02:11So look closely at the affidavit. Number one, he said he was called at 5 a.m. on May 16, or rather May of 2016.
02:27But the question is, Mr. Duterte, Digon at that time, was not even president.
02:36You don't know if he will win or not because it's May. Our election is on May.
02:42So how can somebody who's not even sure of being president or if he was elected, you don't know because it's May,
02:51he's not yet seated. Then he will talk about one thing, that he may not have the capacity or the authority to do it.
03:06Number two, if you look at the affidavit, he said that the Davao model, he didn't know about it. He's not part of it.
03:20She's not part of it. He also said that she was being invited by the one who's going to operate it.
03:30But she declined. So given these circumstances, how in the world can she know anything about the Davao model if she's not part of it and she doesn't know?
03:47Number three, she gave some details. And yet, how can she know those details if number one, she doesn't know, number two, she declined, and number three,
04:05she has sources. She said she was informed. This particular detail was conveyed to her.
04:17It's easy to say but it doesn't mean that she has no personal information. It was conveyed to her.
04:25So how can you say that everything she said is true? I think this woman is pitiful. She was forced, she was promised or whatever.
04:41So she's being forced to make some allegations containing in her affidavit that are not true. But because she's afraid for herself and her family, she agreed.
05:03But then again, the affidavit that she made, I think, was made by a lawyer to give the promise to her, whatever, whichever or both.
05:17But at the same time, it will not stand in the court because it's her say, she has no participation, she has no knowledge. That's what I think.
05:29Attorney, aside from Rojina Garma, the police also mentioned a quota and reward system in Oplan, Tokhang.

05:46Second, she's just a storyteller. But what is the purpose of those funds? Remember Susan, one cannot launch a drug on war without finances.

06:56But when he said that, President Duterte just wanted to say, because he was making a commitment and a policy statement on what he will do as president.
07:12That statement and that commitment became a factor to the person who will vote for him.
07:21You made a commitment to us that if you will vote for me, you have a contract with us that you need to do that. Because of that, he was voted.
07:31That's why he continued his fight against drugs and became successful.
07:39Atty. Panay, I just want to ask, aside from Roina Garma, the quota and reward system in Oplan, Tukhang is also mentioned.
