00:00Because of the heaps of garbage that piled up in some places after the heavy flooding last week,
00:08the government called on the public to have discipline in throwing garbage.
00:14That's what Benji Durango said.
00:18We're here now at San Juan River in Quezon City.
00:22There's a lot of garbage.
00:25A lot!
00:26This is what was left by the flood under the Mariamlo Bridge on E. Rodriguez Avenue, Quezon City.
00:31This is the part of San Juan River, but it's here in Quezon City.
00:35The garbage that was collected is there.
00:39That's the part of Araneta Avenue.
00:42When the flood came, the garbage was piled up here.
00:46It was trapped under the bridge.
00:48It was falling towards San Juan.
00:50And it was thrown there into the Pasig River.
00:53This is the situation of our rivers after the flood last week.
00:57A lot of garbage.
00:59The people in these rivers became slaves.
01:01There are mattresses, motorcycle helmets, refrigerators, styrofoam boxes, wood, plastic, and more.
01:08The garbage that was collected by the QCLGU is piled up every day.
01:15The garbage is also collected every day on the side of the road in Barangay Damayang Lagui.
01:20Someone is taking my bag.
01:22Someone is collecting garbage here.
01:24But because of the amount of garbage that was piled up, the collection is also messed up.
01:28We are also working. We don't have time to do squat.
01:31This is also the situation in San Juan City, where the garbage is piled up every day.
01:37In District 2 in Caloocan, one of the garbage that was collected was a bed mattress.
01:42A payloader was needed to carry the garbage.
01:46This garbage was collected in 71 pumping stations in NCR.
01:50Even before the flood, the MMDA issued a warning that they will place a trash trap in the rivers
01:56so that the garbage can be trapped and not reach the pumping stations.
02:00The barangay officials will clean it.
02:03But the DILG admitted that this fight against garbage is not over, especially if we ourselves are not disciplined.
02:10In the existing system against garbage, there is an ordinance in every LGU,
02:14aside from the existing one, there is another law.
02:17The Republic Act 9003 or better known as Ecological Solid Waste Management Act of 2000.
02:24Included in its key features is the proper disposal of garbage.
02:27There is an incentive for the right methods and fines for those who cannot arrange their garbage.
02:32There are penalties for those who do not obey or those who do not carry out or do not observe this policy.
02:45The DILG wants to know if this can be carried out properly or if someone is caught violating the law.
02:51If this is to be followed, they need to put a law to discipline the people.
02:57We need to revisit if this can be followed.
03:02If these penalties are still valid or maybe obsolete.
03:07Our law is also like that.
03:09The entire government is talking to each other to learn to discipline themselves in disposing of garbage
03:14so that we do not go home in disgrace, especially when it rains heavily.
03:19Benji Durango for Pambansang TV in Bagong, Philippines.
