00:00 Live from the GMA Network Center, this is 24 Horas.
00:06 Good evening, Luzon Visayas and Mindanao.
00:12 Unlike what we see in Cebu,
00:17 his mother, Jemboy Baltazar, has not been able to hug him.
00:21 On his return from Qatar,
00:24 he is the one who repeatedly asks for justice for the son who was just kidnapped by the police
00:30 because of his wrongful accusation.
00:32 From the voters of Tutu Clive, this is Jonathan Andal.
00:36 Jonathan?
00:37 Mel, we are now preparing for a mass for Jemboy.
00:43 Earlier, government officials came here as congressmen
00:47 to give their condolences and help to the family.
00:50 This is the first night that the Baltazar family is complete
00:54 because earlier this morning, they were able to return from Qatar with their family's light.
00:59 This is not what the OFW, Rodalisa, thought of
01:09 when she met her son, Jemboy, who was killed by the police voters because of her wrongful accusation.
01:15 Jemboy, I'm so sorry.
01:19 I'm so sorry, Jemboy.
01:26 I'm so sorry.
01:31 Don't cry.
01:34 Jemboy, I'm so sorry.
01:38 Jemboy.
01:43 Jemboy.
01:45 Now that the mother is home, she is fulfilling her promise to her son.
01:55 I'm so sorry, Jemboy.
01:58 I'm so sorry.
02:01 I love you, mama.
02:10 For two years of being a domestic helper in Qatar,
02:13 she always thinks of her children.
02:15 This August, when Jemboy died, she was planning to send money for this.
02:20 I don't know, the money that I was going to send for his birthday,
02:26 it was for his death.
02:28 She did not forget the anger of the police that killed her son.
02:32 Especially, the police arrested her for three hours before Jemboy was taken from the river
02:39 where she was left by the police after being shot.
02:43 What do they think of my son?
02:45 They just let him die in the river where they shot him.
02:49 They didn't even ask his name.
02:51 They just took his face.
02:53 They didn't see his face.
02:55 They didn't know what he looked like when they arrested him.
02:58 I hope they will be sorry for what they did to my son.
03:01 Why did they do that to my son?
03:03 They gave him a chance.
03:05 OWA Administrator Arnel Ignacio, who was a financial aid worker,
03:09 also visited the government office in Burul.
03:11 He also helped her when she was in need in Qatar.
03:14 OWA and Department of Migrant Workers also gave her 100,000 pesos in cash.
03:19 Aside from the help for her livelihood,
03:21 she also gave her scholarship and a scholarship for her other children.
03:24 The government also answered her request to send her home.
03:26 They also resolved her case in Qatar,
03:29 which is called "absconding" or escaping from the employer
03:32 because of the overwork and the high number of workers
03:35 who are being served, which is clearly stated in the original contract.
03:38 After she was imprisoned, someone helped her.
03:41 They helped her and she was released.
03:44 She was hiding while looking for a job.
03:48 She was documented.
03:50 We helped her in the case.
03:52 She was given a visa, as Administrator Arnel said.
03:56 We arranged her return legally.
03:59 [Police radio chatter]
04:03 Mel, Rodaliza said that tomorrow,
04:05 they will go to the police station to arrest the six police officers
04:08 who were involved in the murder of her daughter.
04:10 She will arrest them and she will pursue their consents.
04:16 Mel.
04:17 Thank you very much, Jonathan Andal.
04:20 [Applause]
04:21 The family of Jemboy is asking for justice.
04:24 The PNP chief assured that he will show the family
04:28 the video of the police involved in the case while in prison.
04:33 Jun Veneracion was there.
04:35 The personal visit of PNP chief Benjamin Acorda Jr.
04:42 was attended by Jemboy Baltazar,
04:44 who was found dead in a police operation in Navotas
04:47 after the wrongful arrest of the suspect.
04:50 Acorda promised the family that they will use justice.
04:54 To give assurance to the member of the family
04:58 that you will not be hidden in the middle of a complicated investigation.
05:04 Earlier this afternoon, Jemboy's family went to the office
05:07 of NCR Police Office Chief Jose Nartates Jr.
05:10 through a video call.
