00:07President Ferdinand R. Marcos Jr. lost his visa
00:10due to the violation of the Career Executive Service
00:13which is a branch of the graduates of the Master of National Security Administration Program
00:18of the National Defense College of the Philippines.
00:21The new executive order was issued long ago
00:24to make the standards and process of the inclusion of a branch of CES equal.
00:29According to the Constitution,
00:31the appointments in the civil service should be based on merit
