00:00A container that contains millions of kilos of imported rice
00:06has been stored for months in several districts in Manila.
00:10And Maris Umalik was able to see it live.
00:17Vicky, while our countrymen are still struggling with the high price of rice,
00:22did you know that here in Manila International Container Terminal at South Harbor,
00:27millions of kilos of rice are left behind
00:30and the consignees are still not able to take it out
00:33according to the Philippine Ports Authority or PPA.
00:40The Philippine Ports Authority General Manager, Jey Santiago,
00:43showed hundreds of containers, up to 500 in number,
00:46to the media this afternoon.
00:48He said that they will not be able to open them
00:50because the consignees own them privately
00:53and the presence of the Bureau of Customs is also required.
00:56But according to Jey Santiago, it contains imported rice.
01:00And not just that,
01:02because it contains more than 13 million kilos of rice
01:05that can be exported to the market
01:07because the BIR and the Customs are already paid for.
01:11The consignees are just waiting to pull it out.
01:13But until now, it remains here in Manila International Container Terminal.

01:27Some of them have been in the port for almost a month
01:30but others have been here for more than 275 days.

01:40are just waiting for the price of rice to rise in the market
01:44before they pull it out.

01:49The PPA in the Department of Agriculture
01:52requires the consignees to pull out the containers within 5 days
01:57when the Customs clears them
01:59in exchange for a permit to import them.
02:02So that it can be distributed to the market
02:05and the price of rice stabilizes and goes down.
02:09The containers in the port are free until 5 days.
02:12From 6 to 7 days,
02:14there is a fine of P700 per container per day.
02:17And if it goes over,
02:19there is a fine of P5,000 per container per day.
02:22Maybe we should double their storage fee.
02:24Beginning of October 1,
02:26the Philippine Ports Authority will publish
02:28the list of all the containers and consignees that are overstaying

02:34who are behind this hoarding.

02:46said that port congestion is one of the reasons
