02:30 the economy, the industry will also grow.
02:33 Because the policies of the government are a continuation of the policies that were implemented last year,
02:40 and this will be implemented throughout 2024.
02:44 Yesterday, before the policy was released, friends have asked "what is this policy like?"
02:50 because there are already many people queuing up who are interested in buying electric vehicles.
02:58 But I doubt if there is an incentive, it turns out that it was released,
03:02 Alhamdulillah, we received it well, because this policy will continue to sell well, including the industry.
03:09 But if you look at the potential itself, what is it like if we look at the electric vehicles in Indonesia?
03:15 Moreover, for several years, this incentive has been given quite a lot by the government.
03:23 Is it successful, proven, to increase the interest of the public, which is also seen from productivity
03:30 and maybe the sales figure continues to increase, Pak Koko?
03:33 Yes, it's interesting. So if we look at last year, we actually flashback a little bit in 2022,
03:43 in 2023, and in 2021, it was still a little bit, even if I'm not mistaken, below 1,000.
03:50 Then in 2022, the sales of BEV reached 10,000 units, 10,300.
03:58 Okay.
03:58 Then there is an incentive, and then in 2023, yesterday, we closed with a total sales of BEV around 17,000.
04:08 So there is an increase, and that's what we hope for.
04:12 And this incentive is given to electric vehicles or BEVs that have been assembled or made in Indonesia,
04:21 of course, with the TKDN requirement, a minimum of 40%.
04:25 Yes.
04:25 And that, of course, not only gives incentives to buyers, but also gives incentives to the industry,
04:32 which also means jobs.
04:34 Okay, and as far as this is from the national automotive industry, Pak Koko, if we look at it,
04:38 how do they want, are they interested in continuing to invest in this electric vehicle industry?
04:46 Because I remember earlier, the TKDN must be 40%.
04:49 Have they already made a commitment there?
04:52 Or are you waiting for NC?
04:54 I'm not waiting for NC anymore. Now the new phase is competition.
05:03 Yes.
05:04 What can be done, if you look at it now, the variants have already started to emerge.
05:10 That's right.
05:11 There used to be very few, now there are new variants, new choices.
05:16 Of course, this is an opportunity or an opportunity for the community to choose which one is suitable for them,
05:24 according to their abilities, even though the price problem is still in the process.
05:29 Earlier, Mr. Pras also said, "Wow, this is interesting, I'm also interested."
05:32 That's right, Pak.
05:33 That's the challenge for the industry.
05:37 The choice is already there.
05:38 If in the past the car was relatively small, now there are larger ones, according to the needs.
05:43 Then there is the increase in range and so on.
05:48 Yes, if from the size of the tax cut itself from the PPN, what do you think?
05:52 Is it ideal enough to attract interest for automotive consumers, especially electric vehicles?
06:00 Actually, this is in line with the ability of the country.
06:04 And we also have other priorities that are equally important.
06:10 So if you look at it, the government sees that this is the current ability.
06:14 And that also gives an opportunity and the public also sees this as okay.
06:20 It turns out that there are people who are interested.
06:22 When there is no incentive, there are already people who buy.
06:26 That's the issue itself and it's interesting if it's given an incentive and it turns out that it can grow.
06:33 Yes, related to electric cars that are produced in the country,
06:37 in your opinion, are there more or more of them than CBU, sir?
06:40 If we compare it with the composition of electric vehicles sold in Indonesia.
06:46 This is largely, more are made in the country.
06:49 Even though the government is trying to give a new allowance.
06:55 There is a new policy that gives an opportunity to import CBU.
06:59 True.
06:59 However, CBU is also given an incentive with a note of commitment.
07:05 That after a year or two, they also do assembly or production in Indonesia.
07:12 With of course the requirements of the same TKDN.
07:16 So this is interesting, what is seen by the actors, especially from outside,
07:21 is the market opportunity in Indonesia.
07:23 Indonesia is one of the countries with a good economy
07:28 and then has the opportunity for the automotive industry and will grow.
07:31 This is what so many actors who do not understand this,
07:37 they are interested in other countries.
07:39 Don't forget that Indonesia has a population of 280 million and is very varied.
07:46 And now we really grow, just want to use it,
07:50 to take advantage of the potential that exists or not.
