00:00This is the PNP's operation in the KOGJC compound that we will discuss with Police Colonel Gene Fajardo,
00:08the Acting Chief of the Public Information Office and the spokesperson of the Philippine National Police.
00:15Colonel Fajardo, good afternoon.
00:18Good afternoon, Ma'am Nina and Ma'am Nguyen.
00:22For everyone's information, what is the content of the Temporary Protection Order of Davao RTC Branch 15
00:30regarding the PNP's operation in the Kingdom of Jesus compound or KOF, KOJC?
00:41It is clear, Ma'am, what is included in the Temporary Protection Order issued by the Constitution of Davao City
00:49that the order states to remove forms of barricades, barriers or blockades that impede the access of the entrance and exit of the KOJC compound
01:05and it is not allowed for us to be allowed to leave inside the compound and much more,
01:11to stop the ongoing implementation of the Wakan Papangas.
01:15That is the interpretation of the PNP.
01:18That is why we are still pursuing the subject of warrants of arrest.
01:27Ma'am, what is the next step of the PNP after the release of this Temporary Protection Order to the court?
01:34We will follow the orders of the court, Ma'am.
01:38But we have to reiterate also and we will make it clear that since the police operation started on August 20,
01:46there is no plan and no one is preventing the police from the impact.
01:52We will be the only ones to follow.
01:54What we really want is to open the two locks on the main gate of the KOJC compound.
02:02It is allowed for the members of the KOJC to enter and exit.
02:07As a matter of fact, those who deliver food, water and their ambulances and other vehicles are allowed to enter and we are not prevented.
02:20Ma'am, someone is saying that the implementation of the PNP in the arrest warrant to the KOJC is overkill.
02:30What can the PNP say about this?
02:34There is no overkill here, Ma'am.
02:36Maybe if we monitor what has been happening there for the last four or five days, especially the last two days,
02:44let's imagine Ma'am, if we deployed 10 to 20 people and KOJC members were able to enter,
02:54what we saw on Sunday night and early Monday, how they were able to hurt and barricade there,
03:04we will have a hard time managing the situation there.
03:07That's why it really necessitates the deployment of appropriate number of personnel to ensure the security inside and outside the KOJC.
03:20While we are looking for people subject to the same warrant, we want to maintain the security of our citizens around the compound,
03:30as well as the members of the KOJC.
03:35Ma'am Jeans, do you think that Kibuloy is still inside the KOJC compound?
03:41What is the development in finding him?
03:45We believe that Pastor Apol Kibuloy is still inside the KOJC compound and we are still looking for him.
03:53Because we have information and aside from the information that they are inside,
04:03we have technology and devices that we are using and we are detecting a sign of human life under the ground.
04:13That is what we are looking for so that we can locate the origin of the heartbeats that we believe are the people that we are looking for.
04:25Is this connected to the report that there is a hidden bunker or secret lagoon inside the KOJC compound?
04:36How did you discover this?
04:39That's right ma'am. Along with the information that we received, there are secret tunnels, secret passages and bunkers under the KOJC compound.
04:51That is the concentration of our search.
04:55It was reported before that Pastor Kibuloy is fond of making these bunkers.
05:05Based on the information that we received, we are monitoring this tunnel until its end.
05:14We are monitoring this to make sure that the subjects of our warrants operation will not escape.
05:22Ma'am Jean, it was reported that you are using a gadget to monitor the people inside the bunker.
05:31What if there are other people inside, not Pastor Kibuloy?
05:35Well, we cannot be sure for all certainty.
05:40But as I said, we are relying on the devices and information that we are using.
05:46The devices that we are using, ma'am, have been used before to really locate the people who are escaping the collapsed building during the earthquake.
05:58There is a confirmed movement that we are monitoring.
06:03That is what we are trying to do to end this situation.
06:10We are continuously calling on Pastor Kibuloy and four other people to surrender peacefully to us to spare everyone of this ongoing situation
06:22so that he will have a chance to face the serious cases that he filed in court.
