Contractor negligence has been identified as the main cause of the Dec 12 crane collapse next to the Rawang Keretapi Tanah Melayu Berhad (KTMB) station, says Anthony Loke.

The Transport Minister told a press conference at the ministry on Thursday (Jan 4) that the crane was being used in the construction of a multi-level carpark project.

Loke said the ministry took a serious view of the incident and urged all contractors who handle such projects not to take safety measures lightly.

00:00 On 12 December 2023, a crane used to build a high-level
00:09 railway project collapsed on the railway track between Rawang and Kuang at 5.53pm.
00:18 The Department of Occupational Safety and Health (DOSH) issued a notice of emergency notification
00:26 to the contractor, SLPMA 35086.
00:34 As the incident occurred, KTMB has opened the operation room to coordinate
00:41 the crane management order to assist the affected passengers by providing an intermediate bus.
00:47 On 14 December, the repair work was completed by KTMB and the train service was operational again.
00:53 On 1 June 2023, KTMB gave the order to the contractor to conduct a crane maintenance load test
01:00 and power cap construction next to the KTMB operation building.
01:04 On 16 August 2023, a notice of suspension of work from KTMB to JKR was issued
01:09 in connection with the construction work using heavy machinery without permission in the KTMB operation area.
01:15 On 29 November 2023, two notice of improvement were issued by DOSH to the contractor.
01:23 One, they failed to provide a lifting plan.
01:25 The second, they failed to ensure that the structure was installed was not bent and not rusty.
01:31 On 12 December 2023, the boom crawler crane 80 tonnes broke and fell to the platform at 5.53pm.
01:41 No train passed through the platform at the time of the incident.
01:45 Because of this failure, there were many difficulties faced by KTMB
01:49 as it used a train operation involving more than 20,000 passengers, ETS and computers.
01:55 The loss budget faced by KTMB alone is 2.4 million from this incident.
02:03 I have asked the APAD, the Agency for Land Transport, to see what actions can be taken
02:10 against the company.
02:12 For your information, APAD is completing the investigation paper
02:15 and actions will be taken under Section 128(1)(a) Article 715,
02:22 which is to deliberately or deliberately damage any train, train premises or any property owned by a train operator.
02:31 The responsible parties are to blame for the damage to the KTMB train platform.
02:37 But the penalty is not more than RM5,000 or 3 years in prison or both.
02:43 So, APAD will prepare the investigation paper and will submit it to the State Attorney for the investigation.
02:54 There are some mistakes that can be taken under Article 715, which is in Section 4.

03:19 The Central Ketabuatel is evaluating the damage and the compensation that needs to be paid by this contractor
03:29 which will cause us to do reparations and damage and also damage to the KTMB.
