00:00 In Argentina, after Javier Milla's victory in Sunday's runoff, the transition process
00:12 begins to take shape.
00:17 In Venezuela, the National Electoral Council ratified the success for the simulation for
00:21 the referendum in defense of the executive.
00:26 In Palestine, after 45 days of Israel's invasion of Gaza, occupation forces continue to target
00:31 civilian infrastructures, killing hundreds of Palestinians.
00:41 Hello and welcome to From the South.
00:43 I'm Ana R. Sabal from the Telso studios in Havana, Cuba.
00:46 We begin with the news.
00:47 In Argentina, after Sunday's victory of the candidate to the extreme right, Javier Millay,
01:02 on the party Liberty Advances, the mechanisms for a transition in office are beginning to
01:07 take shape.
01:08 In the first speech after the elections, Millay announced the process of reconstruction, in
01:13 which there will be no room for long-term measures or half-measures.
01:17 This morning, he reiterated to the press his intentions to close the central bank and his
01:21 plan to make the currency the one chosen by individuals.
01:26 Another important aspect, at F1 he will fulfill the plans to eliminate subsidies for private
01:30 companies such as Argentina's airlines, Argentina's yacimientos petrolíferos fiscales, and destroy
01:37 the southern common markets, distance himself from Brazil and China, and leave international
01:41 trade in private hands.
01:43 It also remains to be defined how the relationship within the National Monetary Fund will be.
01:48 Take into account that former Mauricio Macri, known as one of its most important partners,
01:53 has contracted the largest debt in history with that organization.
02:02 On Sunday, and after a smooth election day, Javier Millay, the candidate of Liberty Advances,
02:07 was elected as the new president of the country.
02:13 The elections began at 8 a.m. and ended at 6 p.m. with a voter margin of more than 60
02:19 percent of the Argentine population.
02:26 After a long day, the report issued by the National Electoral Chamber announced that
02:31 the candidate of Liberty Advances, Javier Millay, won the ballot with 55.69 percent
02:38 of the votes over the candidate of Union for the Homeland, Sergio Maza, who obtained 44.30
02:44 percent with 98.28 percent of the votes counted.
02:51 After the results were known, Javier Millay addressed the Argentine people.
02:55 "Today we return to the past that made this country great.
03:00 Today we embrace the ideas of freedom, the ideas of averti, in short, the ideas of our
03:15 founding fathers who made us 35 years from being a country of barbarians to become the
03:20 first world power."
03:23 Minutes before, the now former presidential candidate, Sergio Maza, acknowledged his rival's
03:29 victory while thanking those who entrusted him with their vote.
03:34 "I want to thank all those who, in this discussion of two proposals for a country that were at
03:42 stake, not only from unions, from social organizations, from civil society organizations, but also
03:53 from that moving micro-militancy in the way in the house-to-house meeting.
04:03 Try to tell every Argentine man and woman what was and what is the project of the country
04:09 that we represent."
04:14 Argentinians are now expecting the Millay government, which will take over next December
04:19 10th, to take over its platform promising measures as controversial as dollarization,
04:25 the elimination of the central bank, the privatization of education and the free coverage in our
04:33 farms.
04:34 On the other hand, the National Literary Council of Venezuela ratified the success of the simulation
04:42 for the referendum in the defense of the Esequibo, with the participation of Fribol with respect
04:46 to other tests.
04:47 During the press conference, the president of the National Literary Council, Elvis Amoroso,
04:52 congratulated the civilian participation of the Venezuelan people in the electoral simulation
04:57 prior to a consultative referendum on December 3rd.
05:00 In his speech, Amoroso informed the electoral schedule for the consultation in defense of
05:05 the Esequibo territory and thanked public authorities and political institutions for
05:09 their support to the referendum.
05:11 The official assured that during the drill, all the technical, logistic and operative
05:15 protocols established for the exercise were complied with, and the effectiveness of the
05:20 process was verified as well as the high participation.