07:53 If not, we are attracted to those who are brave, aggressive and well-measured.
07:59 So how about the level of business competition itself, sir?
08:03 If we look at the automotive sector, especially electric vehicles.
08:07 Especially electric vehicles, the players are starting to come, right?
08:12 New products, new brands and new variants are also starting to appear.
08:17 This is becoming a unique condition.
08:20 And what is interesting is that, as far as it is assembled, made or produced in Indonesia,
08:28 in the end they will also increase the local components.
08:32 And this will of course grow and develop the automotive vehicle industry ecosystem in Indonesia
08:37 or grow and develop a fairly competitive manufacturing sector in Indonesia.
08:43 Okay, so if you look at the overall implementation of the policy,
08:48 this is an incentive for the PPN, is it really effective?
08:52 Finally, it also increases the automotive industry, then the sales volume,
08:56 and finally the community is also shifting there,
09:00 because they are starting to be interested, already trying,
09:03 then they are actually happy with electric vehicles, sir.
09:07 Yes, it's quite interesting, so the community is given a choice.
09:11 There are many challenges.
09:13 On the one hand, it turns out that this is okay, this vehicle,
09:18 but the interest of the Indonesian community is still dominated by those who are interested in buying multipurpose vehicles.
09:27 This has not appeared yet.
09:29 Multipurpose is a seven-seater, for example, and then the range is far.
09:35 Well, this turns out to be an alternative.
09:37 This is what appears if we look at the data from Indow, electric vehicles are increasing.
09:43 At the same time in 2022, hybrid vehicles also have the same volume, around 10,000.
09:52 Even though they are already earlier here.
09:55 It turns out that in 2023, 100% electric vehicles will increase to 17,000 sales.
10:05 While the hybrid has increased to 54,000, five times the previous year.
10:12 This is because the seven-seater is full, then the range is still comfortable.
10:19 That means if you want to go out of town with the available fuel, they can.
10:25 On the other hand, with hybrid, they actually save fuel and also reduce emissions.
10:32 So this is a challenge in itself. This is quite an interesting development in terms of technology.
10:38 And then the community, that is, the community chooses which one they want to choose.
10:46 How far is the contribution from the sale of electric cars to the sale of cars in general in Indonesia?
10:53 We will discuss in the next segment.
10:55 We will be a brief and a reviewer. We will be right back after the next conversation.
10:59 [Music]
11:15 Head of the Center of Industry, Trade and Investment, INDEF, Andri Satriyono Groho,
11:20 says the government's steps to free the tax on the sale of luxury goods or PPNBMs for the import of complete or CBU electric cars and complete or CKDs
11:29 are considered able to improve the electric vehicle ecosystem.
11:33 However, Andri says the government must also focus on the management of nickel for the use of electric batteries in the water,
11:40 which must also be pushed through good policies.
11:43 According to Andri, there is no exclusive policy and regulation for electric vehicles that use batteries and nickel.
11:51 Moreover, electric vehicles are based on LFP.
11:55 Although the sale of electric vehicles in the water has increased,
11:58 this policy will push electric vehicle factories to tend to choose to export to the water rather than build factories in the water.
12:08 It should be remembered that Indonesia also has another focus,
12:14 where we want Indonesia to be able to manage its nickel for the use of batteries.
12:28 So, the management of nickel for the use of batteries must be pushed through good policies.
12:41 But today, we don't see any regulation that gives exclusivity to electric vehicles that use nickel.
12:55 We will present you the data on the Minister of Finance's Regulation No. 8/2024/3,
13:03 on the condition of TKDN, which is the requirement to receive the PPN DTP incentive.
13:09 As you can see on your television screen,
13:12 this is the vehicle based on a four-wheel battery with the lowest TKDN value of 40%,
13:18 then the vehicle based on a bus battery with the lowest TKDN value of 40%,
13:23 then the vehicle based on a bus battery with the lowest TKDN value of 20% to less than 40%.
13:31 These are the criteria for TKDN to be a requirement to receive the PPN DTP incentive.
13:37 Next, the Minister of Finance's Regulation No. 8/2024/4,
13:42 on the size of the PPN DTP incentive,
13:45 the vehicle based on a bus battery with the lowest TKDN value of 40% to less than 40%
13:52 must receive the PPN DTP incentive.
