00:10This is what was left by the flood under the Mariablo Bridge in E. Rodriguez Avenue, Quezon City.

00:26When the flood came, the garbage was piled up here.

00:32The garbage would fall towards San Juan and be thrown into the Pasig River.

00:41Garbage became a burden for the people in these rivers.
00:45There are mattresses, motorcycle helmets, refrigerators, styrofoam boxes, wood, plastic, and more.
00:52Banners were raised for the garbage to be placed on the side of the river.
00:56Even though the QCLGU collects garbage every day,
00:59the garbage is still piled up on the side of the road in Barangay Damayang Lagui.

01:54In the existing system against garbage,
01:56every LGU has an ordinance, aside from the existing one,
02:00which is another law, Republic Act 9003,
02:03or better known as Ecological Solid Waste Management Act of 2000.
02:08The correct disposal of garbage is included in its key features.
02:11There are incentives for the right ways, and fines for those who will not clean their garbage.
02:16There are penalties for those who do not comply,
02:22or for those who do not implement or do not observe this policy.
02:29The DILG wants to know if this can be implemented correctly,
02:33or if anyone is caught violating the law.
02:35If this is to be followed,
02:37they will probably need to pass a law to discipline the people.
02:41We will probably need to revisit if this can be implemented correctly,
02:46if these penalties are still valid, or if it is already obsolete.
02:50That is also our law.
02:52The entire government is talking to each other
02:55to learn how to discipline ourselves in disposing of garbage
02:58so that we will not go home in disgrace, especially when it rains heavily.
