00:00 And now, to the trusted and trusted people of the Land Transportation Franchising and Regulatory Board, we will talk this morning,
00:07 the suspended LTFRB Chairman, Chofilo Guadis III.
00:11 Atty. Guadis, sir, good morning.
00:13 Good morning to you, Ivan, and to all the viewers of our program.
00:18 Here, I will direct the question.
00:20 Atty. Guadis, first of all, your former head executive assistant has been accused of being a trusted person,
00:28 and he is accused of being a trusted person in the LTFRB. What is your opinion on this?
00:32 None of the things he said is true.
00:36 He himself told me that one day, after he said those things, we talked.
00:44 He realized that what he wanted to do, which is to hurt me, was not right.
00:51 So, he asked me for a favor.
00:54 And the next day, he executed an affidavit of recantation.
01:00 Okay. Where did he get those accusations from?
01:06 What was his explanation to you? Why did he do that?
01:09 First of all, he is my head executive assistant.
01:13 There was a problem when I couldn't understand them.
01:17 The employees in my office were often in a hurry, so I asked him to be placed in another division of the LTFRB.
01:30 When that happened, he resigned suddenly.
01:35 After 15 days, there were supposedly splices of pictures that came from him.
01:44 He said that he was flagging evidence, screenshots, audio recordings,
01:52 and personal recordings of the allegations of being a trusted person. What can you say about that?
01:56 None of those things are true.
01:59 And if confronted eventually with those alleged pieces of evidence, can you say that those are not true?
02:07 I'm willing to face anybody in any investigation, in any forum, to expose those allegations.
02:15 First of all, he himself said that he was asking for a favor from me for what he did and whatever he said that are not true.
02:27 There were also members of the transport groups that were assigned to him.
02:31 I only know that the biggest transport groups, and I would say 95 percent of the transport groups,
02:40 issued a manifesto that they are supporting us in our crusade.
02:46 There are also those who are accusing Tumbado that he was paid P300,000.
02:54 This is the group SV3. There is also a group called Stop and Go that accused Tumbado of paying P50,000.
03:01 Do you know anything about Tumbado's involvement in the corruption that he is accusing you of?
03:09 When I was still in the LTFRB, I haven't heard anything like that.
03:14 Those allegations were just released when I was suspended by the transport groups.
03:24 But I don't have personal knowledge and when I return, I will investigate those first.
03:31 You were immediately suspended by President Marcos after these allegations were released.
03:38 What was your reaction to this and did you have a chance to explain yourself to Secretary Bautista or to the palace?
03:45 When I was suspended, it was sudden and I was just following the decision of our President.
03:55 I haven't gone to Secretary Bautista yet because when the news was first released, I was shocked.
04:05 I didn't know how to react and I couldn't absorb the news.
04:12 I have been in public service for 23 years and I just heard this news.
04:18 Do you have a plan to take legal action against Gino Tumbado?
04:23 As of now, I don't have any plan to take any action.
04:28 When he asked for forgiveness and executed the affidavit, I forgave him.
04:36 If God forgives, I can forgive him.
04:40 Let's be clear, before he was suspended, you already talked to him?
04:44 Before he was suspended, we already talked and I explained to him why he had a problem.
04:53 He told himself that he had a mistake and that's why he asked for an apology.
05:01 The next day, he already apologized and I am forgiving him.
05:07 As of now, you are suspended.
05:11 Do you think you can return to your position as chairman of the LTFRB?
05:18 Are you still willing?
05:20 Ivan, that depends upon the pleasure of the president if he will take me back or not.
05:27 But you think you still deserve that post?
05:29 To prove to the people that they are wrong in what they are doing to me,
05:34 I will accept the challenge if this will cause me to be in the position of president again.
05:40 Okay. Now, the Manibela group has a transport strike because they are not listening to their call to suspend the deadline of the consolidation of the franchise of the traditional jeepneys.
05:52 Before you were suspended, did you talk about this?
05:55 We already talked about this to the big transport groups and even to the Manibela group.
06:03 We told them that we will not remove their old jeepneys from the modernization program.
06:12 We are just asking them to incorporate them as a cooperative or as a corporation which is the start of a modernization program.
06:22 Okay. Attorney Gwadis sir, thank you very much.
06:27 Thank you very much and good morning to all of you.
06:30 We have talked to the former chairman, Chauvin LaGuadis III.
