00:00We are still together on Medium TV. Thank you for staying loyal to us. Here are the titles of your newspaper.
00:07In this edition, we will return to the extraordinary summit of the Aligarh-Boker,
00:12a summit sanctioned yesterday by the adoption of the Egyptian plan of reconstruction of Gaza and the rejection of the American proposal.
00:22During his speech yesterday in front of the Congress, the American president
00:25expressed the will of his Ukrainian counterpart to negotiate with Russia and sign an agreement on mining.
00:35Opening yesterday in Tunisia of the trial of a fortnight of people accused of conspiring against the state,
00:41the audience began without the accused.
00:43These must appear by video conference, a decision of justice strongly denounced by the defense.
00:50We start this day with the extraordinary summit of the Arab League, which was held yesterday in Cairo.
01:00The leaders of the organization adopted the Egyptian plan for the reconstruction of the Gaza Strip
01:07and the return of the Palestinian Authority presented as an alternative to Donald Trump's plan to place the territory under American control.
01:16The Egyptian plan, supported by the UN, approved by Hamas and rejected by Israel, aims to mobilize 53 billion dollars over five years.
01:25This plan will be presented this Friday in Jeddah to members of the Organization of Islamic Cooperation during the OCI's emergency summit.
01:37His Majesty the King Mohammed VI supports all initiatives in favor of respecting the rights of Palestinians.
01:45This is a position reaffirmed yesterday by the head of Moroccan diplomacy, who represented the sovereign at the summit of the Arab League.
01:54Nasser Bouhita also came back on the position of Morocco regarding the Egyptian Arab plan for Gaza.
02:03The Moroccan position as defined by His Majesty is summarized in three or four points.
02:08Gaza and the West Bank are an integral part of the Palestinian territory.
02:13On this basis, it is up to the Palestinian people to decide on its future.
02:18Second point, since Gaza is a Palestinian territory, it is up to the Palestinians and the Palestinian Authority to determine the management mode of this part of the territory.
02:28Third point, before talking about reconstruction, we should maintain the Strip, allow access to humanitarian aid,
02:36and then proceed to the next phase of the negotiations of the ceasefire agreement in order to reach a complete stop of hostilities.
02:44At this point, we can talk about reconstruction.
02:48Reconstruction is certainly a technical and financial step, but this operation needs a vision and political support.
02:57All Palestinian political and economic actors must join the reconstruction of Gaza, which cannot succeed without a political background.
03:06The cessation of hostilities and the end of hate speech are the responsibilities of all parties involved.
03:11It is the speech and the promotion of peace that will lead to the success of this reconstruction of Gaza.
03:19Last point, when we talk about Gaza, we should not forget what is happening in Sisi Jordan and Al-Quds.
03:25As you know, by his status as President of the Al-Quds Committee, His Majesty King Mohammed VI reiterates the constant position of preserving the historical legal status of the city of Al-Quds as a place to live together,
03:39but also to support the markets of Sisi in these difficult times.
03:43Moreover, the declaration of the CAIR, which sanctioned the Arab Summit, underlined the role of the Al-Quds Committee under the presidency of His Majesty King Mohammed VI and the valorization of Beit Ma'al Al-Quds.
03:55We continue this petition in Morocco with this denial of the premium.
03:59For a few days, a fake account on the platform X, usurping the identity of the head of the Al-Zahranoush government, has been promoting an alleged Moroccan cryptocurrency,
04:09inciting citizens to buy it under the pretext of guaranteeing guaranteed gains.
04:14In order to ensure the premium, the premium invites citizens as well as users of social networks to show vigilance against fake accounts and to adhere to the sources of information emanating from official accounts.
04:31Directions to Geneva, where Spanish human rights defenders denounced yesterday the serious violations committed by the armed militias of the polisario in the camps of Tindouf,
04:42in particular the military enrollment of children and their exploitation for political purposes, a flagrant violation of international human rights,
04:51denounced by the representative of the International Committee for the Respect and Application of the African Charter of Human Rights and Peoples,
05:00which was expressed during the 58th session of the Council of Human Rights in Geneva.
05:10On the left, whistling, on the right, applause.
05:13Donald Trump's speech yesterday at Congress was made in an atmosphere of palpable tension between Democrats and Republicans.
05:20In his speech, the American president spoke of the will of his Ukrainian counterpart, with whom he had had a live exchange last Friday,
05:30to negotiate with Russia but also to sign an agreement on the minerals. For Donald Trump, the Russians are also ready for peace.
05:40In Tunisia, the trial of about forty people accused of conspiring against the state,
05:46whose great name is the opposition to President Kays Seyed, opened yesterday in Tunisia.
05:52The hearing began without the accused.
05:55The latter must appear by video conference, a decision of justice strongly denounced by the defense.
