00:13Good morning Chairman.
00:15Good morning Egan and good morning to all of our viewers.
00:21We are on the right track. Is there a problem with the resolution of the Senate asking for an extension of the deadline or will the PUB modernization program continue?
00:32Egan, we have a great interest in the resolution of the Senate and we recognize it. We are using this as a guide in our decisions.
00:44But the Land Transportation Franchising and Regulatory Board said that the program will continue but we will take into consideration the issues in the resolution of the Senate.
00:57One thing you're complaining about is the local manufacturing. Why can't you give it, Chairman?
01:03Egan, to be honest, 63 percent of the vehicles purchased by our cooperatives and corporations are locally manufactured.
01:15We presented the data to the Senate. When we said locally manufactured, it was not totally made here.
01:25But these were assembled here in the Philippines because we know that we are not yet making chassis.
01:33There were about 40 percent that were completely built units that came from abroad.
01:40So the data is not exact. It is being said that they were not given.
01:46They were given.
01:48Now, we are talking to people like Gino Sarau, who is offering to make a jeepney.
01:56There are backyard industries of jeepneys in Santa Rosa that we know of.
02:03There are jeepneys that are being displayed in front of our office.
02:11Okay. If there is one, Chairman, what can stop the program?
02:15As of now, I do not know that it can be stopped because of the order of our government.
02:24The program will continue if there are problems.
02:30Our guidance is to fix and address the programs.
02:36But do not stop it because it is unfair to the 82 percent that joined the program.
02:45There are a lot of people who bought modernized jeepneys.
02:52They are now living in a boat.
02:55Yesterday, Senator J.B. Ejercito mentioned in one of his resolutions that
03:00in a few months of the implementation of modernization,
03:04the rating of its success will not be considered high, Chairman.
03:10Based on Senator Ejercito's resolution,
03:15his route rationalization plan is only 11.3 percent.
03:23Senator Ejercito is right.
03:26But I would like to add that 70 percent of local government units
03:34have submitted their route rationalization plan to us.
03:39We are studying it now.
03:41If it is true, they are already on board because they submitted their plan.
03:48But we are still studying it before we give them the signal.
03:55So in effect, it's a work in progress and it's a waste if it is suspended now.
04:03So the passengers are not stranded.
04:08It means that the service is continuous even though we have modernization.
04:13Are you referring to yesterday's activity?
04:20Yes. And the routes that were affected, are we sure that the public can ride them?

04:31This is the government's program.
04:34They just want to fix the routes.
04:37Because there are routes that have a lot of jeepneys.
04:41There are routes that are lacking in jeepneys.
04:44So the thrust of this program is to fix the thrust.
04:51It's true that there are areas where there are only one to four jeepneys
04:58and there are more in the surrounding barangays.
05:02In these situations, we do not require them to join the first stage,
05:10which is industry consolidation, which requires 15 members to form a cooperative.
05:17But they are also involved in the program of modernization of our government.

05:25Chairman, all the disputes and problems raised by the Senate are addressed by our agencies.
