IANS Exclusive: Waqf Board Amendment Bill पर IANS से खुलकर बोले Salman Khurshid

00:00Look, there are two things that should be kept in mind.
00:04The first thing is that when something is in front of the Parliament
00:08or the procedures of the Parliament, there will be a focus on it.
00:12So, if we sit outside and keep commenting on it,
00:15then maybe that is not the right thing.
00:18Anyway, now it will go in front of the Joint Parliamentary Committee.
00:21There, whoever has to keep their point, they can keep it.
00:24There will be a discussion among them.
00:29And then the right suggestions and proposals will come in front of the Parliament.
00:34There will be a discussion again in the Parliament and then a decision will be made.
00:39But, because it is a matter of public interest,
00:43and I think these things will be discussed in the Parliament as well,
00:46let me tell you that the situation in the country is such that
00:51the specific institutions that have a special relationship with minorities,
00:57whether it is one minority or another,
01:00it seems that there is a constant effort to intervene in it.
01:05Who is right and who is wrong is a matter of debate.
01:08A lot of things are going on at the moment,
01:11like the UCC is being discussed,
01:13the Madrasas are being discussed,
01:15and a lot of other issues of the minority,
01:19like the issue of the scholarships of the Maulana Azad Foundation,
01:23a lot of decisions are being made,
01:25which give some indication that
01:29the effort here is to impose some restrictions on the rights of minorities.
01:43This is a general impression, which is not a good impression.
01:47The proposals of the Waqf Bill are related to this.
01:53Till now, the world knows what the Waqf is,
01:56that law is a very old law,
01:58the world knows what the Waqf is,
02:00but the decision of which property is Waqf or has been Waqf,
02:06was made by the Waqf Board.
02:09Now the decision will be made by the collector,
02:12that is, a government official will decide whether it is Waqf or not,
02:17whether it is a government land or a land of Waqf.
02:20Like in Delhi, there is an issue of 123 Waqf,
02:23so the government says that the collector will decide,
02:26and the tribunal will not decide.
02:28So that would be wrong.
02:29Why has the tribunal been made?
02:31The tribunal has been made to decide.
02:33You used to make a tribunal of one judge,
02:35now you have made a tribunal of two judges,
02:37and no one can complain about that.
02:39Two judges are better than one judge.
02:41No one can complain about that.
02:43But taking this matter from the tribunal,
02:45you are giving this matter to a collector,
02:48a government official.
02:50This can be a big issue.
02:52Secondly, Waqf is by user, Waqf is for children.
02:56These are all concepts that have been around for a long time,
03:00and to show that we are doing this so that women also get a chance,
03:05this is completely wrong.
03:07Women will have to give a chance to any Mutawalli.
03:11If a Waqf wants his wife to benefit from this,
03:19then this is a fundamental question,
03:22and no one can say that we are doing this for the betterment of the people.
03:29There will be a discussion on this,
03:31and there should be.
03:33Right now, the primary issue is that
03:37this is interfering in the institutions that are considered to be of the minority.
03:45It is interfering in the rights of the minority in the constitution.
03:49This is the opinion of the people.
03:51Now there will be a discussion on this,
03:53there will be a debate on this,
03:55everyone will present their arguments,
03:57and then it will be decided what should happen.
03:59Why should we talk about Pakistan?
04:01Why should we talk about Pakistan?
04:03We will learn everything from Pakistan.
04:05Why should we talk about any other country?
04:07We should talk about our own country,
04:09what our elders thought was right in our country,
04:11and what they did.
04:13Ultimately, the courts are in charge of this.
04:17Tribunal is a court,
04:19and the court is in charge of this.
04:21Don't you trust the court?
04:23Say openly that you don't trust the court,
04:25you only trust your collector.
04:27Say this.
04:29Don't talk about here and there.
04:31If you want to talk, do what we can see in front of us.
04:35I have also been a minority minister,
04:37I have also made amendments,
04:39and my amendments were also opposed.
04:41And it was an illegal opposition.
04:43Because people do oppose.
04:45Sometimes in ignorance,
04:47sometimes on purpose.
04:49So there was opposition in my time as well.
04:51But the Act of 1995 has been going on for so many days,
04:54and it has been successful.
04:56Now if you want to make some changes,
04:58if you want to make some changes,
05:00then give us the data and tell us why we are doing it.
05:03Say that people are taking advantage of it,
05:05people are taking advantage of it.
05:07So let the tribunal say to someone
05:09that people are taking wrong advantage of it,
05:11and we don't have powers,
05:13we lack powers.
05:15But why do you want to give it to the collector?
05:17And these useless things that are being said
05:19that in other countries,
05:21in Pakistan, this happens, that happens,
05:23what do we have to do with it?
05:25What happens in India,
05:27we should concentrate on this.
05:29And what happens in India,
05:31what is lacking in it,
05:33you tell us.
05:35Today you will intervene in time,
05:37tomorrow you will intervene in temples,
05:39after that you will intervene in trusts,
05:41what all things will you intervene in?
05:43This is the question.
05:45See, whoever gets bail,
05:47the court gives it after thinking about it.
05:49The court has given bail after 17 months,
05:51so the court must have understood
05:53that 17 months is a lot,
05:55and in 17 months,
05:57if you could not move the case forward,
05:5917 months have passed,
06:0117 months will pass,
06:03so it is the responsibility of the government,
06:05of the prosecution,
06:07to move the case forward as soon as possible.
06:09As far as I understand,
06:11the court has said that
06:13Manish Trasodia did not intervene
06:15in this delay,
06:17because of him it was not delayed,
06:19that is why the bail was given.
06:21Now the bail has been given,
06:23neither does the bail say
06:25that the allegations against him are wrong,
06:27the bail has been given,
06:29so that this case can be decided
06:31as soon as possible.