06:03An exceptional trial opened this Tuesday in front of the competent criminal chamber for terrorism cases.
06:12This is the first hearing of the case of the conspiracy against the security of the state.
06:17The audience room was full of lawyers, but also of activists and members of the families of the detainees,
06:22branding posters and chanting slogans criticizing the exploitation of justice in the context of this case
06:29and calling for the preservation of rights and freedoms.
06:33They demanded the physical presence of the detainees supposed to participate remotely.
06:41The accused were supposed to be present in the audience room to communicate directly with the judge.
06:47Today, the elements of a fair trial are absent.
06:50In addition, the conditions of the trial were very difficult.
06:54In the audience room, which could not accommodate more than 50 people, more than 300 people were present.
07:01This is why we demand a fair trial today, in good conditions.
07:07What happened today is a crime against the trials and confirms that the case and the trials are empty of their elements.
07:15This judicial case was constituted in February 2023,
07:19but it accuses a fortnight of people suspected of having made contact with foreign diplomats,
07:25whose intention was to harm the integrity of Tunisia.
07:29The accusations based on the anti-terrorist law and the penal code are possible,
07:34of condemnation that can go up to capital punishment.
07:38Outside the court, members of civil society, politicians, activists, human rights activists,
07:45gathered to support the detainees.
07:50The trial was full of serious violations from the start.
07:54Preventing the accused from attending this audience,
07:57as well as disrespecting the procedures and laws,
08:00confirms the involvement of the authorities in this case.
08:04It is far from being a fair trial.
08:08The public character of the trial is one of the conditions for a fair trial.
08:18Among the incriminated personalities are political opponents, lawyers, activists,
08:24journalists, media leaders, former high-ranking security officials,
08:29as well as those who appear free.
08:31Others have been imprisoned or sentenced in the context of various cases.
08:36Journalists were allowed to attend the audience,
08:39but only to respect strict restrictions on media coverage.
08:44No equipment for taking pictures, such as cameras, was allowed,
08:49although Tunisia has a long tradition of taking steps for justice.
08:54This case is new.
08:56What do you have to say to Tunisia?
09:00The return to the Kingdom, where the special handicap card
09:04has been in force for a few days,
09:06will facilitate the daily lives of people with disabilities.
09:10Among them, there are those who have started to register
09:14on a dedicated platform to get their card back.
09:18This is a report by Younes Mazir and Dina Brini.
09:22As soon as it is adopted, the decree setting the conditions
09:26for the attribution of the card of the person in a handicap situation
09:30is already the subject of deep criticism.
09:32Associations and stakeholders deplore the major limits of this decree,
09:37the confusion surrounding the advantages of this card
09:41and the absence of concrete measures to promote inclusion.
09:46I am going to register on the digital platform to request my card.
09:51It is a good initiative because 14 years ago we did not have the privilege
09:56and we notice that many institutions and large surfaces here in Al-Mohamediyah
10:01do not have stairs or entrances reserved for disabled people.
10:06The decree specifies that a territorial medical commission
10:12The decree specifies that a territorial medical commission
10:15will assess the skills of the applicants,
10:17while social workers will be in charge of assessing their social participation
10:22and the impact of environmental factors on these people.
10:26This assessment will allow to analyze the abilities of the person in a handicap situation
10:31to exercise or not activities in relation to mobility,
10:36communication, education, employment and community life.
10:41May God preserve our King, His Majesty Mohammed VI, for this initiative.
10:50We ask for strict control and assessment of the situation of the disabled
10:56before the receipt of the card.
10:58The obtaining of this card must be well-deserved.
11:04With a validity period of 7 years,
11:07this card can be renewed at least 2 months before its expiration date.
11:11This card is intended as a tool to facilitate access to priority rights for disabled people.
11:17The data of the census of the population of 2024
11:20revealed a slight decrease in the prevalence of disability in Morocco
11:24at about 4.8% against about 5.1% in 2014.
11:31We stay in the kingdom where the operation Ramadan 1446 continues
11:36in Casablanca, more precisely in the province of Anfa
11:40where hundreds of people have received their Ramadan basket.
11:43This is a report by Younes Mazir and Zineb Messari.
11:48It is in the province of Anfa in the Casablanca region
11:52where the operation Ramadan 1446 continues.
11:57This approach aims to help families in difficulty.
12:01An act of solidarity in this period intended to support the most disadvantaged.
12:08This operation aims to help the most in need.
12:12It has almost become a transition.
12:14Every Ramadan, the Mohamed V Foundation for Solidarity
12:18distributes tons of food products to families in need during the holy month.
12:23The operation aims at 47 beneficiaries in the area of Anfa
12:28out of a total of 820 beneficiaries distributed throughout the municipality of Anfa.
