00:00The Department of Social Welfare and Development of DSWD plans to adjust the cash grants for the beneficiaries of the Pantawid Pamilyang Pilipino Program.
00:09And about that, we will be able to watch on DSWD Assistant Secretary, JC Marquez, the co-spokesperson of DSWD.
00:16Good morning to you, Asec Marquez Maristo, and we are live on Unang Balita.
00:21Good morning, Maris, and to everyone who is watching your program.
00:24Good to see you again, Asec.
00:25First of all, what is the reason for the adjustments to the cash grants for the four-piece beneficiaries?
00:31And will these aids be added or reduced?
00:36You're right, Maris.
00:37So, if you can remember, this first part of the year, our President, Marcos, gave a directive
00:43to adjust the value of the cash grants under the Pantawid Pamilyang Pilipino Program or four-piece.
00:49This directive includes an automatic adjustment to the value of the cash grants even if there is no legislation or law.
00:55This means that the cash grants received by the four-piece beneficiaries
01:00should still be able to help them fight against inflation or increase the value of the primary purchases.
01:08Currently, DSWD continues our discussions and coordination with the National Economic Development Authority or NEDA,
01:16the Philippine Statistics Authority or PSA, and the Philippine Institute for Development Studies or PIDS
01:21in forming a plan to increase the value of the cash grants for our four-piece beneficiaries.
01:30How high is it possible to increase the value of the four-piece, Asec?
01:36Yes, Maris.
01:37As I have mentioned, we are still in the process of studying
01:41and discussing this with our agencies.
01:46You can expect that we will share with you the details of this plan in due course.
01:53For now, this is one of the priorities of DSWD to help the beneficiaries of the program.
02:01So, is it just inflation that will be the basis of these adjustments?
02:04Or are there other things that will be the basis for the adjustments?
02:08And when do we expect this to start?
02:11How long is the study or assessment that we are doing?
02:16Yes, that's right, Maris.
02:17So, the first reason is inflation.
02:19And it will also be the basis for the policies or researches of PIDS
02:24that will be our basis for the study of the four-piece program, which is also in accordance with the law.
02:32And when do we expect this to start?
02:34Do we have a time frame when it comes to the study that you are doing?
02:37Within this year, are we expecting it to happen?
02:41Hopefully, we will be able to do the study this year.
02:44And for implementation, hopefully, next year when this is approved.
02:48All right.
02:49So, how many four-piece beneficiaries do we have now?
02:52And will you continue to include them in your list to remove those who are supposed to be Gumraduate?
02:58I understand that some of them are already Gumraduate.
03:01Yes.
03:02At present, 4.4 million households are active members of our four-piece in the whole country.
03:11As of the first quarter, we already have 700,000 households who are self-sufficient
03:20or those who can stand on their own two feet.
03:23Graduation ceremonies for self-sufficient beneficiaries are ongoing
03:27and we continue to assess our social workers at their self-sufficiency level
03:36through what we call the Social Welfare and Development Indicators or SWDI.
03:41This is the tool that we use to assess the self-sufficiency level of our four-piece beneficiaries.
03:47And automatically, when there are Gumraduate and they are no longer on the list,
03:52there will be someone to replace them to benefit them, right?
03:57That's right, Maris.
03:58So that we can reach more rightful beneficiaries, those who are truly in need of our countrymen.
04:05Alright. Thank you very much, Assistant Secretary JC Marquez,
04:08the co-spokesperson of DSWD for your time and the information you gave us.
04:14Have a nice day, Asec.
04:15Thank you very much as well.
