00:21According to the Metropolitan Manila Development Authority or MMDA,
00:26more garbage was collected in Baguio-Carina compared to Baguio-Ondoy in 2009.
00:33Sir, talk about garbage. Where did more garbage collect?
00:37Well, almost all flooded areas are left with garbage.
00:43And even in our pumping stations, it's almost full of garbage.
00:48We get truckloads. Sometimes, one barangay has 10-12 truckloads.
00:54The garbage we collect is only from the MMDA side.
01:00There are no regular garbage collectors or LGUs.
01:07One of the reasons for the increase in garbage is the aging of the population.
01:1115 years since Ondoy was flooded.
01:15These garbage is one of the main reasons for the flood.
01:18According to the Department of Public Works and Highways,
01:2170% of the internal drainage in Metro Manila is full of garbage.
01:29They are now fixing it.
01:32The other government agencies are happy about it.
01:34The DPWH also said that the projects were effective in the past years
01:40against flooding in the National Capital Region.
01:43That's why it can be considered a well-spent money for flood control.
01:49I think it helped a lot, actually.
01:52It helped a lot, the initial flood control programs that have been implemented over the years.
01:58We can't say that it was a waste.

02:03What we were saying in Ondoy,
02:07the flood waters stayed in Metro Manila for more than two weeks.
02:12Now, with some of the flood control projects that were implemented over the years,
02:18the engineering interventions and other projects that were implemented,
02:26we can see that the flood waters have receded quite faster than Ondoy.
02:32DPWH Secretary Manuel Bonoan assured that the funds used in infrastructure
02:38to reduce flooding are helpful,
02:40not only in Metro Manila but in other parts of the country.
02:44MMDA Chairman Romando Artes agreed.
02:48We need immediate protection of low-lying areas through flood control projects all over the country.
02:56The river basin program is holistic,
03:00but it may take a little time to implement all the components of the river basin program.
03:06Regarding if the money was wasted, I don't think so.
03:10Because there are areas that used to be flooded,
03:14like Vista Royal in Quezon City and LGB.
03:18In Ondoy, the water almost reached the people there.
03:23But in Baguio-Carina, there is no flood in the subdivisions there.
03:30That is because of the flood control measures and projects
03:35that were implemented by DPWH, particularly in Marikina River and Pasig River.
03:40MMDA denied their budget of almost P800 billion in flood control over the past two years.
03:48So the P787.6 billion is fake news.
03:55In fact, in the history of MMDA, we are already 49 years.
04:02Maybe our total budget in those 49 years is not yet P87 billion.
04:09So it is wrong to spread in the post that the MMDA budget for flood control projects is P787.6 billion in two years.
04:22More than 5,000 flood control projects were completed by DPWH under the leadership of President Marcos.
04:30But the agency admitted that more needs to be done to reduce the flood.
04:36This is part of President Marcos' order to government agencies,
04:40such as ensuring that the public can receive a warning or warning in case of a near flood.
04:46It also includes clear instructions or guidance on where to run.
