00:00Some lawyers in the Netherlands believe that the chance of former President Rodrigo Duterte returning to the country is low

00:09because of the case he is facing in the International Criminal Court.

00:18The chance of former President Rodrigo Duterte returning to the Philippines is low.

00:24This is according to the lawyers who attended a press conference in the Netherlands

00:28with several civic organizations based in Europe.

00:32Atty. Cristina Conte of the National Unions for People's Lawyers and Assistant Counsel

00:37told the victims of the war against drugs of former President Duterte

00:41that minor crimes such as offenses against the Administration of Justice

00:45are the only cases that could be granted interim release.

00:54No interim release has been granted by the court for any of those accused of these crimes.

01:02So, from my point of view, there is zero probability that Sara Duterte or the Duterte camp

01:10could bring home Duterte by May 2025.

01:14The Center for International Law Philippines also believes that the ICC will not grant the interim release

01:20if the former President Duterte returns to the Philippines.

01:24Because the conditions for actually granting it are not there.

01:29There are still serious security concerns for the victims, for the potential witnesses.

01:35In fact, we have seen that online and in person.

01:39Secondly, Mr. Duterte, as stated in the arrest warrant, is still a very influential man.

01:45It is possible that the former President's account could be freezed

01:48through the Anti-Money Laundering Council.

01:51Another thing to watch out for is if the former President's camp will use

01:55the grounds to exclude criminal responsibility.

01:58He has to tell the court right now by April 11 if he intends to evoke insanity, incapacity,

02:06self-preservation, duress, alibi, and the like.

02:11Duterte should be able to submit this before the confirmation of charges on September 23.