05:30 The most important was the high level of participation of the voters, which resulted in the Venezuelan
05:35 people standing in line until late at night looking to participate in this simulation
05:39 and become familiar with this process that is in full development.
05:45 The voting by polling station tripled, a fact that reaffirms the record of participation
05:51 in an electoral simulation.
05:55 The president of the Venezuelan National Literary Council, Elvis Amoroso, thanked the people
05:59 of Venezuela for their support and called for a massive participation in the December
06:04 3rd referendum.
06:07 Once again we thank the people of Venezuela and all the presidents of the public powers
06:11 for all the support they have been giving to the National Electoral Council, to the
06:15 electoral powers as one of the five powers of the homeland.
06:19 But we continue to insist that the most important thing is this electoral process is you, Venezuelan
06:25 citizens who are participating massively in this program.
06:30 And we are sure that the next December 3rd you will come massively to express your absolute
06:34 will.
06:35 Thank you very much to all of you.

07:20 Welcome back.
07:21 In Palestine, after 45 days since the beginning of Israel's invasion of Gaza, occupational
07:27 forces continue to carry out military incursions in the region, killing hundreds of Palestinians.
07:33 Local sources reported that the remodeled Israeli fighter jets launched a series of
07:38 attacks on the north-west of Camp Juhanistan in southern Gaza, killing dozens of citizens,
07:43 most of them women and children.
07:45 In another attack in northern Gaza, the occupational artillery shelled the Kay White School near
07:50 the Inan al-Shal hospital, which was operated as a shelter for several displaced Palestinians.
07:55 The number of wounded and killed, and the amount of damage caused by the shelling of
07:59 the school is currently unknown due to the disruption of communications in the northern
08:04 Gaza Strip, as well as the impossibility of operating ambulances to assess the site due
08:09 to the siege.
08:10 The Palestinian health minister reported that Israel's military vehicles opened fire in
08:20 the international hospital north of Gaza.
08:23 Health minister's spokesman, Sharaf al-Khoura, reported that in addition to tanks, occupational
08:28 forces deployed several snipers on the rooftops of buildings near the hospital to prevent
08:33 ambulances from entering and leaving.
08:35 They got a strong attack to the lives of 15 people, mostly women and children.
08:40 The spokesman said that the international hospital housed thousands of displaced people
08:45 and about 700 medical staff, and it is feared that a similar situation to the one occurred
08:50 at the Al-Shifa Medical Complex will be repeated.
08:54 On Monday, local media announced that 31 premature babies arrived in Egypt through the Rafah border
09:06 crossing after being transferred from the hospital of the Gaza Strip.
09:10 The Palestinian Red Crescent confirmed the evacuation and moving of the babies reported
09:15 as patients in critical condition who were in Al-Shifa hospital, adding that it took place
09:20 in coordination with the World Health Organization and the United Nations Office for the Coordination
09:25 of Humanitarian Affairs.
09:26 On the other hand, according to Ahmed Zaghout, director of the Gaza Hospital's Rest, there
09:32 are more than 250 patients with severely infected wounds and other urgent diseases remaining
09:38 on Al-Shifa, and a health institution pointed out that it is unable to provide most of the
09:43 treatments after running out of water, medical supplies, and fuel for emergency generators
09:47 due to a power outage throughout the territory.
09:50 The head of the Neonatal Intensive Care of Emirati Eye Hospital, Dr. Mohamed Salama,
09:59 talks about the conditions of patients coming from Al-Shifa Hospital in Gaza.
10:04 I am Dr. Mohamed Salama, head of Neonatal Intensive Care at Emirati Eye Hospital.
10:11 Today we have received 31 cases coming from the Shifa Hospital from the infant section.
10:17 The cases of the patients are between stable, medium, and critical.
10:22 We have attended all the cases immediately because they were suffering from hypothermia
10:27 and great dehydration.