05:12 The family was shown that the six police officers involved in the shooting
05:16 were really in prison so that the suspect with special treatment
05:19 would be released.
05:21 However, the names of the six police officers were not released to the media.
05:25 When I saw them being beaten, I felt sorry for them.
05:29 But I don't know how I will forget my grandchild.
05:36 I will never see them again.
05:40 While they are still alive.
05:43 I told them that the police were wrong.
05:48 That's why when we had it investigated,
05:52 we filed the case immediately.
05:56 What I assure them is that there is no cover up.
05:59 Following the shooting of Jemboy,
06:01 the Northern Police District is asking the police
06:05 assigned to Navotas City Police Substation 4
06:08 to be under the Retraining and Refresher Course.
06:11 Because of the controversial incidents that the police are involved in,
06:15 Interior and Local Government Secretary Benjur Abalos
06:19 is in the leadership of the PNP
06:21 to study what can be changed in the police operational procedures.
06:26 Others are interpreting that there is a breakdown of discipline.
06:30 But to my appreciation, it's been a year since the last time we did it.
06:33 But the overall performance of the police force,
06:35 the system and the command chain is intact.
06:40 The Justice Secretary also wants to know if the police protocol was followed.
06:44 If there is an operation, the body cam is really mandatory.
06:48 But many are not following it.
06:50 This is what the Supreme Court sees as a problem
06:53 when it comes to our police enforcement.
06:56 The Commission on Human Rights is also conducting its own investigation
07:00 on the incident and is calling on the PNP
07:03 to defend their motto of "To Serve and Protect".
07:07 For GMA Integrated News, Jun Veneracion, Nakatutok, 24 Hours.
07:12 Two pesos for each additional ticket
07:15 was charged by several transport groups in a letter to the LJFRB.
07:18 But the action was denied due to technical reasons.
07:23 Mariz Umali, Nakatutok.
07:25 Azala, an incoming freshman, is only driving a jeep
07:34 to and from school to save money.
07:37 So it's not good news for her if the additional ticket is charged.
07:42 The prices are rising.
07:44 I know the struggle of my parents.
07:48 Earlier, several transport groups went to the LJFRB and gave a letter
07:52 to request for two pesos extra for the first four kilometers of the trip.
07:57 Now, it's only 12 pesos.
07:59 The increase in the diesel price did not stop.
08:03 It's increasing.
08:05 Everyone knows that.
08:07 This is a big deal for us.
08:10 It's not easy to request for an increase in diesel prices
08:13 because we know that the victims are the passengers.
08:18 But we have no choice but to request.
08:23 But the LJFRB said that the letter should not be written,
08:25 but a verified petition should be filed.
08:27 Maybe the letter will be delivered by the board because it's a letter.
08:30 Maybe they will talk about it, but not on an official hearing
08:34 because it's not a formal petition.
08:36 Maybe the board will just talk about the content of the letter,
08:40 but not on the premise that it will be delivered
08:43 for the merits of the increase in fare.
08:47 But the transport groups said that they no longer need to file a verified petition
08:52 because there is already a Memorandum Circular 2019-035.
08:57 This Memorandum Circular is an automatic fare adjustment formula
09:03 that if the fuel prices increase, we should also increase.
09:09 But the LJFRB said that a verified petition from the transport groups is still needed
09:13 if they have fulfilled their request.
09:16 Maybe we will just do it so that there will be no discussion.
09:22 Maybe we will file it on Monday because we need a solution to the problem of diesel.
09:28 Some chauffeurs are content with a minimum fare of P12 per jeep.
09:32 There is no time to ask for an additional fare.
09:36 Because if we increase the fare, more people will suffer.
09:39 Some passengers are concerned if the fare will increase.
09:43 The P2 is heavy for us students, but they also need it
09:51 because the price of fuel and gas is also increasing.
09:55 For GMA Integrated News, Maris Umali, for Tutok 24/7.
10:00 [music]
10:10 Good evening, Kapuso!
10:12 Good news because the low-pressure area that is being monitored by Pag-asa in the Philippine Area of Responsibility is gone.
10:19 Pag-asa said that the weather system that will affect the country is just Southwest Monsoon or Hanging Habagat.
10:26 But we should not be complacent and always bring an umbrella.
