00:00We have on the other side of the telephone, Assistant Weather Services Chief Chris Perez. Good morning and welcome to Banitang Hali.
00:08Good morning, Raffy, and good morning to all of our viewers.
00:11Based on your monitoring, how much rain is being poured by Haging Habag at which Baguiong Carina was forced to leave?
00:17Well, actually, Raffy, if we look at our monitoring, here in Metro Manila,
00:22if I'm not mistaken, more than 50% of the normal rain is being received by Metro Manila because of Haging Habagat alone.
00:30That's why the country of Haging Habagat is still there, not only in Metro Manila but also in the provinces,
00:37in the western section of Northern, Central, and Southern Luzon.
00:40We will still release a weather advisory later at 11 o'clock about the updates of Haging Habagat
00:45as well as our latest tropical cyclone bulletin of Baguiong Carina.
00:49How close is this to what Baguiong Ondoy poured?
00:52For those who have not experienced it, or for those who experienced it early in the morning,
00:56their experience is like that. It's like a storm. The rain that fell early in the morning.
01:00This is still far from the level of Ondoy because if I'm not mistaken,
01:04Ondoy reached almost 450 mm in a span of 4 hours only.
01:08That's how much rain we experienced in Baguiong Ondoy compared to the current Habagat that Carina was forced to leave.
01:15But we're not ruling out the possibility.
01:17Whether it reached that level or not, there is still a risk of floods, especially in low-lying areas
01:23and communities near the rivers, as well as landslides in areas near the mountains.
01:30Especially if it's been raining for a few days in those areas,
01:34even if it's light to moderate, moderate to heavy, as long as it's been raining for a few days,
01:38there are possibilities of hazards that we mentioned.
01:41That's right, because it's been raining for a few days.
01:43The images that we can see are of cars that were hit by landslides.
01:46That's what happened in Baguio Ondoy.
01:48Is it still possible for Carina to rise?
01:51We're not ruling out the possibility, Rafi.
01:53But even so, if it continues to rise,
01:56we expect it to continue to move towards the northern boundary of Par.
02:00And it's possible that Wednesday, tonight, until tomorrow morning,
02:04it will continue to come out of the area of responsibility.
02:07However, Carina's movement will continue to affect Habagat.
02:11So we expect that the rains, not only here in Metro Manila,
02:14but also in other areas in the western section of Luzon,
02:18it's still possible for the rains to reach Habagat,
02:21even if we expect it to come out of Par.
02:26Until when will we be able to experience this?
02:29Well, here in Metro Manila, we expect that the rains will still be possible until Friday,
02:35although the frequency, the frequent occurrence will be reduced.
02:40The rains that will come from Habagat will slowly shift
02:44from the southern central zone area towards the central and northern zone area
02:48that will arrive this weekend.
02:50That is if this will continue with the scenario that we expect.
02:53If there will be changes in the forecast of the movement of the typhoon,
02:57as well as the enhanced Habagat,
02:58we will continue to give through the Weather Advisory and Tropical Cyclone Bulletin, Rafi.
03:02For our viewers, please explain what is the difference between yellow,
03:06orange, and red rainfall warning that you are issuing?
03:10This is what it is, Rafi.
03:11We are issuing a color-coded rainfall warning
03:14if there are rainfall events that we think can lead to floods or landslides in a place.
03:21Yellow means that if there are rains that we can monitor,
03:25it is possible for floods to occur.
03:27In other words, if it is yellow, we will create the awareness about the rainfall situation.
03:32The rainfall scenario is already raining.
03:34When it comes to orange, we need to be alert.
03:37The rain is there and the floods are threatening.
03:40When it comes to red, the effect is serious.
03:44The floods are there and we need to take action.
03:46Just to sum it up, when it comes to yellow, we create awareness about the rainfall situation
03:51and the possible flooding.
03:52When it comes to orange, we need to be alert because there are floods that we can monitor
03:57and it will continue to rain.
03:58When it comes to red, we need to take action
04:00because the floods are there and it is threatening.
04:02We need to take action so that there will be a warning.
04:05So the level of urgency is already there when it comes to red.
04:08Yes.
04:09What are the places that should be prepared for possible floods and landslides?
04:14Well, we really need awareness and information.
04:17Even the LGUs and local DRO officials should monitor the surroundings.
04:24We have hazard maps distributed to the LGUs.
04:28Those are the places.
04:37So far, Raffy, in the next 3 to 5 days, this is the only area that we expect to be affected
04:42as well as the enhancements in Bagat.
04:43At least, that's good news.
04:45Again, until Friday, but the intensity will be lesser
04:49even though the floods will continue.
04:51Yes, that's what will happen.
04:52Thank you very much, Chris Perez of Pag-asa.
