00:00Assistance of the Social Housing Finance Corporation to their beneficiaries
00:04who were affected by the calamity that we will discuss
00:08with Sir Federico Laksa, the President and CEO of the Social Housing Finance Corporation.
00:13Sir Federico, good afternoon and welcome to Bagong Pilipinas today.
00:17Good afternoon to you both.
00:21Thank you.
00:22First of all, can you share with us what is the mandate of the Social Housing Finance Corporation?
00:29Well, the Social Housing Finance Corporation is one of the three agencies
00:35of the Department of Housing, Human Settlements and Urban Development.
00:40And our mandate is to provide safe, affordable and decent housing for our fellow citizens.
00:54Our approach here is community-driven.
01:00It means that we are looking at community associations that we are helping.
01:08Okay.
01:09For our fellow citizens to understand better,
01:12Sir, what is the participation of your agency, SHFC,
01:17in the national housing for the Filipino Housing Program of DSUD?
01:22I am very happy that you, Ms. Nguyen,
01:25that the Social Housing Finance Corporation is very active here in the national housing
01:31for the Filipino Program of our beloved President.
01:35In fact, we already have a lot of projects now.
01:41And maybe in about 30 to 60 days, our beloved President will be able to award
01:47to these projects.
01:48Ah, really?
01:49Yes.
01:50What kind of award? As in turnover?
01:52As in turnover.
01:53We will turn it over to the beneficiaries,
01:56especially in Davao City.
01:59We already have a building there.
02:03We also have an unfinished high-rise building in San Fernando, Pampanga.
02:10And we also have one in Tagalogan, Miss Oriental,
02:14where the PV deck is located.
02:16That is what we expect to be the beneficiaries of this project.
02:21Sir, what you are showing on the screen now,
02:24these are the ones that went groundbreaking last year?
02:28Yes.
02:29That's fast.
02:30Just last year?
02:31Just about a year ago, our beloved President was there in San Fernando, Pampanga.
02:36And now, the four buildings are about to be completed.
02:39We can now award one of our buildings to the beneficiaries.
02:44They won't be disappointed because it's really easy to implement these projects
02:49as long as we really make an effort to give our beneficiaries the houses they need.
02:59How many more or less are the beneficiaries that you said will be given
03:04the first turnover to these housing projects?
03:08Within the next two months, we will be able to give almost 1,000 units to our beneficiaries.
03:19Within the year, we will be able to add more.
03:22Actually, the Social Housing Finance Corporation has already received more applications from 111 areas.
03:34And if we are able to do this,
03:37more than half a million Filipinos will have a home here in our country.
03:48In the whole of the Philippines?
03:49Yes, in the whole of the Philippines.
03:50We are nationwide.
03:52From north to south, we will be able to give houses.
03:57Because last year was the one that went groundbreaking.
04:00The challenge there was whether this would be completed by the term of the President.
04:03But I was surprised because I went to the place where the President went for the groundbreaking.
04:09That's right.
04:10So when I was watching the video…
04:12It's almost done.
04:13Yes.
04:14All of our houses went there in July last year.
04:18Yes.
04:19One of our projects is just starting in Crystal Peak in San Fernando, Pampanga.
04:23But now, the four buildings there are already built.
04:27That's great.
04:28That's good news.
04:30And it looks like beautiful condos.
04:34Yes.
04:35Because when we think of houses, I'm sorry, sir, in the government,
04:39those look like ghost buildings.
04:43This one that we are building in 4PH in Nina and Nguyen,
04:47it's similar to what they sell in the open market.
04:52Yes.
04:53There is no difference in terms of amenities, in terms of quality, structure,
05:03and the unit that we provide.
05:07Because what they sell in the open market is also beautiful.
05:13And the good news here is that these are being sold at one-third of the price.
05:21Aside from the so-called interest subsidy,
05:26they will lower our monthly amortization.
05:31Others say that they are being paid.