10:31 Based on the rainfall map of Metro Weather, it is possible that it will rain in some places, especially in the afternoon and evening.
10:38 This is possible in Cagayan, Cordillera, and Mimaropa.
10:42 There is a light to moderate rain in Bicol Region.
10:45 On Sunday afternoon, it will rain in Central Luzon, Mimaropa, and Bicol Region.
10:51 But this may decrease when night comes.
10:55 In Metro Manila, the chance of rain tomorrow is low but we should still prepare for localized thunderstorms.
11:02 When Sunday comes, the chance of rain in the eastern part will be high, especially in the afternoon.
11:08 For Visayas, it will rain in Samar Provinces and in some parts of Panay and Negros Provinces by tomorrow morning.
11:17 From afternoon to night, almost all of Visayas will experience a scattered rain.
11:22 It will continue until Sunday, so it is possible that it will rain heavily in western Visayas.
11:30 In Mindanao, the chance of rain in some parts will be low, especially in Sulu Archipelago and Zamboanga Peninsula.
11:39 There will be heavy to intense rain in almost all of Mindanao in the afternoon, but it will stop when night comes.
11:46 On Sunday, it will rain heavily in Mindanao and in the afternoon, so be prepared for a flood or landslide.
11:55 And that is the latest in the "Lagay ng Panahon".
11:58 I am Maureen Shrivers for GMA Integrated News Weather Center.
12:02 We are your hosts, anytime, anytime.
12:05 [music]
12:16 Thank you very much, Mel, and exciting night, Kapuso!
12:20 Karting, but make it indoor.
12:22 That is what we will try in our new activity that is not only for pros in racing, but also for newbies.
12:31 Let's change the game with Indoor Karting!
12:34 [music]
12:39 Are you tired of bumper to bumper traffic day in day out?
12:42 [music]
12:46 Step on the brakes.
12:48 Join me as I steer into an indoor kind of adventure in this karting facility in Quezon City.
12:54 We are here at the first all-electric and multi-level indoor karting in the country.
13:01 [music]
13:06 David is the founder. He has been a race car driver for more than three decades.
13:10 I used to race in the Spec Miata Series, the most competitive series in the United States.
13:15 Ever since I retired, I came here. That's my passion now, to transfer that knowledge to the young.
13:20 [music]
13:22 Go all-in on their 300-meter long race track.
13:26 Racing pro or newbie man, there's a swanky e-kart for you here.
13:31 Junior karts are recommended for kids.
13:34 Are you nervous, Jairus?
13:36 No, it's not so fun.
13:38 [music]
13:40 I tried the game with my 9-year-old first-timer, Jairus.
13:45 [music]
13:48 There are adult karts.
13:50 [music]
13:52 And there are two-seater dual karts, perfect for kids to enjoy.
13:58 Can't wait to try. Let's go and change the game.
14:01 [music]
14:02 Before you start, check your briefing.
14:05 [music]
14:09 Balaclava, check. Helmet, check.
14:12 [engine revving]
14:14 The best unofficial lap time holder here at the e-kart raceway,
14:19 14 years old, he only took the track for 30 seconds.
14:22 That's what we'll try to beat today.
14:26 [beep]
14:27 Let's go!
14:29 [beep]
14:30 [music]
14:35 This is a technique. When you feel the speed, you can't be too trigger-happy.
14:40 Go down.
14:42 You still need to have control of the corner.
14:45 [music]
14:49 Sir was right. It's so hard.
14:51 We took 48 seconds on our first try.
14:55 [beep]
14:57 [music]
15:07 Final lap done.
15:08 So from 48 seconds to 36 seconds.
15:12 [music]
15:15 I'm so scared.
15:17 Now, we have Sir David beside us.
15:19 Let's try this.
15:21 I'm in passenger mode on the two-seater dual-control e-kart.
15:25 [music]
15:30 I'm not sure if I karted or rode a roller coaster.
15:34 It's so fast.
15:36 [music]
15:39 Today, we learned that karting is not easy at all.
15:42 You need focus and consistency to get good at it.
15:46 But it's also possible to have safety while having serious fun.
15:51 For GMA Integrated News, I'm Martin Javier, changing the game.
