The Civil Aviation Authority of Malaysia (CAAM) has introduced Southeast Asia’s first electronic licensing platform for aviation professionals.

Called the e-CAAM Licensing Professional Services (eCLIPSE), this platform enables aviation professionals to renew their licenses and handle applications conveniently from any location.

00:26The idea is for us to be more proactive, not reactive.
00:34As you all know as a pilot, before the aircraft starts moving, you need a flight plan.
00:39Who approved the flight plan?
00:41We approved the flight plan.
00:43If we detect some anomalies, whomever touched the aircraft that is not certified, some anomaly,
00:50the aircraft will move.
00:52That's how we want to become more reactive.
00:55We stop the incident from happening.
00:57So moving forward, we truly need all the support from the industry.
01:01This is a collaborative effort.
01:03It's not just CAM.
01:05The whole industry here actually plays an important role in updating, making sure that
01:09everything is up to date in the system.
01:12At the end of the day, what we want to have is a very robust data system.
01:19We can do investigation very quickly.
01:21We can monitor the trend positively with data analytics.
01:28Looking ahead, CAM is dedicated to continuously refining this platform.
01:34I can tell you it is not perfect, it's almost there.
01:38Future enhancements will incorporate artificial intelligence, as I mentioned, to further optimise
01:45the efficiency and effectiveness of our licensing system.
01:48The AI-driven analytics will enable predictive monitoring of licensing like validity,
01:54automate compliance checks, provide intelligent insight to aviation professionals and also regulators alike.
02:02As we all know, licensing is an essential component of aviation regulation,
02:07ensuring that all aviation personnel meet the highest standards of safety and competency.
02:14However, the conventional paper-based licensing process has long posed challenges,
02:21particularly in terms of processing time and administrative burden.
02:25With eCLIPS, we are bringing a significant improvement to this process.
02:30Previously, it took up to two weeks for aviation personnel to renew their licenses.
02:36With this new system, the processing time has been reduced by half,
02:41making it more convenient for pilots, engineers and air traffic controllers.
02:46I have just mentioned to Captains, I read a few weeks ago that the application for drone use is now taking up to 14 days.
02:56I think in this day and age, 14 days to apply for approval is not acceptable.
03:03But I am proud to be told that this process will also undergo advancement.
03:09And in the near future, we are looking at instant approval even for drone application processes.
