00:00Finance Secretary Ralph Recto of the Supreme Court has insisted that the transfer of funds to the unused funds of PhilHealth and other GOCCs in the National Treasury is justified,
00:11especially since it is a great help to the Philippines' debt.
00:16Secretary Recto has argued that the effect of the pandemic on the country's economy is due to the fact that the government borrowed more than 7 trillion pesos in 2022.
00:29According to Recto, the government's target is to lower the fiscal deficit and national debt so that it will not become a problem for the next administration.
00:39Under the 2024 General Appropriations Act, the amount of unused funds said to fund the priorities of the President-elect's program has been increased.
00:50At present, PhilHealth funds transferred Php 60 billion, while the remaining Php 29.9 billion is held by the Supreme Court after a temporary restraining order was issued.
