00:57 Because in truth, before we have the K-12 program,
01:01 our SUCs and LUCs, if they have a charter that states that they can have lab high schools,

01:12 But we also know, for the right context, when the K-12 law was passed in 2013,

01:23 In 2015, the DepEd saw that their classrooms were not enough.

03:41 and jeopardize the right to education of students who might be displaced because of this.

03:50 The truth is, what was lost, what can be abrogated,
03:56 is the agreement between SHED and DepEd in 2015,
04:00 that the SUCs and LUCs will automatically pay for the students
04:05 who cannot enter our DepEd schools and DepEd will give a voucher.
04:11 That is what will be lost.
04:14 But the SUCs and LUCs that have a charter that allows them to continue the lab high schools,
04:23 the lab high schools will continue there but the voucher system will be lost.
04:28 Second, again, we are talking about 17,800 students.
04:36 This is not just in one place, this is in the whole Philippines.
04:42 That is why we are saying that DepEd and SHED should do school mapping now
04:48 because there might be places where DepEd schools cannot absorb students.
04:57 And if not there, there might be a private school nearby that can enter there
05:04 and receive the voucher that will come from the Department of Education.
05:08 Okay. So if they are enrolled in a SUC but they will transfer to a private school,
05:17 how will the tuition be? Our students will not be burdened.
05:22 Well, the voucher system that is being given now in the SUCs and LUCs,
05:27 that is what DepEd will offer to the private school.
05:31 More or less, it is not like that. In reality, even now, the voucher system is not enough.
05:39 The maximum amount is about 22,000 per year.
05:44 So we know that for an academic institution, that is small.
05:48 So in reality, it is like a top-up.
05:50 But to directly answer your question, the voucher that was given in the SUC,
05:56 when it transfers to a private school from that SUC and the private school accepts the voucher system,
06:04 that is where DepEd will give the voucher system.

06:13 who might be affected and lose their jobs due to discontinuation?
06:17 What can be done to help them?
06:22 Yes, first of all, we should look at how many will be affected.
06:27 Because in reality, when the full implementation of K-12 was introduced,
