यूपीए सरकार के दौरान केंद्रीय मंत्री रहे कांग्रेस नेता वीरप्पा मोइली ने आईएएनएस से खास बातचीत में केंद्र सरकार पर सवाल उठाते हुए लेटरल एंट्री को लेकर छिड़े बवाल पर कहा कि आपने जो दूसरी एआरसी रिपोर्ट पेश की थी, उसमें मौजूदा सिविल सेवा ढांचे में लेटरल एंट्री को एकीकृत करने के महत्व पर जोर दिया गया था। इसके पीछे आपका क्या दृष्टिकोण था। एआरसी ने 15 रिपोर्ट पेश की थीं, और लेटरल एंट्री के मामले को रिपोर्ट नंबर 10 में संबोधित किया गया है, जिसका शीर्षक है "कार्मिक प्रशासन का नवीनीकरण।" पेज नंबर 208 और 209 पर, हमने चर्चा की कि लेटरल एंट्री को कैसे अपनाया जाना चाहिए। यह कोई नई अवधारणा नहीं है; इससे पहले भी डॉ मनमोहन सिंह, अलू आलिया और अन्य लोगों को लेटरल एंट्री के माध्यम से लाया गया था, जिसमें कई सफलता की कहानियां हैं। हालांकि उस समय कोई व्यवस्थित दृष्टिकोण नहीं था, लेकिन ये नियुक्तियां योग्यता के आधार पर की गई थीं।