15:56 [music]
15:58 There's no more reclamation activity in Manila Bay when it comes to GMA Integrated News.
16:02 After sending orders to LGUs to stop it,
16:06 Coast Guard and Immigration inspected the boats that are hitting the ground
16:10 because many of the workers are not Filipino but foreign.
16:14 Ian Cruz was shocked.
16:16 [music]
16:19 Not like yesterday, there's no more reclamation activity in Manila Bay when I came back earlier.
16:26 Heavy equipment and boats are parked in Pasay City on the artificial island.
16:32 Near the US Embassy in Manila, there's no longer any dredger and other equipment.
16:38 The Philippine Reclamation Authority told me that they have already sent to LGUs
16:43 the letter saying that all reclamation projects in Manila Bay are suspended.
16:48 The Philippine Coast Guard's Metal Shark Vessel was on board.
16:51 Members of the Bureau of Immigration sent several Chinese boats to Manila Bay
16:56 on the other side of the strong waves.
16:58 Are we really going to dock here, the Chinese?
17:00 No, we're not going to dock here.
17:02 Now that the Coast Guard can coordinate the docking of the Chinese vessel,
17:06 the Chinese responded quickly.
17:08 Coast Guard, we are in 10-4 with the Bureau of Immigration on board.
17:13 Okay, we will prepare with you for you. Okay, thank you.
17:17 More than 400 Chinese are docked in different boats in Manila Bay
17:22 that are needed to be processed by the Immigration.
17:25 Aside from the Jun-Hi-5 here behind us,
17:28 there are 40 Chinese vessels involved in the reclamation here in Manila Bay.
17:34 The Philippine Coast Guard said that all of them are docked now
17:38 because of the suspension that was carried out by the President.
17:42 In another vessel that was transferred, the Chinese crew was also on standby.
17:47 They went on board these vessels to check the documents of the Chinese nationals,
17:54 passport, visas, working visas.
17:58 We also went with the Coast Guard to the reclamation sites in Pasay
18:02 where a large part of the former sea is now land.
18:07 Before, when you approach Manila, you can really see the buildings and other structures there.
18:14 But because of the reclamation that is taking place, the skyline has changed
18:18 because the land and sea cover that area.
18:21 We passed through the water part where the remaining seawater of the sea vehicles
18:26 is being used by large reclamation projects.
18:30 Because of the reclamation that is taking place here in Manila Bay,
18:33 this is the only place that will serve as a waterway between two large projects here in Pasay City.
18:40 One is more than 200 hectares and the other is more than 300 hectares.
18:46 The Coast Guard patrol continues to follow and there is no violation of the suspension order
18:53 in the reclamation in Manila Bay.
18:55 If anyone can still see who is still reclaiming.
18:58 Of course, we will board them and advise them that they cannot operate
19:04 since there is a continuing suspension order coming from the DNR and PRA.
19:11 Among the reasons for the patrol of some,
19:13 the possible effect of the land reclamation on the rich land of Manila Bay
19:18 and nearby places like the Las Piñas Wetland, which is one of the 114 protected areas in the country.
19:26 For GMA Integrated News, Ian Cruz is on the air 24 hours a day.
19:30 And now, let's look at the statue that will be shown to you when passing through Quezon City and Pasig.
19:39 At a height of 60 meters, the Victor is higher than the Great Sphinx of Giza in Egypt, which is 20 meters.
19:48 Compared to the Statue of Liberty of New York in America,
19:51 it will be higher if its pedestal is removed.
19:56 47 meters is the same as Liberty.
19:59 And let's look at it live in the presentation of Rafi Pima.
20:03 Rafi!
20:05 Vicky, this is the beautiful view of the new attraction here in a part of Marikina River in Bridgetown
20:13 where you can see a huge statue named Victor.
20:17 A public art installation that according to its creators symbolizes the success of Filipinos all over the world.
20:23 If you haven't been doing this part for a long time through Bagumbayan, Quezon City and Ugong Pasig,
20:30 don't be surprised to see this public art installation.
20:34 At a height of almost 200 steps or 60 meters, the Victor is one of the highest public art installations in the world
20:41 designed by film artist Jeffrey Manuel Figueras.
