00:00Hi, I'm digital reporter Amy Seddon bringing you the latest news from across the North West.
00:07A public inquiry into plans to build a new prison in the Trolley countryside has heard that there would be times during its construction
00:14when even more HTVs would be using a narrow rural road to access the site that had previously been fought.
00:20An appeal against Trolley Council's refusal of permission for the proposed jail in Owens Walton
00:26was rejected by a planning inspector for reasons which included concern over the ability of Owens Walton Lane
00:31to cope with such a significant increase in heavy goods traffic.
00:35Although the community secretary Michael Gove subsequently said he would be minded to go against the recommendation of that inspector
00:42and approve the development, he resolved only to do so if he could be assured a range of highway issues could be satisfactorily blessed.
00:50At the ongoing inquiry to determine whether that is the case, Piers Riley-Smith, a Barbister representing Trolley Council,
00:56said the concerns of the inspector Tom Gilbert-Waldridge and Mr Gove were based on projections of a six-week period during construction
01:03where there would be over 100 HTV movements per day.

01:32Despite getting his number, she lost the piece of paper and now is desperate to find him so she can thank him properly.
01:38Make-up artist Leanne put out a message on TikTok appealing for help in finding him but so far has drawn a blank.