10:28 The critical cases were attended in emergency and we managed to stabilize them.
10:34 God willing, this will be a transitory stage since their transfer from the hospital to
10:39 Shifa to the Arab Republic of Egypt.
10:41 It is impossible to transfer all the patients at once or in one trip.
10:46 There must be a previous station here so that tomorrow they will be able to arrive to Egypt.
10:51 We have been notified of the arrival of 31 children, but the total number of children
10:57 in the Shifa Hospital was 36, of which 5 were martyred before arriving here.
11:02 We now make contact in the Gaza Strip with colleague Noah Harazin, who has prepared another
11:08 report on the situation faced by the Palestinians in that enclave.
11:12 It has been almost six weeks since Israel started its offensive on Gaza.
11:18 Right now I am inside the Shuhada al-Aqsa Hospital, this hospital that became as a home
11:24 for thousands of Palestinians.
11:26 They used to reside in these tents, like the one behind me.
11:30 However, as winter is approaching and as it is raining here in Gaza, we saw tents blown
11:37 away by the wind, or at least damaged.
11:41 Now these people are literally displaced.
11:44 They don't have anywhere to go and they have to stay between the corridors of the hospital.
11:50 We are talking about the no access of water, no access of food, no access even for the
11:57 basics like the milk, the medicine, the women's sanitary beds, the diapers.
12:03 And that's why over the past weeks the Palestinian Health Ministry here in Gaza threatened and
12:09 would have a pandemic to spread in Gaza.
12:13 However, this is the only thing that the people can do, is to be patient and be steadfast,
12:20 because apparently this war is going to take more time.
12:23 Noah Harazin, Telesour, Gaza.
12:27 In China, Foreign Minister Wang Yi met this Monday in Beijing with his Palestinian counterpart
12:33 Jihad al-Maliki, and with the Foreign Minister of Saudi Arabia, Egypt, Indonesia and Jordan.
12:38 The Chinese minister reaffirmed the Asian giant's position on the conflict in the Gaza Strip,
12:43 and said that China will always stand on the side of the just cause of the legitimate rights
12:48 of human beings.
12:49 Wang also urged the international community to take effective measures so that the war
12:54 in Gaza does not continue.
12:56 In this part, the Palestinian Foreign Minister Jihad al-Maliki thanked his Chinese counterpart
13:01 and on behalf of the Arab country for the search of a peaceful solution to the ongoing conflict.

13:28 Welcome back.
13:46 Spanish Prime Minister Pedro Sánchez presented the new government Monday, keeping most of
13:51 the incoming ministers in their posts.
13:54 Sánchez said his administration will have a strong feminist accent with four female
13:58 vice presidents and more female ministers than male ministers.
14:01 Spanish Socialist leader Pedro Sánchez was sworn in on Friday as the prime minister for
14:05 another term after coming second in the general elections but managed to stay in power thanks
14:11 to the agreement reached with several al-Ainu parties.
14:13 In this sense, Sánchez assured that he will prioritize dialogue and negotiation in search
14:18 of social and territorial cohesion in Spain.
14:22 The new government will have a strong feminist accent with four women vice presidents and
14:29 more women ministers than men.
14:31 It will also be a continuity government in the economic department and also in the ministries
14:36 of state.
14:37 It will prioritize social policies and more specifically housing and policies dedicated
14:42 to young people.
14:43 This is a government of women and men to bring stability to the country over the next four
14:48 years, a team with a high political profile, for a legislature with a high political profile,
14:55 people capable of leading but also of reaching agreement and Spain in them, public.
15:01 On Monday, the government of Spain will declare a state of emergency in the capital of Harare
15:06 due to the cholera outbreak which so far has left dozens of people dead and more than 7,000
15:12 suspected cases.
15:13 The director of the municipal health service, Prosper Shonsi, said that as of today, there
15:19 are 122 confirmed cases and 13 deaths in Harare.
