00:00A recruitment agency in Silang, Cavite, which is said to be illegal for Filipino workers to leave, was approached by Benji Durango in Italy.
00:14With the BNP and the Business Permit and Licensing Office of Silang, Cavite, the Department of Migrant Workers approached a fly-by-night recruitment agency.
00:22When the bell rang, the authorities were ready. The documents were signed, the tarpaulins were laid out with the words CLOSED.
00:29The group was immediately sent to Volant Academy for Language Excellence, Inc., which is said to be illegal for Filipino workers to leave for Germany.
00:38We were included in the raid conducted by the DMW.
00:41Upon entering, a resort was opened to us at Intel of the DMW.
00:4570 people are currently under training here.
00:49We will implement the closure.
00:52On May 17, the DMW is operating the place to confirm what they are doing illegally.
00:57Based on the information they found, they are offering a Study and Earn Scheme in Germany to the applicants they are recruiting.
01:04On their website, this is what the employees will read, LEARN WHILE YOU EARN.
01:08But when the documents were searched by the recruitment center, they only showed a Mayor's Permit with the words TUTORIAL SERVICES.
01:15It's actually a front for a recruitment scheme going to Germany.
01:20So, when the Department of Migrant Workers investigated, we found out that they are sending workers, apprentices, to Germany without the necessary permits.
01:32So, their permits are insufficient. That's why we decided to close.
01:37This place is still operating in October 2021.
01:39They are recruiting different types of workers.
01:41There are nurses, caregivers, auto mechanics, bakers, butchers, restaurant specialists, and security specialists.
01:48They are offering a salary of P60,000 per hour.
01:52But first, they need to go through different types of training that will be conducted here.
01:56And the price is fair.
01:58It's not less than P500,000 that an applicant needs to pay for this place.
02:03Their center has 18 dormitories fully booked.
02:06Aside from the owner's son, no one else is facing us.

02:15They refused to give a statement.
02:16But in a short conversation with him in the media, they reduced their training to the applicants.
02:22And they have nothing to do with this work.
02:24So, why did you enroll half a million to learn German?

02:33The system is that the applicant will enter Germany as an apprentice.
02:37They will still be trained there.
02:39And they will look for a better job from other agencies there.
02:42The problem is that there is no assurance that the applicant will be rewarded in the end.
02:47The apprenticeship program, according to the DMW, is free in Germany.

03:37They have already sent 200 OFWs illegally to Germany.
