed.

01:33The second level is when the planned operations or co-plans are funded.

01:37And the third level is when the operational expenses are refunded.

01:42What Garma mentioned is in her affidavit.

01:45This happened in May 2016, a month before Duterte took office.

01:52Garma also mentioned his upperclassman, the National Police Commission Commissioner,

01:57Edilberto Leonardo, who he recommended to implement the Davao Model.

02:02Leonardo also prepared a proposal that was sent to Senator Bong Go.

02:07The proposal outlines the operation of the task force in Luzon, Visayas, and Mindanao.

02:15Garma was briefed by Leonardo to all the chiefs of PDEA,

02:20Intelligence Group, Regional Director, and PNP Chief on the operations.

02:25And if someone died, it was reported by Leonardo to Go.

02:29Leonardo was given the final authority to decide who will be included in the list of drug personalities

02:35and classifieds at their threat level.

02:38We are still trying to get Duterte, Leonardo, and Go.

02:45Do you have a request to execute this affidavit?
