00:00President Ferdinand R. Marcos Jr. made a detailed and shocking statement
00:05in his State of the Nation Address yesterday.
00:07The President once again stood up for the rights of the country in the West Philippine Sea.
00:12He also gave the government's programs and projects
00:15to address the various issues.
00:18Here's Alan Francisco with the details.
00:24President Ferdinand R. Marcos Jr. discussed an important issue
00:29in his Third State of the Nation Address, or SONA.
00:33Two of these were the most noteworthy.
00:36First, his official declaration that Philippine Offshore Gaming Operations, or POGO,
00:40is now banned in the Philippines.
00:43And now, we can hear the loud cry of the people against POGO.
00:52Disguising as legitimate entities,
00:55their operations have ventured into illicit areas furthest from gaming.
00:59Such as financial scamming, money laundering, prostitution, human trafficking, kidnapping,
01:04brutal torture, even murder.
01:07The grave abuse and disrespect to our system of laws must stop.
01:11This disorder must be stopped in our society and in our country.
01:29Effective today, all POGOs are banned.
02:00I hereby instruct PAGCOR to wind down and cease the operations of POGOs by the end of the year.
02:16Gadole, in coordination with our economic managers,
02:25shall use the time between now and then to find new jobs for our countrymen who will be displaced.
02:33President Marcos once again gave his SONA the right of the nation to the West Philippine Sea.
02:39But he asked for it to be resolved through diplomacy.
02:43The West Philippine Sea is not just our own thoughts.
02:48It is ours.
02:50And we will continue to do so as long as the spirit of our beloved country, the Philippines, is alive.
03:12We will strengthen and preserve the conscience and knowledge of the entire nation
03:19and we will ensure that we can pass it on to our children and future generations.
03:26Laws on our maritime zones and archipelagic sea lanes make sure that this intergenerational mandate,
03:33this duty, will firmly take root in the hearts and minds of all our people.
03:39To the entire armed forces, to the Coast Guard, to our fishermen in the West Philippine Sea,
03:46please accept our heartfelt thanks to the entire nation for your hard work and sacrifice.
03:56Meanwhile, President Marcos gave the importance of the construction of dams and farm-to-market roads
04:02so that agricultural production can be strengthened.
04:05This is part of the government's assistance to food security, just like the KADIWA program.
04:12The KADIWA program has served the people of the country in times of high food prices.
04:18Because it has been effective, the KADIWA centers will continue to operate.
04:23The local governments are pleased that we have added KADIWA to various parts of the country.
04:30Above all, our goal is to make the expansion of KADIWA even more permanent and frequent.
04:38The government's program for peace, fight corruption, and bloodless war against illegal drugs is also part of the KADIWA program.
04:45President Marcos also gave the continuation of the Build Better More program,
04:49or infrastructure developments in the country,
04:52programs that will help reduce the weight of traffic.
04:56As of May this year, 12,000 kilometers worth of roads and more than 1,200 bridges
05:04have been built and upgraded across the country.
05:08Of note, we have provided a budget to upgrade 367 bridges
05:16and almost 1,600 kilometers of road along our country's longest thoroughfare,
05:23the Maharlika Highway from Luzon all the way to Mindanao.
05:28Moreover, significant segments of major expressways,
05:32which are part of the Luzon Spine Expressway Network,
05:35have now been opened to the public.
05:37The CLEX, NLEX, SLEX Connector, and the Plaridel Bypass will be fully completed by the end of this year.
05:49Calax and the C5 South Link will be fully operational by next year.
05:55According to the President, in terms of internet connectivity,
05:58thousands of places are benefiting from the Free Wi-Fi program for the education sector.
06:03President Marcos has great confidence in the Department of Education Secretary Sani Angara.
06:08And so, as we build and upgrade schools, so too must we uplift and upskill our teachers
06:15whose competence and trademark Filipino patience, determination, and compassion
06:22will be at the core of our national learning recovery.
06:25We have increased the number of employees who will work for the teachers
06:29so that they will be able to carry out their duties in school.
06:34Now, our teachers will be able to focus on their profession of teaching.
06:40The government's action in improving the economy,
06:44along with providing jobs to Filipinos, is also possible.
06:48Our poverty rate has significantly dropped
06:51to 15.5% down from 18% in 2021.
06:59This present figure is even lower than the pre-pandemic level of 16.7% in 2018.
07:09In comparison, almost two and a half million Filipinos have been uplifted from poverty.
07:19In addition, investments in various parts of the country,
07:23such as the Moro Autonomous Region in Maslim, Mindanao, and Barm,
07:27have also been boosted.
07:28Speaking of energy, President Marcos called on the Congress
07:31to help re-study the EPIRALO, or Electric Power Industry Reform Act.
07:37The President wants to reduce the price of electricity
07:41and ensure that there is supply of electricity in remote and remote areas.
07:46Some of the steps implemented by the government are
07:49First, a better and fairer lifeline rate program
07:55for the poor, especially the beneficiaries of 4Ps.
08:05Second, a temporary suspension of the fit-all tariff on our electric bill.
08:13Third, the anti-bill shock program.
08:17Fourth, the suspension of the wholesale electricity spot market
08:22during the time of the red alert in Luzon and Visayas Grid.
08:27And lastly, refunds and removal of excess fees
08:32to consumers such as franchise fee.
08:36Speaking of prosperity, President Marcos laid out many programs.
08:40But even before that, the UPPGH Cancer Center
08:45is the first PPP to be approved in this administration.
08:49Together with the Philippine Cancer Center of the DOH,
08:52which broke ground last March,
08:54these two specialty hospitals will soon join our nation's fight against cancer.
08:59These centers will be a godsend to the more than 400,000 Filipinos
09:04who are afflicted with this deadly disease.
09:07While these modern hospitals are still in operation,
09:11we will continue to increase the quality of our hospitals and specialty centers.
09:18We have opened more than 20 new Urgent Care and Ambulatory Services
09:25or Bukas Centers in different parts of the country.
09:30For the OFWs, President Marcos also has a message for them.
09:36To our OFWs,
09:38according to the Banko Sentra data,
09:41more than 37 billion dollars were sent to the country by our OFWs last year.
09:56This is a huge help to our developing economy.
10:01We are not only grateful,
10:03but we are also proud of what we are doing for all of our OFWs.
10:13I hope they can see this.
10:15They can feel your sacrifice here in our country.
10:21The development and improvement of the country
10:24is not just for one person,
10:26but for all Filipinos.
10:30That is why President Marcos' call
10:32is to always love the Philippines.
