00:00Another illegal recruitment agency was found and closed by the Department of Migrant Workers or DMW.
00:06Its mode of operation is to operate a language center.
00:10But the truth is, it is also illegal for Filipino workers to leave for Germany.
00:15Benji Durango is in the center of the news.
00:20Together with the PNP and the Business Permit and Licensing Office of Silang, Cavite,
00:23the Department of Migrant Workers appointed a fly-by-night recruitment agency.
00:28When the bell rang, the authorities were ready.
00:31The documents were signed.
00:33The fly-by-night recruitment agency was placed in a closed place.
00:36The group was ordered to close the Volant Academy for Language Excellence, Inc.
00:41which is said to be illegal for Filipino workers to leave for Germany.
00:45We were included in the raid conducted by the DMW.
00:47Upon entering, a resort was opened to us at Intel of the DMW.
00:52Seventy people are currently under training here.
00:55We will implement the closure.
00:58Since May 17, the DMW is operating the place to confirm what they are doing illegally.
01:03Based on the information they found,
01:05they are offering a study and earn scheme in Germany to the applicants they are recruiting.
01:10On their website, this is what the owners will read.
01:13Learn while you earn.
01:15But when the recruitment center looked for documents,
01:17they only found a Mayor's Permit with tutorial services.
01:22It's actually a front for a recruitment scheme going to Germany.
01:26So, in the investigation of the Department of Migrant Workers,
01:30we found out that they are sending workers apprentices to Germany without a necessary permit.
01:39So, their permits are insufficient.
01:40That's why we decided to close.
01:43It will operate until October 2021.
01:46They are offering different jobs.
01:48There are nurses, caregivers, auto mechanics, bakers, butchers,
01:52restaurant specialists, and security specialists.
01:54They are offering a salary of P60,000.
01:57It's time to receive it.
01:59But first, they need to go through different training that they will do here.
02:03And the price is fair.
02:05It's not less than P500,000 that an applicant needs to pay for this.
02:10The 18 dormitories of their center are fully booked.
02:13Aside from the son of the owner, no one else is facing us.
02:16Is there anything you want to say, sir?
02:20Are you the brother of the owner, sir?
02:21They refused to give a statement.
02:23But when they talked to him through the media,
02:26they reduced their training to the applicants.
02:29And they have nothing to do with this job.
02:31Why did you enroll half a million to learn German?
02:36Or are you expecting to get a job afterwards?
02:40The system is that the applicant will go to Germany as an apprentice.
02:44They will still be trained there
02:46in order to find a better job in another agency there.
02:49The problem is, there is no assurance that in the end,
02:52the applicant will be rewarded.
02:54The apprenticeship program, according to the DMW, is free in Germany.
02:58It's supposed to be free in Germany.
03:00But here, they are still being asked to go there.
03:03They locked their office doors.
03:05They were also given a closure order.
03:07The BPLO of Silang also issued a cease and desist order
03:11after they were fired from their first application.
03:14We also have the power to revocate when there's a misrepresentation.
03:18The government is now in charge of the 70 applicants of the training center.
03:28I tried to talk to them.
03:29But they refused to face the camera.
03:31I told them that they have no idea what the training center is doing.
03:34The DMW will help them to get the money they were paid.
03:38We will help them to file a complaint.
03:41Either where they live, because they are not all Silang residents.
03:44About 200 OFWs were sent illegally to Germany,
03:48which is considered undocumented.
03:50Large-scale cases and syndicated illegal recruitment
03:54are the cases faced by the owners of the closed illegal recruitment center.
03:59From Silang, Cavite, Benji Durango for Pambansang TV in Bagong, Philippines.
