00:00The Overseas Absentee Voting Credibility of the Commission on Elections for the next election was raised in the budget hearing in the House of Representatives.
00:08According to Gabriela Partilis, Representative Arlene Brosas,
00:12she is worried that the system used for online voting of Filipinos abroad might be hacked.
00:19Brosas is referring to SMS Global Technologies and Sequentech, a US-based firm.
00:27Brosas is worried because Sequentech hasn't experienced a government election yet.
00:32But if the Committee Chair Erwin Garcia will approve it,
00:35they will conduct a review and see if the equipment system is working properly.
00:41Garcia also affirmed that there will be no issue in transmitting votes in a faraway country
00:47even if the internet providers and machines that will transmit the votes are different.
00:57The DOST will still have an international certification in November.
01:05At the same time, we will still conduct a source code review.
01:08Meaning to say, our source code review is not only limited to machines,
01:12but also includes internet voting and transmission.
01:16We will see if their equipment and system are working properly.
01:23All of this is working, showing that these systems can handshake and coordinate
01:29and therefore can perform simultaneously during the conduct of the election.
01:36In faraway places, we have already tested.
01:38For example, in Simonol, Tawi-Tawi, we used the Starlink provider
01:46and all of their equipment, as of yesterday, was delivered to us.
01:51That is now the subject of the hardware acceptance test by September 11.
01:56We will see if everything is working properly, if the equipment is working properly,
02:00including the machines.