13:57 Next, the trend of wholesale electric vehicles in Indonesia.
14:02 We can see that the trend continues to rise from 2021, 2022, and 2023.
14:08 It is recorded that there are 17,051 units of electric vehicles that have been sold.
14:14 We will continue to discuss this with Mr. Kuku Kumara,
14:18 SecGen, or the General Secretary of Gaikindo.
14:21 Mr. Kuku, we will continue.
14:24 We will talk about some data.
14:26 The information from Indef has said that the government should focus on the infrastructure.
14:33 We know that the requirement is the battery,
14:37 and how to develop the nickel as a solid material from the electric car battery.
14:42 What do you think, Mr. Kuku?
14:44 The policy is about the local TKDN.
14:50 It should be left to the engineers.
14:54 The current trend is nickel.
14:58 So we have a lot of nickel and it should be processed.
15:01 But we should not limit it too quickly to give us a chance.
15:06 In the end, it will be used.
15:08 We don't know. Because the effort to support electric vehicles
15:13 with a longer range of battery and a lower price
15:19 is a technology problem.
15:20 Leave it to the engineers to manage it.
15:24 If we don't limit it yet, maybe it will be cheaper.
15:28 This will also affect the consumers.
15:31 So we have to take care of the condition.
15:34 The important thing is the ecosystem industry as a whole has the freedom
15:39 to use nickel or other materials.
15:44 There are choices.
15:46 If I'm not mistaken, Indonesia has all of those.
15:49 It will be interesting.
15:52 Because it is a long process.
15:55 Whether it's nickel, cobalt, or whatever,
15:59 we should be able to accommodate everything.
16:03 Okay.
16:04 What I was wondering is,
16:06 from the electric car sales contribution
16:08 to the car sales in Indonesia as a whole,
16:11 how is it, Pak Buku?
16:13 It's interesting. There's an increase.
16:16 It was below 700 or 600 in 2021.
16:21 Then in 2022, it's 10,000.
16:26 Then in 2023, it's 17,000.
16:32 If we try to study it in a kind of a kindle,
16:35 there's also a background of the economic condition as a whole.
16:39 The hope is that if Indonesia's economy grows by more than 5%,
16:44 this will also be one of the choices.
16:47 The people have the purchasing power.
16:49 On the other hand, our records show that our GDP has increased.
16:55 It used to be around 4,000, now it's above 5,000.
16:58 5,016 USD.
17:00 This is also one of the conditions that the people have the choice
17:05 and the ability to buy electric cars,
17:08 whether it's electric, conventional, or other.
17:11 Okay.
17:12 If there's a policy from the tax incentive provided by the government,
17:17 what strategy will be done by national automotive producers
17:21 to increase the production and sales of electric cars in Indonesia?
17:26 You said there are many more international brands that have entered Indonesia.
17:32 That means the competition is getting tougher.
17:35 Will this be more beneficial for the Indonesian people?
17:38 Will there be more choices? Will the price go down?
17:41 Or what will it be like in the future?
17:44 It's quite interesting.
17:46 We at KIKIDO also try to increase the trend of positive competition.
17:52 There are choices, the people get the benefits.
17:55 The government also gets the benefits because investors also come here.
18:00 And what we need to emphasize is that the market potential in Indonesia is quite large
18:05 for electric vehicles or conventional vehicles.
18:07 The industry already exists.
18:09 And I was a bit offended about hybrids.
18:12 If we push everything,
18:15 in the end, our industry ecosystem will be more competitive.
18:19 And we have agreements with several countries
18:22 so that our motor vehicle products can be exported there.
18:29 For example, now we are able to produce electric vehicles here.
18:34 It can be exported to Australia because we have an agreement.
18:38 Indonesia, Australia, Japan, Comprehensive Economic Partnership Agreement.
18:43 This means the potential to export.
18:45 Some actors have decided to use Indonesia as a production site,
18:49 for example, right-hand drive vehicles.
18:52 This is the potential for us to grow and develop.
18:56 The domestic market is quite strong.
18:58 The domestic market for four-wheel drive or four-wheel drive cars in Indonesia is the largest in ASEAN.
