In addition to many questioning that arrangement at large, it has been noted that the division’s current crisis is its own doing.
The Humane Society of the United States said in a statement, “The agency would not be in this situation but for their long-term mis-management. Alternatives to this proposal have been ignored for over 20 years.”
Among the recommendations given is preempting the population problem by administering pregnancy-inhibiting vaccines via darts.