05:34Is it true that they are being paid P700 a month for a 30-square meter?
05:38It's not correct.
05:39How much is it?
05:40Here in our IRIS building in 4PH,
05:43maybe between P2,500 to P3,000, more or less,
05:48is our monthly amortization.
05:50But if it's like this in the open market,
05:54these units are being sold in the market.
05:58For example, for us, it's about P1.8 million or P1.5 million.
06:02In the open market, it's about P5.5 million to P6 million.
06:06Basically, P2,500 and P3,000 are very cheap for our countrymen.
06:13And in a span of 30 years, right?
06:1520 to 30 years, depending on you.
06:17Yes.
06:18Also, here in Metro Manila,
06:21I've talked to many low-salaried employees here in Metro Manila.
06:28They are being paid P3,000 to P8,000 or P8,500.
06:36We also surveyed them.
06:38Their rent is very high.
06:41So, if we can give them P3,000 per month,
06:45it will help them in their needs.
06:50But, sir, it ended quickly.
06:52What are the assurances that this is durable?
06:56Of course, it's durable.
06:58Yes, it's durable because it ended quickly.
07:00The construction of the structure, especially the high-rise wing,
07:03is just a short cut.
07:05It's not possible.
07:07The structural stability of this is the same as the structural stability of everything
07:12that is being built here in the Philippines.
07:15You can't underestimate that.
07:18Because it really needs to be signed by a structural engineer.
07:22Its foundation must be durable
07:25so that it will be safe in all times.
07:29Okay.
07:30Sir, let's go back to the disaster.
07:32Last Monday, we had a guest here,
07:34Mr. Lesud Yusek Randy Escolango,
07:36and he shared the disaster assistance initiatives of the department.
07:40Do you also have assistance for your housing beneficiaries
07:44who were affected by the typhoon earlier and now?
07:47As you know,
07:48because of the typhoon earlier,
07:54the Social Housing Finance Corporation is now monitoring our countrymen,
08:00especially the families and beneficiaries of our projects.
08:04We are now monitoring the areas where the typhoon hit
08:11and the communities affected by this typhoon.
08:16So, by the time, maybe on the third day,
08:19we were ready.
08:21We already know the list of the affected families.
08:25We started to think about how we can provide assistance to our beneficiaries.
08:35So far, at this point in time,
08:38we have provided relief goods to more than 2,000 families.
08:44Yesterday, I was in Malabon.
08:47I was with the Mayor of Malabon, Jenny Sandoval,
08:51and the former Congressman Ricky Sandoval.
08:54We provided relief goods to our families on Letre Road in Malabon.
09:01Look, even your SHFC is now providing relief goods.
09:09Isn't that for the DSWD or LGU?
09:13You are also providing relief goods.
09:16We are just following the call of our President
09:19and the call of Secretary Acusar
09:22to help the agencies, especially the DSWD.
09:26Because in the Social Housing Finance Corporation,
09:29we are really helping poor families.
09:35And this is really severely affected during the typhoon.
09:40This is an addition to the relief goods provided by various agencies.
09:45Definitely.
09:46There are also local government units
09:48that provide relief goods.
09:50There are the DSWD and other national government agencies.
09:55But this is just an addition.
09:58And we want to make our beneficiaries feel
10:02that we are helping them during their times of need.
10:08All right.
10:09Okay.
10:10It's really good to hear that various agencies have joined together
10:15to add to the relief goods usually provided.
10:20Aside from the moratorium that you gave due to the typhoon,
10:27do you have other initiatives for the housing beneficiaries
10:32that are affected by the calamity?
10:35Yes.
10:36I will discuss the moratorium first.
10:41My secretary, Acusar, gave instructions to us.
10:43He issued a circular memorandum
10:47that we should give moratorium to our fellow countrymen.
10:51Most of the agencies, including NHCA,
10:56National Long Mortgage Finance Corporation,
10:58and Kayong Pag-ibig,
10:59were given a one-month moratorium
11:01that they can no longer pay
11:05until they recover from the damage caused to them.
