00:00Former President Rodrigo Duterte's case in the ICC is not against the law.

00:05Former Supreme Court Associate Justice Antonio Carpio explained that the Philippines has a law regarding this before we became a member of the ICC.

00:19If former Supreme Court Associate Justice Antonio Carpio will ask, there is no hope that former President Rodrigo Duterte will return to the Philippines.

00:30Even if the Supreme Court orders the government to return Duterte to the country.

00:35In the interview of Radyo Pilipinas, Carpio explained that the former president is already in the jurisdiction of the International Criminal Court or ICC.

00:44He can return here and question there.

00:48Under the Rome Statute, the accused, President Duterte, can question the validity of his arrest by ICC.

00:58Because the ICC issued a warrant of arrest, he can question that there.

01:03The former magistrate also stated that the Philippines has a cooperation agreement with the International Criminal Police Organization.

01:10And because the ICC asked for help from Interpol, we have an obligation to assist in the arrest of fugitives or individuals wanted.

01:20Despite this, Carpio did not go against the law to submit to the former president in the ICC.

01:25Because the law was passed here in 2009, where the sending of the accused to the International Criminal Court was suspended.

01:34This is our Congress. President Arroyo established this.

01:40We can also decide under Philippine law that this kind of thing, for more efficiency, because the witnesses are afraid to speak here.

01:53They will be killed. That's why the discretion is given to the relevant Philippine authorities.

02:01According to Carpio, our democratic institutions should be strengthened.

02:05Especially, there is no single case against the former president.

02:08Even if there were 25,000, up to 30,000 were convicted in the war on drugs of Duterte.