06:30Okay ma'am. We also asked for an update on the injured police after the tension last Saturday in KOJC compound.
06:38Regarding the injured, ma'am, the truth is that we have many injured police officers.
06:46We just want to assure those who were reported to be injured that it did not start with the police.
06:55In fact, we are always on the defensive side.
06:57We have to commend our police officers that despite being injured, their heads were broken, their noses were broken and many were injured,
07:06they did not give up because the instruction of our CPNP is clear to exercise self-restraint and maximum tolerance.
07:15Until such time, when there was a forced dispersal, we were forced to catch them to clean and remove the barricades that they placed in the middle of the highway.
07:29Colonel, how will the PNP handle the situation if there is a tension between the police and the supporters of Pastor Kibuloy?
07:41We don't want to repeat what happened last Sunday and Monday.
07:49That's why we deployed a sufficient number of our personnel to make sure that we will maintain peace and order while we are conducting police operations.
08:02We continue to appeal to the officers and members of KOJC to respect the ongoing police operations.
08:10Like what I said earlier, we don't want to prolong this situation more than what is necessary.
08:17That's why this is taking a long time ma'am because they are very resistant and there are many distractions.
08:23But we are enduring and maintaining maximum tolerance while we are carrying out the mandate that the court ordered us to do.
08:34Ma'am, how are you preparing if there is a situation like that again?
08:38Last time, the police chased you. What did they chase you for? Were you identified? Then you were thrown into the seats.
08:50That's right ma'am. As I said earlier ma'am, there is a lot of misinformation that is coming out that the police forced them.
09:01There is no truth to that ma'am. That's the truth and in fact, they used fire extinguishers to release tear gas.
09:09We were thrown into a big pile of rocks. We were placed beside a big crane with a big ball of metal that was attached to our CBM contingent.
09:23We were thrown into a monoblock. We were covered with a smelly liquid.
09:27And yet, in the midst of the chaos, the police did not react. We have maximum tolerance.
09:37We only had a chance to be caught when they forced us to stay in the middle of the highway. That's the only time we were caught.
09:47Our policemen who were wounded were given first aid and when their wounds healed, they returned to the ranks of the police.
09:57That's how professional and disciplined our policemen are.
10:02Colonel, we have a question from our media partner, Manny Tupas of Philstar.
10:07Will you add security to Metro Manila, especially in places near Malacanang?
10:15KOJC members mentioned yesterday in Bonifacio that they will go to Malacanang.
10:24The President has also called for them to step down.
10:30We always say that whoever has the right to express their feelings,
10:37that is in accordance with the law, our freedom of expression.
10:42I will allow them to be provided in accordance with the law, especially in areas where they can do such activities.
10:51The PNP is ready to face any security threats.
10:55As of now, we are not monitoring any serious threats.
11:00We will continue our regular patrolling and enhanced managing police operation,
11:06especially the police presence in the areas that we are monitoring.
11:11We will continue. We are not losing our focus even though there is an ongoing police operation in Davao City.
11:19Okay Ma'am Jean. Message or call to our countrymen because we know that not only in Davao,
11:25but also in Metro Manila, there are members here.
11:30Thank you very much Ma'am and to our countrymen in KOJC.
11:36We will continue to call you.
11:38Please help us convince Pastor Kibuloy and four others to give up and face the case that was filed against him.
11:48He is a very good lawyer.
11:50And we believe that if he faces this, this is the best opportunity for him to release evidence
11:59that they think can dismiss the case.
12:02On the part of the PNP, we will continue with our mandate.
12:06And you can expect that we will continue to follow the law and we want to follow the rule of law.
12:15Thank you very much for your time, Police Colonel Jean Fajardo.
12:19Acting Chief of the Public Information Office and spokesperson of the Philippine National Police.
12:27Thank you Ma'am and have a good afternoon.