15:23 The authorities, as a preventive measure, have banned vendors from operating the commercial
15:27 districts of the main cities in response to the outbreak of the disease.
15:31 Since the worsening of the virus was reported in February, Zimbabwe has recorded more than
15:36 7,000 suspected cases of cholera and almost 150 deaths, of which 51 have been confirmed
15:42 by laboratory tests.
15:44 There are a lot of things that are going to take place.
15:51 We want to make sure that all the garbage is collected.
15:54 We want to make sure that all these illegal street vendors are removed.
16:00 We have warned them and we are also giving this task to the city.
16:04 If they don't take action, the government is coming in to remove illegal vendors.
16:09 We have also asked the town council to go and clear all those illegal fields which are
16:18 being irrigated using raw sewage.
16:21 There are vegetables which are being sold.
16:25 We don't know where, but we understand some of them are going to Mbare, Msikam.
16:30 Lettuce, rugare, cucumbers, and mbora, all these are being irrigated using sewage water.
16:38 So, yes, we have to take it as an emergency to make sure that things are sorted out.
16:44 As residents, we are very angry with the city of Harare.
16:47 By the way, they are doing it.
16:49 We also blame the city health department.
16:51 They are not giving people the information they should know about cholera and typhoid.
16:55 Even those real cases, people don't have the information.
16:59 Some don't even know the signs and symptoms of cholera, signs and symptoms of typhoid.
17:05 So, people are just falling sick in their houses.
17:08 Unmounded and shot, opposition leader Sucet Masra urged his followers to national reconciliation.
17:16 The leader of the Chadian Transformers Party urged his followers to reach out to the government
17:21 of interim president Mahamad Daby and also called for Nazi's revenge.
17:25 Masra had just returned from exile under an agreement reached with the military authorities
17:30 after several months following the repression of street protests against the postponement of the general election.
17:36 Masra said that he has returned with the same determination to fight to make justice and equality a reality in Chad.
17:42 The opposition protests against the postponement of the election left, according to official data, half a hundred dead,
17:49 although opposition sources assured that the number of dead due to the government's pressure exceeded 300.
17:58 I want you to know that we went out for justice and equality, to carry your voice,
18:04 and we have returned today with the same conviction and the same determination to fight to make justice and equality a reality in this country of ours.
18:12 As of today, our doors are open, our hearts are open, and I would like you to open yours as well,
18:20 to continue the dialogue so that this transition, which took off in April 2021 and which went through a period of extreme turbulence in 2022,
18:30 particularly on October 20, can land in 2024 at the airport of democracy,
18:37 where, for the first time, Chadians will choose their leader in an exclusive and free manner.

18:57 Dominican Republic authorities confirmed death toll rose to 21 after heavy torrential rains.
19:03 The weather event forced the evacuation of more than 13,000 people from their homes,
19:08 and the National Emergency and Emergency Data report that it affected more than 2,000 homes and left 45 communities cut off from communication.
19:17 Among the most notable damages are problems in 25 circuits of the electricity distribution company
19:22 and 110 aqueducts of the National Drinking Water and Sewerage Institute were out of service.
19:28 Emergency services are still working in the areas of fear of demeanorbitisms.
19:33 They describe it as the event with the highest rainfall ever recorded in the country, with values of 131 millimeters in some areas.
19:41 In its context, authorities declared three days of national mourning following the daily floodings.
19:50 The national mourning will be in effect from Monday to Wednesday, November 22.
19:55 During these three days, the national flag will fly to the half-mast and military installations
19:59 and the poly building throughout the Dominican Republic.
20:02 On the other hand, it was reported that 30 out of 32 provinces are seeing an alert,
20:07 and 14 of them in red, 12 in yellow and 4 in green, due to the heavy rainfall,
20:11 which also triggered cuts in basic services such as electricity and drinking water in some regions.
