00:00Meanwhile, on the 35 pesos increase in salary of workers in Metro Manila, we will be joined this morning by the Department of Labor and Employment Secretary Bienvenido Laguesma.
00:11Sec, good morning.
00:13Good morning, Ivan. Good morning to all of your listeners and viewers.
00:19Secretary, what is the basis of the approval of the 35 pesos increase in salary?
00:25Okay. Before I answer that, Ivan, just a little background.
00:29Go ahead, sir.
00:30If you will allow me to continue.
00:31Do you remember that on Labor Day, there was a Directive on Corruption committed by R. Marcos, Jr.,
00:38which is a timely review of minimum wage levels in other regions,
00:4460 days prior to the latest anniversary date of the increase in salary of other regional tripartite regents in Tibidoro.
00:54On that basis, there was a public consultation, a public hearing, and wage deliberations by the members of the Tripartite Wages and Productivity Boards
01:07that are formed by the workers, the residents and the government through DOLE, DTI and MEDA.
01:14The increase is based on the process that was carried out.
01:19It is based on the various wage determination criteria under the law.
01:25It is part of the review of the needs of the workers.
01:31Also, it is based on the capacity or ability of existing enterprises to comply with the increase
01:41in salary of other regional tripartite regents in Tibidoro.
01:48It is also looking at the possible effect of this on our employment level, inflation rate,
01:55and the chance of expansion and growth of existing businesses in other regions outside of NCR,
02:04which is related to countryside development.
02:07It is also included in the review of the arguments and positions of the various groups that were involved in the public consultation and public hearing,
02:19including the three petitions that were submitted by the various groups.
02:24That is the review of the capacity of the increase in the minimum wage of P35.
02:34Of course, you anticipated that the reaction of some groups here is that they are short of P35.
02:41It's different. In the past years, we always hear that it's short, small and not enough.
02:50But I want to clarify that the increase is based on the minimum wage or floor level,
02:59entry level only.
03:01This should not be the expected outcome of all the needs of a worker and his family.
03:08That's why the current administration of our President Ferdinand R. Marcos Jr. will continue to strive to create more jobs,
03:18not just simple jobs, but quality jobs.
03:22For a family that may have five members, there may be two earners in the family who can help in the so-called family income.
03:35We have a direction that we would like to mention when the time comes.
03:45It's lacking in living wage.
03:47Living wage and minimum wage have different concepts.
03:51Minimum wage, I will repeat it, is different.
03:54It has to do with the entry level, especially to the unskilled workers.
04:00The workers who have sufficient capacity should be able to earn a salary over and above the minimum wage,
04:11depending on the region of our country.
04:13This is what they usually say.
04:15Is the price of electricity, gasoline and food high?
04:20Prices are very high.
04:22It's also related to what you're looking at.
04:25It's not a simple deliberation.
04:29It's being considered.
04:32It's being looked at the developments in our area, especially when it comes to the prices of basic commodities.
04:40It's also being looked at the effects of this on our employment level, on our inflation rate,
04:47because we don't want this to add to a bigger problem.
04:53That's why the work is not that simple.
04:56It's really a thankless job for the board to be determining what is appropriate.
05:01The balancing act, what is it Secretary?
05:03It's lacking. It's small. It's not appropriate.
05:06But I will repeat it.
05:08This is just a minimum wage.
05:10This is not the salary over and above.
05:14Even if this is just a minimum wage, there are those who are indirectly benefiting from this wage adjustment.
05:22The minimum wage, but not too far away,
05:28they should have an appropriate adjustment to avoid the so-called wage distortion.
05:34Secretary, do you think the workers will accept this?
05:37This was published yesterday.
05:41According to the regulation, 15 days after it was published, this will be effective,
05:47which means on July 17, this will be effective.
05:52This is the next question.
05:54The other regions, when will they have such a wage increase?
06:00The other regions will follow because there is a directive of 60 days prior to the anniversary date of your latest,
06:09the last one, 19-20-23.
06:12We know that the effectiveness of other wage orders in other regions is different.
06:20According to the scenario I saw, the region 4A will follow.
06:28The other regions will follow.
06:31They are already conducting the so-called public consultation.
06:35Their public hearing will follow prior to their deliberation,
06:42where the members of our regional tripartite wages and productivity boards,
06:47representatives of labor, employer, and the three departments I mentioned, DOLE, DTI and NEDA.
06:55Secretary Laguezma sir, thank you very much for your time.
06:59Thank you also Ivan for the opportunity. Good morning and long live your program.
07:04We have talked, Labor Secretary Bienvenido Laguezma.