20:44 It's really the global Filipino and it's to honor those hardworking Filipinos
20:48 that are doing global accomplishments and still sort of honoring their Filipino pride.
20:57 It's supposed to be the highlight of Bridgetown along with the bridge.
21:00 Although the statue is made of solid steel, its skin is perforated or mesh.
21:05 It was designed to withstand the strong typhoon that always hits the country.
21:09 That is one of the reasons why it's made of a perforated stainless steel
21:15 in order for the air and the wind to pass through.
21:19 We want this as an inspiration to everyone.
21:22 The creators of The Victor hope that this will be part of the tradition of Filipinos
21:26 who succeeded in their own fields or want to succeed in the future.
21:30 There's going to be a podium here by the foot of the Victor
21:33 in which all of the ones who want to compete in the future,
21:36 they can go up there and they can put their hands on the feet of the Victor
21:40 and then they can have a ritual right before they compete.
21:45 So that every time they do so, the whole country is wishing them luck.
21:49 It's also close to some of the best football pitches
21:51 including the FIFA approved football pitch and obstacle course racing or OCR course
21:55 which is the biggest in the world.
21:58 Aside from the bridge that crosses the Marikina River
22:00 that will serve as a shortcut between Quezon City and Pasig
22:03 designed by the National Artist for Architecture, Francisco Bobby Manoza.
22:08 He also hopes that this will become an attraction.
22:11 Even though it's not yet a formal opening,
22:13 he's already lighting it and he's already inviting those who want to take a selfie in the new attraction.
22:17 We can put it in front of the international locations and tourist spots.
22:23 It's also relaxing to look at.
22:25 So every time I pass by here, I'm still looking at it.
22:28 [ambient sounds]
22:32 Vicky, the people who built this statue of liberty in America are hoping
22:37 that Victor will pass this and it will become a symbol of the country.
22:41 The developers of this place are also helping the local government of Quezon City and Pasig
22:46 to make the river beautiful and make it an attraction.
22:50 And the latest from Pasig for GMA Integrated News, Rafi Tima, 24 hours.
22:56 Thank you so much, Rafi Tima.
22:58 [music]
23:02 My fellow countrymen, in September, season 99 of the National Collegiate Athletic Association, NCAA, will open.
23:09 What are the goals for this season of the members of the men's senior basketball team
23:13 that will show their skills in the hard court?
23:15 Let's timeout with JP Soriano.
23:18 [music]
23:25 The hard court of the men's senior basketball team
23:30 [music]
23:33 of the National Collegiate Athletic Association or NCAA
23:37 [music]
23:38 will once again be a focus for the opening of NCAA season 99 in September.
23:45 From the pictorial of the 10 member schools
23:48 to the display of skills in the hard court.
23:52 [music]
23:53 The dedication of the student-athletes to win the championship and the honor for their college is clearly visible.
24:01 [music]
24:04 In season 98, the Lyceum of the Philippines University or LPU Pirates finished in third place
24:11 after losing in an intense match against the defending champion, the Letran Knights.
24:16 What is their goal this season?
24:19 We are so hungry for the championship.
24:21 We know that we will get our goal.
24:24 We don't have any other destination, so we will just go up.
24:27 We really need supporters every game.
24:30 The San Beda Red Lions will not be complacent
24:34 that they also entered the Final Four last season.
24:37 At times we felt like we were already doing good when we should have had our mindset
24:41 focused better on the opponents to come.
24:44 So we're going to put that into next season where we're going to come into every game with a proper mindset.
24:49 We're going to be hungry for the win and hungry for every minute of the game.
24:52 [cheering]
24:53 The host school last season, Emilio Aguinaldo College Generals, promised to recover in season 99.
25:01 The pressure, when season 99 comes, we want to bring that pressure when season 99 comes
25:10 that we didn't bring in season 98.
25:13 To enter the Final Four and then be able to be champions in the NCAA.
25:17 For GMA Integrated News, JP Soriano, 24 Hours.
25:23 And for the news this Friday, I'm Mel Tiangco.
25:26 I'm Vicky Morales for a bigger mission.
25:29 For a wider service to the country, I'm Emil Sumang.
25:33 From GMA Integrated News, the Philippine News Authority, we're here 24 hours.