12:34On a regional scale, there are no less than 62,000 people
12:39who benefit from this initiative in the Casablanca region.
12:4341% reside in urban areas and 59% in rural areas.
12:50I am a beneficiary of the Ramadan basket.
12:52I would like to thank His Majesty the King Mohamed VI.
12:57I am really moved.
12:58I would like to thank His Majesty the King Mohamed VI
13:01may God assist him for his benevolence in this blessed month.
13:06For more than 25 years, this annual tradition
13:09orchestrated by the Mohamed V Foundation for Solidarity
13:12reflects the royal appeal to people in vulnerable social situations.
13:17It also embodies the deep commitment to the values of humanity
13:21and solidarity that are deeply rooted in Moroccan society.
13:29It is now time for the guest of the great newspaper of the day.
13:33Yesterday, the Arab Summit was held in Cairo
13:37to adopt a plan for the recovery and reconstruction of Gaza
13:40presented by Egypt in coordination with the State of Palestine and the Arab States.
13:45It is committed to providing all the financial, material and political support
13:50for its implementation and to talk about it.
13:52We are live from our Arab studios with Mustafa Sehimi, political analyst.
13:58Mustafa Sehimi, hello and thank you for accepting our invitation.
14:05Hello.
14:07The Arab Summit reiterated its rejection of any form of displacement of the Palestinian people
14:13whether inside their territory or abroad,
14:17while firmly condemning the recent decision of the Israeli government
14:22to block the humanitarian aid to Gaza.
14:26Can you tell us about the main objectives of this Arab plan for the reconstruction of Gaza
14:32and how these objectives differ from Donald Trump's project?
14:36It is an important decision that the Arab Summit held in Cairo yesterday.
14:46What was on the agenda was, of course, a reconstruction solution for the Gaza Strip.
14:56It is a reconstruction plan that is an alternative plan
15:00to the project announced by President Trump.
15:05The project was to move the population and ensure the control of Washington over the Gaza Strip.
15:13This is a mobilization of the Arab countries that deserves to be underlined
15:18with concrete announcements.
15:20First, a budget.
15:22The global envelope was valued at 53 billion dollars over a period of five years.
15:29It is also the same figure that was held by a UN study.
15:36All this shows the quality of these studies.
15:41It is a special fund that is in charge of financing the reconstruction of Gaza
15:47according to the modalities that have been defined.
15:50During a first step, it is obviously about putting an end to the current situation,
15:57that is to say, it will last about six months.
16:02The demolition of the debris, the mining, the provision of temporary housing, etc.,
16:08to accommodate more than a million people, will be followed by two other reconstruction steps.
16:14The second is the realization of essential infrastructure and permanent housing.
16:21And the last is the realization of important infrastructure, roads, facilities, etc.,
16:29with in particular a commercial port and an airport.
16:33This is what has been decided.
16:35This clearly shows the will of the states of the Arab League
16:40to finally take control, it seems to me, of the Gaza Strip, of its political status,
16:46we will come back to this later, and above all the necessity of its reconstruction.
16:51You spoke of political status.
16:53How does the Arab plan plan to administer Gaza during the transitional period?
16:59And what roles will be assigned to the Palestinian technocrats and the Palestinian Authority?
17:11What has been consensually and even militantly maintained, it seems to me,
17:18is the fact that there was a need to unify the Palestinian ranks.
17:21This is important.
17:23So, the formula for the unification of the Palestinian movements
17:27will not include the Hamas movement.
17:32It is therefore planned that an authority, a provisional government,
17:36formed of Palestinian technocrats,
17:39this is interesting to note,
17:41will not participate or take the leadership of this transitional cabinet.
17:48Furthermore, it is not planned that the Hamas will take part in this political equation.
17:54The schedule is interesting.
17:57President Mahmoud Abbas indicated, because it is necessary to have an agenda,
18:01that next year there will be legislative elections and presidential elections.
18:08So, this is a process that is being initiated.
18:11There are still a number of questions.
18:14The ability of local actors to respect this agenda,
18:19which is a very restrictive agenda.
18:22Also, the mobilization and voluntarism of the countries of support,
18:27in particular, I think of Egypt, Saudi Arabia, etc.
18:33And the fact that Arikveh mobilized the planned investments,
18:38I recall, 53 billion dollars.
18:41Moreover, in the wake of this Arab summit held yesterday,
18:45on Tuesday,
18:47it is planned, this Friday,
18:49in Riyadh, this time,
18:51a meeting of the Islamic Cooperation Conference.
18:54It is, of course, about raising awareness in the OCI community
18:59about the need for voluntary participation in this reconstruction program.
19:04But it is also about ensuring more support
19:09from the community of Islamic countries
19:12to this reconstruction plan,
19:14to a political formula.
19:16So, on the Israeli side,
19:19of course, this plan has been rejected.
