00:21Sir Larry, what pushed the National Food Authority
00:25to approve the increase in the price of NFA rice from Php 38 to Php 25 per kilo?
00:31And what is the positive effect of this?
00:34Okay, it was approved not by the NSA itself but by the NSA Council.
00:40Yes, they approved it.
00:43And its main objective is to reduce the loss of NFA in its operation.

00:55Okay. Where can we use the additional income from this price increase?

01:05Okay. That will be used in the operation.
01:09Since our operation last year, we lost Php 6 billion.
01:14For this year, if we calculate, we are investing Php 557 million.
01:21So the loss of NFA will be reduced.
01:24That is the expected savings or additional income
01:30once we hit our target sales to government agencies for the remainder of the year.
01:39Sir Larry, how can this price increase help the National Food Authority,
01:45especially in the increase of rice from farmers?
01:51This is a big thing.
01:52If we include Php 557 million, we can get all of this.
01:58As I said, this will help the operation.
02:02When we buy rice, when we add gasoline, when we buy rice,
02:09when we add many other things, this will help our operation.
02:17What challenges do you see that you can face in implementing this new price scheme for NFA rice?
02:26We don't see any challenges with regards to this
02:30because this transaction that we are talking about,
02:33the purchase of rice from NFA,
02:35this is a government procurement.
02:39The purchase of BSWD, OCD, NDRRMC, local government units, some of our legislators.
02:48These are government-to-government purchases.
02:51We don't see any challenges in implementing this Php 38 per kilo of rice.
02:59In fact, BSWD is the biggest buyer of our rice.
03:06It is a part of the NFA Council and they have approved this for a long time.
03:13How many NFA members have secured a buffer stock of rice?
03:20If we total the month for the year from January
03:26until September 30, we were able to buy almost 5 million bags.
03:33That is the total, 5 million bags.
03:36If we add all our stocks, both rice and milled rice,
03:43we are now at 3.3 million bags in our stock.
03:49In metric tons, this is now 167,000 metric tons.
03:56Our buffer stock is now increasing by 5 days.
04:02Our target is 9 days.
04:05We are already at 5 days.
04:07It is currently growing.
04:09This October, by 3rd and 4th week, that is our peak harvest until November early.
04:16We are hoping that we will be able to buy more rice from our farmers.
04:24We are hoping that our buffer stock will be complete.
04:33In other talks, we are also asking for an update on the construction of post-harvest facilities.
04:39Where are we now?
04:42Regarding the modernization of our post-harvest facilities,
04:46all of these are under the bidding process.
04:49We are hoping that this will be awarded within the year.
04:55Since this will also greatly help the wasted products of the farmers,

05:06After there is an award, maybe in the coming months,
05:12we will be expecting by the end of the year, next year or early 2026,
05:22we will have the facilities.
05:25Our target from this time is to complete this within two to three years.
05:33Sir, how many post-harvest facilities does our country have?
05:40And how many of these are being used now?
05:44Nationwide, we have a lot of warehouses.
05:49In fact, the functioning is around 245.
05:52But for drying facilities, milling facilities, there are very few.
06:00The capacity that can be dried is only 12.6 percent of our target.
06:07It's very low.
06:09For milling, our capacity is only 26 percent.
06:13So it's only one-fourth of our target.
06:16So you can imagine how few our facilities are in the whole country.

06:32the NFA is continuously buying rice so that we have enough rice to impact.
06:39This buffer stock is enough for all of us.