19:04 So, the actors should also take advantage of it.
19:07 The domestic market is high.
19:09 We make it a production base for domestic and export.
19:13 This is what we should convey to the industry actors.
19:17 This is the condition of Indonesia.
19:19 With a population of 280 million, the potential is really big.
19:23 Okay, if the potential is really big,
19:25 how about the distribution, the balance of the distribution of electric vehicles and their sales in Indonesia?
19:32 Yes, indeed,
19:34 in the end, it started from Java again.
19:38 But it's also quite interesting.
19:40 20 years ago, 80% of car sales were in Java.
19:45 This time, we see that it has dropped.
19:48 Only 60%.
19:50 Some are worried, "Why did we drop?"
19:52 Why?
19:53 Because other regions are also starting to grow.
19:55 Why?
19:56 Because the infrastructure is also starting to spread more evenly.
20:01 In the past, the automotive industry grew.
20:04 The production was 5% a year or 6% a year.
20:07 The road growth was only 0.01%.
20:11 So if we increase the production of cars,
20:14 some will complain, "The roads are already congested, why do you keep making cars?"
20:17 Now it's starting to spread, and cars are needed for economic growth,
20:21 for logistics, and so on.
20:23 And with the existence of infrastructure that is much more spread throughout the country,
20:28 economic growth is also spreading,
20:30 car sales growth will also be more even throughout Indonesia.
20:36 Okay, so what about the sales target?
20:39 The trend from 2021, 2022, and 2023 was very significant.
20:45 What do you think about 2024?
20:47 Do you think the last two years that have been amazing
20:50 can be a strong policy for us to look at in 2024?
20:54 Again, I said earlier that it's not just the industry,
20:58 but there are still many prerequisites for the growth of automotive vehicle sales.
21:03 So if we talk about electric cars,
21:05 first, the economy must also grow, both electric and ordinary.
21:10 Then, the financing.
21:14 This should also be quite competitive.
21:16 We once talked about a 0% down payment, and so on.
21:19 The conditions for the equipment are also getting easier.
21:22 If that can be obtained, then sales will still grow.
21:26 What we hope is that the variants will also increase,
21:30 if we talk about electricity.
21:32 Then, the difficult thing to guess is the anxiety of the community.
21:37 I was surprised earlier,
21:39 electric vehicles are growing, but on the other hand, hybrid.
21:42 Because the community is still in a difficult situation.
21:45 What if I go out of town?
21:48 That will also be answered by the more mature technology of electric vehicles.
21:55 Okay, and besides talking about tax incentives,
21:58 what do you hope from the automotive industry to encourage
22:03 the development of our electric vehicles?
22:06 Because there are many positive impacts that can be produced.
22:09 If there was a subsequent industry,
22:11 then the main thing is the environmental problem,
22:14 which is also one of the solutions.
22:17 Yes, that's right. So the consistency of this policy,
22:21 if this is a step, the policy is currently,
22:27 for example, the incentive is valid until the end of 2024.
22:32 What is the future like?
22:33 If the growth is positive and the economic growth is good,
22:37 we hope what Mr. Rahmat Gahim said,
22:41 50,000 can be achieved.
22:43 And again, what is achieved is all domestic production.
22:48 This is also interdependency.
22:53 That means if the sales grow, the industry grows,
22:56 the job market also grows.
22:58 So everyone gets a share.
23:00 Okay, lastly, how optimistic are you
23:03 for the development of the national automotive industry as a whole in Indonesia in the future?
23:09 We are optimistic.
23:12 We hope that the growth will remain as we hoped.
23:17 Earlier, the sales of electric vehicles increased,
23:20 but overall the automotive industry also grew.
23:23 We will exit the 1 million barrier and so on.
23:29 Okay, that's what he hopes.
23:31 Indeed, it can exceed 1 million more for wholesale sales
23:35 for motorized vehicles in Indonesia.
23:37 Of course, the contribution is electric vehicles there.
23:40 Okay, Pak Kuku, thank you very much for your time and sharing
23:43 that you have conveyed to the audience today.
23:45 Congratulations on continuing your activities.
23:47 Stay healthy, Pak Kuku.
23:48 Stay healthy. Thank you. Good afternoon.
23:51 Good afternoon.