19:22Israel claims that there is a demilitarization
19:27of the Tampon area of Gaza.
19:30This is unacceptable and it is no longer acceptable today.
19:34It will be interesting to see now, in the hours or days to come,
19:37what will be the reaction of the Trump administration,
19:40which, in this regard,
19:42has reached a firm will of the Arab countries
19:46not to accept the displacement of the Palestinian populations
19:51of around 2.4 million people
19:53and to find on the ground an institutional and political formula
19:56that is acceptable for all.
19:58Mr. Hassemi, the Egyptian plan also provides
20:02a budget of 53 billion dollars over 5 years.
20:06You talked a little about how today
20:09these Arab leaders plan to mobilize these funds.
20:12Now, what are the main sectors targeted for reconstruction?
20:18So, for the financing modalities,
20:22nothing has been defined in the final communiqué of this meeting,
20:26which was held at the heart of an extraordinary summit.
20:30What we can remember without any doubt
20:33is first of all the participation of member states,
20:36and in particular of countries that have great financial availability,
20:42that have sovereign funds, that have capacities.
20:45I am obviously thinking of Saudi Arabia,
20:47I am thinking of Qatar, I am thinking of the Emirates, etc.,
20:49without forgetting the other countries.
20:51This is the first sector.
20:53There is a second sector, that of Islamic countries,
20:56which I mentioned, of course,
20:58which will be sensitized to participate in the financing of this fund.
21:02Then there is a third sector,
21:04the international institutions, in this regard,
21:06which may be interested in investment programs
21:09and which will therefore want to carry out assistance, loans, etc. operations.
21:15I believe that this is a sum that can be mobilized in 5 years,
21:19it is about 10 billion dollars per year.
21:22It can be mobilized so that there are bankable projects.
21:26It is therefore likely to contribute to a particular model
21:31of reconstruction of Raza and the Banque de Raza
21:36in acceptable conditions for the populations
21:39and which therefore testifies to a political will for reconstruction
21:43and therefore for the support of the Razaoui populations.
21:47Today, the Arab plan is presented as a step towards a sustainable and fair solution
21:53to the Israeli-Palestinian conflict.
21:55How could this plan contribute to a global settlement of the conflict
21:59and what are the challenges to be tackled today to achieve this?
22:07Your question, of course, is more problematic than what I have said so far
22:12because there is this specific program in a given perimeter of the reconstruction of Raza.
22:18There is, at the same time, a political and institutional program
22:23that has been stopped with a new direction in 2026 of the Palestinian side.
22:31Obviously, we can think that President Mahmoud Abbas will not request a new mandate.
22:35And so, a new direction.
22:38The problem will be to know now how far we can go.
22:42Are we going to stay at this stage due to the major constraints
22:46that weigh on the Palestinian question and the Palestinian cause?
22:49Or will there be a takeover of this new situation created,
22:53that is, the reconstruction and the populations reinstated in the Banque de Raza
22:59so that the international and regional community can look for a solution?
23:05Obviously, what is at the forefront of the Arab countries is the formula of the two states.
23:11This is the position of Morocco, by the way.
23:14I note in passing that the summit supported and saluted the efforts of His Majesty the King
23:19as President of the European Committee for the efforts deployed
23:23to preserve the higher interests of the Arab cause.
23:28But, of course, it will depend on the position of the American administration.
23:34It will also depend on the ability of the Trump administration to impose a formula
23:40that takes into account the legitimate interests of the Palestinian cause.
23:45I believe that this is something that must be on the agenda
23:48and we will see in the coming months how things will be articulated.
23:52Mr. Fassemi, you mentioned it a few moments ago,
23:54the Arab Summit highlighted the role of the Al-Quds Committee,
23:59presided by His Majesty the King Mohammed VI
24:02and the Al-Quds Agency, the executive branch of the Al-Quds Committee.
24:07How do you interpret this reaffirmed Arab position in the declaration of war?
24:13Well, it is simple.
24:17It is the credibility of Morocco's position on the Palestinian issue.
24:21Credibility, of course, based on a number of principles,
24:25such as the continuity of support,
24:28active solidarity and the mobilization of Moroccan diplomacy
24:34for the higher interests of the Palestinian cause.
24:38I add the personal and diplomatic leadership of His Majesty the King,
24:44who benefits from international credibility and whose voice is heard.
24:49In this regard, there is no doubt that the sovereign will be very concerned
24:53about the preservation of the legitimate interests of the Palestinian cause
24:57and, in particular, the preservation of the status of Al-Quds Sheriff.
25:03Mr. Fassemi, thank you for all these details.
25:05Thank you for answering our questions.
25:13This concludes this edition.
25:15Thank you for following it.
25:17We will be back in a few moments with more news.
