00:00The Malaysian Consultative Council of Buddhism, Christianity, Hinduism, Sikhism and Taoism
00:09has criticized a government proposal requiring the surrender of a portion of leasehold land
00:14upon renewal or extension, saying it would negatively impact non-bumiputra land ownership.
00:19The proposal, first mooted by Deputy Prime Minister Ahmad Zahid Hamadi at the Bumiputra
00:24Economic Congress in March, calls for at least 20% of agricultural land exceeding 50 acres
00:29and industrial land over 20 acres to be returned to the government.
00:34The council said the plan is illegal and unconstitutional, citing a 1978 federal court decision in the
00:39case of Sri Limpah, which ruled that land lease renewal applications must be considered
00:43on their merits.
00:45In a statement, it said any reduction of leasehold land size without giving due consideration
00:50on merits may be illegal, adding that the proposal fails to provide such consideration,
00:54making it arbitrary and unlawful.
00:57Zahid had said the returned land would be allocated to a new Bumiputra Land Corporation
01:01to boost Bumiputra land ownership.
01:04However, the interfaith council felt this would affect non-bumiputra landowners, who
01:08would lose significant chunks of their property as well as profits derived from their land.
01:13It said the compulsory taking over of land is unprecedented, adding that the government
01:17should respect the rights of all citizens under the National Land Code.
