00:23 Just to be clear to the motorists, MMDA and LGUs can still be arrested and have tickets?
00:34 Yes. But first, I will clarify. The Supreme Court only prohibited local traffic enforcers, not MMDA.
00:45 That's not yet penal because it's not in the decision that it's immediately executory.
00:53 Yes, final.
00:55 Yes, it's not yet final and executory.
00:58 Our local chief executives still have a period to file a memorandum of... I mean an appeal or motion for reconsideration.
01:12 While they're hearing that, the local traffic enforcers can still be arrested.

01:27 Although, I can say that there's a portion in the decision that we are favorable to MMDA.
01:37 Because in the decision, it's stated that MMDA through the MMC or Metro Manila Council can craft traffic regulations that LGUs should follow.
01:53 Can you clarify to the public, what is the issue here?
01:58 Transport groups questioned the right of LGUs to arrest, issue citation tickets and get a license.
02:12 Although the last issue, getting a license, that has been addressed in the single ticketing system because they're not getting a license.
02:24 What's left is the prohibition of traffic enforcers from issuing tickets.
02:30 But it's stated in the decision that if you deputize the local enforcers of LGUs, is it allowed?
02:39 Yes, it's allowed.
02:41 Are there local enforcers, traffic enforcers of LGUs that you didn't deputize?
02:48 Well, as of now, we haven't deputized local traffic enforcers because previous to the decision,
02:57 they have the right to appoint or certify their traffic enforcers.
03:06 There's no need before to deputize MMDA to local traffic enforcers.
03:13 When this becomes final and executive, Chairman, will this help MMDA or is it a big burden for you?
03:22 Well, it's just additional work insofar as deputization.
03:26 We are also studying the other implications because there are gaps in the single ticketing system and local traffic ordinance.
03:38 For example, we haven't covered the whole franchise of tricycles in the single ticketing system because it is determined by local governments.
03:51 Yes.
03:52 Three wheels.
03:54 Yes. If they go out of their authorized route, it's out of line. It's not included in our single ticketing system.
04:06 We are studying the other implications.
04:09 We also don't want to give blanket deputization. We will discuss the criteria and process.
