00:00It is your first visit, and you have chosen France for your first international visit.
00:13This is an immense honour, but it also shows the importance of all the challenges we have.
00:21And I want to wish you a belated birthday, I'm one day late.
00:25French Friday, when you took your functions, that France is very proud of its language
00:34and it is attached to its identity, just as is Canada.
00:40And we are proud of our shared identity and history, and we have a joint struggle.
00:50That is, we have a humanist ideal.
00:53During the 80th anniversary of the D-Day landings, we paid tribute to the self-sacrifice
01:02of a generation of Canadians who came to France to sacrifice themselves, to Vimy Ridge, for
01:09a certain idea.
01:11And this generation continues to inspire us, and Canada, for us, is a unique friend.
01:17It has been the case as well, since the beginning of the war of aggression waged by Russia against
01:25Ukraine and your country and France have been at the forefront of expressing our protest
01:32against this.
01:33And together with the British Prime Minister and our other colleagues, we spoke about this.
01:40We have always been working to find a lasting peace with proper guarantees to protect Ukraine
01:49from any possible future Russian aggression.
01:53And Canada and France are powers of peace and are reliable countries.
02:00And it is in this spirit that we will maintain our support to Ukraine and to demand of Russia
02:06clear commitments, and we will take all useful initiatives to move forward with our European,
02:12American and other counterparts.
02:14This is something we spoke of earlier with Mr. Prime Minister.
02:19In this context, we also want to develop all our most strategic partnerships and projects
02:26with our most loyal allies, because we know that we are stronger together.
02:31We are better able to ensure protection of our interests and our sovereignty.
02:37We have to be ambitious in defence and security, but also we have to go beyond that in the
02:44environmental transition, in developing new technologies and tightening all our ties as needed.
02:51We have had some success, for example, the new consortium of French companies for a high-speed
02:59train between Quebec and Toronto.
03:01This is symbolic.
03:04And I see your investors and companies who are present, who were present here in France
03:09for the artificial intelligence summit that was held here.
03:15Our companies are also cooperating on critical measures and indispensable brick for the energy transition.
03:24I know that you have new ambition in nuclear energy.
03:28We have historic cooperation on quantum science, and we have unique knowledge in this area.
03:37And we will sign a bilateral agreement.
03:40And also, as I said, we have this artificial intelligence summit, and this is a field where
03:47we are going to work.
03:50And at the G7, you will be hosting a meeting.
03:57And we have the Charlevoix to Biarritz, which is going to be taking place soon.
04:02We have common values and commitments for international solidarity defence, for fair trade.
04:13We believe that fair trade that respects international rules is good for the prosperity of all.
04:20And of course, it is definitely more effective than tariffs, which create inflation and
04:27ruin chains of production and integration of our economies.
04:32We also believe that freedom of expression is dear to our countries and is much better
04:38than any unfurling of online harassment, hatred, or opaque algorithms.
04:46That's why your G7 in 2025 will enable us to move forward on all these points.
04:53And we will be able to defend a fair international order, something that is not the law of the
05:00strongest, neither any isolationism.
05:04That's what we're moving toward.
05:06And the most important thing that we have is very deep faith.
05:11And Mr. Prime Minister, France loves Canada.
05:15Our French-speaking world unites us.
05:18And I think of Antonin Maillé, who disappeared, but we know the unforgettable joy that we
05:28have of seeing your presence here.
05:32And we know that we continue to spread our French-speaking world through your country.
05:37Dear Mark, Mr. Prime Minister, we are now welcoming a friend with a great deal of joy.
05:45And we are developing a lot of ambition and projects together.
05:48I've known you for many years and I know that we are welcoming someone who loves his
05:54country and is committed to defending its interests.
05:57And we think that we can defend one's interests and being a good comrade at the same time
06:05and being respectful of each other.
06:09So welcome.
06:10Thank you very much, Mr. President.
06:12I can begin by saying that Canadians love France.
06:18That is the reason why I am here today for my first official visit as Prime Minister.
06:28So thank you for hosting me.
06:30This visit is a symbol of our history, our common history.
06:38And it is especially a promising symbol for the future because we have heard reminders
06:48of the past.
06:50Just recall, this morning I visited the Cathedral of Notre-Dame.
06:57It was saved from the flames for the great joy of all of mankind.
07:04Congratulations, Mr. President.
07:09You are still and always have been a man of action.
07:12And in a crisis, one must act.
07:15And unfortunately, we indeed are in crisis, in economic and geopolitical crises.
07:24But at the same time, when we act, we have to embrace our values, uphold them, sovereignty,
07:32solidarity, dynamism, and durability, sustainability.
07:38These are values that we hold dear and they unite us.
07:43The history of Canada has always been linked to the history of France.
07:50The French language defines Canada's culture.
07:58Canada and France have been reliable allies for centuries, for centuries.
08:07And we believe in the importance of the nature and protection of the environment, including
08:16the oceans.
08:17And we know that economic cooperation and not confrontation, which will enable us to
08:26build strong economies.
08:30This cooperation was carried out by voyagers, by explorers, and now we have intelligent
08:39networks.
08:43And Canada is very, very eager to participate in all these adventures.
08:49And as we see these principles being rejected by more and more governments throughout the
09:09world, it's more important than ever for Canada to buttress its ties with our reliable allies,
09:18such as France.
09:21We must strengthen cooperation between our countries to ensure our security and that
09:28of our allies, and also that of the entire world.
09:34We must strengthen our diplomatic ties in order to face together an increasingly dangerous
09:42and unstable world.
09:44And we must create more opportunity for our entrepreneurs, to create good jobs for our
09:53workers, and to create wealth for both our countries.
09:58With you, Mr. President, I want to ensure that France and the whole of Europe works
10:03enthusiastically with Canada, the most European of non-European countries, determined like
10:13you to maintain the most positive possible relations with the United States.
10:20Canada is a reliable, trustworthy, and strong partner of France, which shares our values
10:27and lives them through action during this age of economic and geopolitical crises.
10:37Canada is strong.
10:38Together, we will be even stronger.
10:42Mr. President, I thank you for having invited me, and I reaffirm that Canada will always
10:54show up to guarantee the security of Europe and to foster prosperous trade, to cooperate
11:06for peace, sustainable development, and universal rights, together with France and throughout
11:13the world.
11:15I look forward, therefore, to have a working lunch with you today.
11:23Thank you very much, dear Emmanuel.
11:25Thank you, ladies and gentlemen.
11:31Thank you very much.
