Transcript
00:00 President Ferdinand R. Marcos Jr. recognized the achievements in improving the quality of basic education in the country
00:08 along with the efforts and continuous action to prepare the students for work.
00:16 The President said this in the presentation of the Basic Education Report 2024.
00:22 Kenneth Paciente has the report.
00:26 In his Basic Education Report this year, Vice President and Education Secretary Sara Duterte
00:33 laid out the achievements and plans for the improvement of education in the country.
00:38 This includes the construction of additional classrooms, one of the challenges in the DepEd.
00:44 She said, more than 3,000 classrooms were built while 6,000 are currently under construction.
00:52 811 classrooms are already under procurement.
00:56 By the end of the first semester of 2024, we hope to complete the construction of at least 4,000 classrooms.
01:06 We have also finished 4,542 classroom repair projects,
01:13 and currently there are 3,428 being repaired and another 5,896 classrooms are to be repaired soon.
01:25 Vice President Sara also reported the launch of the National Learning Camp
01:30 in the Learning Recovery Program of DepEd,
01:32 as well as Catch Up Friday to encourage students to read.
01:37 DepEd also became a focus of digital infrastructure, particularly in providing internet connection to schools in the country.
01:45 305 schools have been given fiber internet connectivity,
01:50 while satellites have been delivered to 2,000 public schools nationwide.
01:57 As we continue to pursue ICT-assisted learning,
02:01 we are also continuously providing e-classroom packages, laptop packages, and digital literacy training
02:09 to improve learning, teaching, and learning outcomes.
02:15 To date, the department has procured 4,067 e-learning card packages,
02:21 337 smart TV packages, 2,366 teaching packages, and 3,161 non-teaching packages.
02:33 But VP Sara pointed out that one of the main and continuous focus of the government is the empowerment of teachers.
02:40 That's why she shared in her report that DepEd is continuing to strive to provide benefits to these teachers,
02:46 such as teaching overload pay, overtime pay, service credit, and additional leave credits,
02:53 which are only available to 30 teachers out of the 15.
02:57 This also includes the removal of their admin tasks that have been neglected by the teachers for a long time.
03:02 In fact, DepEd has just issued a department order that will remove the administrative tasks of the teachers.
03:10 To ensure its effective implementation along with the filling up of 5,000 administrative personnel for 2023
03:19 and another 5,000 administrative personnel for 2024,
03:24 we will also be providing additional MOOE to enable our schools to hire the necessary administrative support staff.
03:33 President Ferdinand R. Marcos Jr. also praised the achievement of DepEd in the leadership of VP Sara.
03:39 He also shared his positive views on the future of education in the country.
03:44 I'm happy to note that this report, the basic education report, is candid, clear, comprehensive,
03:51 and I think you will agree, quite compelling.
03:54 [Applause]
04:01 So certainly, the milestones achieved so far deserve our congratulations.
04:07 Thank you very much, Vice President Inday Sara, your stewardship for the biggest agency with the largest constituency
04:15 and I would say the most difficult mandate.
04:18 The President also praised the achievement of DepEd in the pilot implementation of the revised K-10 curriculum
04:25 and the importance of building a school infrastructure.
04:30 But he also gave the importance of the quality of these structures.
04:34 The times are changing, so we need to change our way of building,
04:41 not only in schools, but also in all infrastructure projects.
04:47 And for this, I would like to mention and thank, make a special mention of the World Bank
04:53 and the ADB for their aid in boosting our schools' resilience to disasters.
04:58 The President also praised the health of the students, so he should be the one to strengthen the school-based feeding program,
05:06 as well as the digitization of education in the country.
05:09 To those who are in doubt, they are worried that there are many classrooms, that the budget might not be able to cover it.
05:17 My standard response to those who clip our wings with their fears is,
05:22 we use the mandate of the people to achieve the grant, not to waste it on the petty.
05:28 We go big or we go home.
05:30 DepEd has also conducted a consultation with stakeholders, regional offices, and parents
05:35 regarding the return of the old school calendar, where the class will open in June.
05:41 DepEd is currently waiting for the results of the consultation.
05:45 Kenneth Paciente, for the nation.
