00:00There is no longer an extension of voter registration for the 2025 elections. That's up to the Commission on Elections.
00:06Tomorrow, on Tuesday, the filing of the Certificate of Candidacy or COC will start.
00:12We will have a meeting with Comm. Chairman George Garcia. Chairman Garcia, good morning.
00:17Good morning sir Iga and good morning to our fellow countrymen.
00:21Let's start with the voter registration. How many voters do we expect and do you have a message for them?
00:29Sir Iga, in our opinion, we have accomplished the projection of three million new voters.
00:35If there are new voters who are joining our registration site,
00:37we will have them reactivate their registration until this day because we have seen 5.37 million deactivated voters
00:48because they were not able to vote in the two following elections.
00:52At present, there are 66 million registered voters. The projection of Comelec is 70 million.
00:58That's 66 million until July 15. So there are no registered voters from July 16 to September 30.
01:06Those are the ones we will add. Hopefully, we will reach 68 million voters in 2025.
01:12Is the list clean? Are there no double registrants Chairman?
01:16We already did the cleansing, the first batch of registration.
01:21We have seen 300,000 double or multiple registrants.
01:25Of course, we will do the cleansing of the next batch so that the double or multiple registrants will be clean.
01:36There's no extension Chairman?
01:38There's no extension of the registration but in the area of Northern Luzon, where it's raining heavily,
01:48we asked the local Comelec to suspend the registration until this day.
01:55If that will happen, they will be responsible to extend the registration for a day or a few days,
02:01depending on how many days the suspension of the registration will last in those areas.
02:05Let's talk about the inauguration of the COC, Certificate of Candidacy. How is the preparation of the Comelec here?
02:13That's right. October 1 to 8, the filing of the Certificates of Candidacy from 8 a.m. to 5 p.m.
02:19In Bangsamoro, we reset the filing. Instead of October 1 to 8, November 4 to 9,
02:26they will file because of the Supreme Court's decision in Sulu to remove them from Bangsamoro.
02:32We are ready. The Comelec is ready to receive the Certificates of Candidacy and Certificates of Nomination
02:39for the parties, political parties and sectoral organizations.
02:44In the whole Philippines, we will receive the COC.
02:47Chairman, do we have a suspension now because of what happened to Alice Guo,
02:52whose COC was approved, but she's not Filipino?
02:57You know, the Comelec wants to have a suspension or review or discretion.
03:04We cannot do that because the Supreme Court said in one case, in Serafica v. Comelec,
03:11that the Comelec is only receiving the Certificates of Candidacy ministerial.
03:15That's our duty and we cannot add any document that is included in the Certificates of Candidacy.
03:24If that's the case, what the Comelec did for the first time,
03:27all the Certificates of Candidacy of all the candidates,
03:31we will post it on the Comelec website.
03:33Two weeks after the filing of the candidacies,
03:36you will see who are the candidates in the whole Philippines on the Comelec website.
03:42For those who want to question, they can file a petition to us
03:46to cancel or deny the Certificates of Candidacy of a candidate.
03:52On the substitution of aspirants and party list,
03:56do we have an amended position Chairman?
04:00Yes. Igan, to our candidates, you should know that after the filing of the candidacies from October 1 to 8,
04:07we will not accept withdrawal with substitution.
04:10You can withdraw, but there's no replacement for the candidates.
04:14To avoid what happened before,
04:17that there's a sudden change in the filing of the Certificates of Candidacy.
04:22As for the party list, in the next five to ten days,
04:25we will submit the nominees of each political party or sectoral organization.
04:31If we finish the ten nominees,
04:33we will not accept to give substitutions for those ten nominees.
04:37It's like the final list of the ten nominees,
04:39aside from the dead or disqualified nominee or the dead or disqualified candidate.
04:47We are here in the controversial Embo barangays,
04:51where there was a fight in the Senate.
04:53What is the latest? Will they be able to vote for the local candidates?
04:57We issued a resolution on the ten barangays of Makati that went to Taguig.
05:04They will be able to vote for our senator, party list and local positions,
05:10along with Igan Sangguniang Panlunsod.
05:14We also said that the ten barangays divided into three and seven in two districts
05:21will be able to file the Certificates of Candidacy for the first district and the second district.
05:29You can expect that until tomorrow,
05:31we will issue a resolution on whether the voters of the ten barangays
05:36will be able to vote for the first district or the second district of Taguig.
05:42We will wait for that.
05:44But if the COC has already filed,
05:46will they have a big face in ESLEX, ENLEX, EDSA?
05:50Those who ran, they are already official.
05:53They should remove that, Chairman.
05:55Igan, the Supreme Court said in the case of Peñera v. Komilet,
05:59they are not yet candidates even though they already filed the Certificates of Candidacy.
06:04Let's call them aspirants Igan.
06:06Therefore, the Supreme Court said that they are only candidates on the first day of the campaign period.
06:12That is the 60th day before the election of the national position senator.
06:16That's on February 11, Igan.
06:18Our locals are still candidates on March 28.
06:23Therefore, there is no premature campaigning.
06:26Therefore, we can see their faces on our roads.
06:29We can see that they are waving their hands.
06:32They have no violations.
06:34None. I can't vote.
06:35The first district is already elected.
06:37They haven't won yet.
06:39Our fellow countrymen should look at it that way.
06:42Even if there is no prohibition,
06:44we should be able to move forward even if we are not yet candidates.
06:50They have an advantage on the fact that they are not yet candidates.
06:52Chairman, how about digital campaigning?
06:54Can Komalikyan use social media platforms for early campaigning and campaigns?
07:01Yes. Igan, for the first time in our history,
07:05we issued guidelines for social media, artificial intelligence,
07:08defakes and other kinds of programs on social media.
07:12Candidates and campaign staff and political parties should register on social media accounts.
07:19We will coordinate with our platforms
07:24to take down those who are not registered.
07:27The purpose is to promote the candidacy of a candidate
07:30or to oppose the candidacy of a candidate.
07:33We know that it's very difficult.
07:34But the commission is trying to do it
07:37because that's what we are preparing for the 2028 presidential and vice presidential election.
07:42Chairman, thank you very much for your time and explanation.
07:45Comrade Chairman George Garcia, take care.
07:47Thank you Igan. Long live.