11:10So, our beneficiaries,
11:15the severely affected families,
11:18can receive the moratorium in our communities.
11:20Aside from that,
11:21of course, we are still monitoring our beneficiaries
11:25to see what other needs they have.
11:28If we can help, we will be there waiting.
11:33Our account officers and our branches
11:38were given instructions
11:40to monitor the condition of our beneficiaries.
11:44Aside from the one-month moratorium,
11:48did NHCA say that they have no interest
11:52or that they will continue until December?
11:56Yes.
11:58They have such guidelines.
12:05But the secretary's instructions
12:08are basically one month.
12:11Because it will also severely affect
12:13the financial position of the company,
12:16especially the corporate recurring revenues of the company.
12:22We also need to look at that.
12:24And you know,
12:25it's hard to let our collection go.
12:29I talked to our fellow countrymen yesterday.
12:34As soon as you talk to them,
12:36they really want to finish their payment.
12:40Yes.
12:41Immediately.
12:42Because they want to hold on to the title of their house.
12:45So, I said,
12:46you should be motivated
12:48because once you get this title,
12:51this is what you will give to the next generation,
12:54to your children.
12:56That's right.
12:57It really gives dignity to our fellow countrymen.
13:02If you have a roof over your head,
13:05that is decent.
13:07Yes, that's important.
13:10That is the biggest investment of a person in his life,
13:14the house and land.
13:17That is what you will give to the next generation.
13:21Now, sir,
13:22how can our fellow countrymen avail units
13:27to the households of SHFC?
13:30Well, it's very easy.
13:33They can just contact the local government units
13:37where our projects are located
13:40and the branches of the Social Housing Finance Corporation.
13:44We are just there.
13:46In fact,
13:47what we are doing now,
13:49we are also in the same project.
13:51We have project offices in the same project
13:54where they can go to these projects
13:58and they can see what kind of unit we will give them
14:05and they can get information from our employees there.
14:10Sir, before we continue,
14:11I have a question.
14:12Because usually,
14:13as they say,
14:14the housekeepers,
14:15the carpenters,
14:16they are the ones who don't have a house.
14:18They are the ones who make the house.
14:20So, are you encouraging them?
14:22Because they are not the monthly earners.
14:24They are the ones who earn on a project-based basis.
14:27What kind of help can you give to them?
14:29Definitely,
14:30when they are included in the program.
14:33Because what we are talking about here,
14:35the Pambansang Pabahay for our Filipino program,
14:38the aim of this is that
14:41our backlog of 6.5 million now,
14:46that is what we want to give to Pabahay.
14:50So,
14:51include the ones who don't have a house yet,
14:54at this point in time,
14:56who will be beneficiaries of our 4PS program.
14:59What you are saying,
15:00when their income is not regular,
15:03they can also become members of Pag-ibig.
15:07As self-employed individuals.
15:10As long as,
15:11the important thing is that
15:13they are just paying their membership fee
15:17in Pag-ibig.
15:18So, if they become members of Pag-ibig,
15:21definitely,
15:22they will be eligible in our program.
15:25Sir,
15:26please advise to our fellow countrymen
15:28who are watching us now.
15:30Well,
15:31to our fellow countrymen,
15:33don't be greedy
15:35and we are almost done with our projects
15:40that we started last year.
15:42And we will be distributing our housing units
15:47to our projects there,
15:50in Davao,
15:51in San Fernando, Pampanga,
15:54in Misamis Oriental,
15:55and to many more.
15:57We have started 12 more now,
16:00all over the Philippines.
16:03And we will be distributing them
16:09in the near future.
16:11That's exciting.
16:12Sir, thank you very much for your time.
16:14Sir Federico Laksa,
16:15the President and CEO of Social Housing Finance Corporation.
16:19Thank you very much to you too, Nina and Nguyen.
16:22And may you all have a great new Philippines.
