00:19asked our former President Rodrigo Duterte

01:45This happened in May 2016, a month before Duterte took office.
01:52Garma also mentioned his upperclassman, the National Police Commission Commissioner,
01:57Edilberto Leonardo, who he recommended to implement the Davao Model.
02:02Leonardo also prepared a proposal that was sent to Senator Bong Go.
02:07The proposal outlines the operation of the task force in Luzon, Visayas, and Mindanao.
02:15Garma was briefed by Leonardo to all the chiefs of PDEA,
02:20Intelligence Group, Regional Director, and PNP Chief on the operations.
02:25And if someone died, it was reported by Leonardo to Go.
02:29Leonardo was given the final authority to decide who will be included in the list of drug personalities
02:35and classifieds at their threat level.
