00:15Good afternoon to our viewers and listeners this afternoon.
00:21Okay, sir. For the information of our countrymen,
00:25what are the DOTR projects under the Unprogrammed Appropriations?
00:31What are the Unprogrammed Appropriations?
00:36First of all, here in our budget for 2024,
00:42we have at least 10 projects under the Unprogrammed Appropriations.
00:49There are the major railway projects, for example,
00:53like the Metro Manila Subway Project and the North-South Community Railway,
00:58and our LRT-1 Kavita Extension, our MRT-4, our South Long Haul Project,
01:05and our projects in the road sector.
01:14There is also Davao Bus, Cebu BRT, EDSA Greenways,
01:18and we also have some projects in the aviation sector,
01:22like our CNS-ATM, and in the maritime sector,
01:27like our New Cebu International Container Port.
01:31So those are some of our DOTR projects under the Unprogrammed Appropriations.
01:38Sir, what is the significance of the allotted DOTR Unprogrammed Funds for your projects?
01:48The total number of Unprogrammed Appropriations for foreign-assisted projects is P178 billion.
01:59Here in our budget, that P178 billion is not subdivided to different agencies.
02:10So what the DBM is doing is for each request of a certain agency,
02:17the P178 billion allocation for foreign-assisted projects under the Unprogrammed Appropriations is like a first-come, first-serve.
02:28Can you please explain to our countrymen, what are the criteria to say that a project should be included in the Unprogrammed Funds?
02:42A project is allocated by the DBM to the Unprogrammed Appropriations
02:48if there is no more space in the so-called Program Appropriations section of our budget.
02:59Usually, the projects that will be allocated are our foreign-assisted projects for the DOTR
03:07because if you are a foreign-assisted project, it means that you have a loan, for example, from JICA, from Japan.
03:17If you have a loan, for example, from the Asian Development Bank or the World Bank,
03:22the Unprogrammed Appropriations gives us the ability to use the proceeds from these loans.
03:33So that is one of the criteria in our understanding that the DBM is using to allocate a project to the Unprogrammed Appropriations and not to the Program Appropriations.
03:46Sir, what is the impact of this project if it is under the Unprogrammed Appropriations?
03:54If we are under the Unprogrammed Appropriations, there is an additional step for us to have the ability to pay the loan proceeds.
04:12So what happens is, if it is under the Program Appropriations, it can be directly or comprehensively released.
04:21We can pay, for example, to a contractor using the loan proceeds.
04:27If our fund comes from the Unprogrammed Appropriations, there is an additional step.
04:34Before we can pay to our contractor, we need to get an allotment release order so that we can have the ability to use our loan proceeds to pay our contractors.
04:53So that is the difference, there is an additional step for us to use our loan proceeds.

05:03What are the updates on these projects that are under the Unprogrammed Appropriations?
05:09What is the status of these projects for now?
05:13Maybe we can start with our big project in the real estate sector.
05:20Our biggest project is the North-South Commuter Railway which is currently under construction.
05:2743% of the real estate will be completed, 33% to Clark, and 7% to Calamba.
05:40Metro Manila Subway Project is also under construction with 16% of construction progress as of July of this year.
05:50Our LRT-1 Cavite Extension also has 74% construction progress.
05:56Other projects in the real estate sector like MRT-4 are ongoing pre-construction activities like detailed engineering design.
06:09Our projects in the road sector like our Cebu BRT project, the construction of our package 1 is ongoing with 69%.
06:22Our Davao Bus Project is also ongoing with right-of-way acquisition and pre-construction activities.
06:32Our other projects are in the pre-construction stage and very soon, their construction phases will also start.
06:42Speaking of 16% construction, is that included in the right-of-way?
06:51In Santolan, there is a subdivision called White Plains-Katipunan-Santolan.
07:00Santolan was expanded, but it will be imbued when that intersection arrives.
07:05What is the update on that?
07:09For our 16%, this is construction completion.
07:16This is our subway, we have five civil works contractors.
07:22What we are doing there is wherever there is available, wherever we have acquired the right-of-way, our construction is already underway.
07:33We are not building a 33-kilometer subway at the same time.
07:41Wherever the right-of-way is ready and where we have already procured our contractor, our construction is already underway.
07:53That is why we were able to achieve 16% construction completion as of July of 2024.

08:08Maybe our message is also in accordance with the directive of our President that we will build better more.
08:17The directive of our Secretary-General, Secretary Jaime Bautista, is that we will continue to focus on our many projects in the transportation sector.
08:29These are projects where program appropriations, loans from our development partners, from JICA, Asian Development Bank, World Bank,
08:42our partners from France, and the good thing is that our fund is already there and we are using that fund to improve the construction of our many transport projects.
