00:12One of the big questions of the Senators is whether the reclamation projects are really affecting the floods.

00:31The projects in Metro Manila are really affecting the areas near Metro Manila.
00:39Any physical change in the configuration of the embayment that is included in this area
00:46will change also the way the water and the pollutants as well.
00:53In general, reclamation projects will slow down the flow of water
00:59and will change the circulation and retention of pollutants and organic materials that are already in the bay.
01:10So in general, any change geometrically, physically, in terms of infrastructure that is introduced
01:18will change the way the bay behaves.
01:21Secondly, reclamation projects will slow down the flow of water.
01:29And the change actually, so far in our model runs, has been for the negative.
01:36Another problem that DPWH Secretary Manuel Bonoan sees in our rivers in the country
01:42is the lack of dredging operations, which results in flooding of rivers due to floods.
01:49Over the years, there has not been any dredging and silting operations
01:57that were carried out in the principal rivers all over the country.
02:02And this is the reason why all of our major rivers are silted and the riverbeds are very shallow.
02:12But some senators say that the program for dredging is being abused.

02:23What happened is actually the old dredging equipment, Your Honor, and we wanted to rehabilitate some of them

03:17The President has also instructed us that in the flood control projects that we are undertaking,
03:23the local flood control program, to integrate already water impounding facilities.
03:31Some Senators have repeatedly pointed out the problem of flooding.
03:35The DPWH Senators have also objected to their master plan.
03:40What I'm saying is actually there has been master plans before that were carried out,
03:45and now I understand and I've seen the record in the Department that is now being updated.
03:50There is an Environment Code, there is a Building Code, there is a Clean Water Act,
03:55there are many things, even the mandamus of the Supreme Court,
03:58that says to align all of those.
