02:54where seamless services are offered from study visas to work permits to permanent residency applications, all of this being done completely illegally and for a hefty fee.

04:00At Krishna Enterprises in Jalandhar city, we met Sahil Verma and his business partner.
04:08We introduced ourselves as visitors from Gujarat, seeking assistance in sending our grown-up children abroad.
04:18After our interaction with Sahil, we later found that Krishna Enterprises is not even registered with the government to deal with visa and immigration matters.
04:33Sahil explained the different options available to us.
04:39It's very easy to move from Serbia to Italy.
04:44If a two-year-old child wants to go to Italy, I can send him to Italy.
04:50If he wants to go to Italy, I can send him to Italy in two days.
04:53He'll go by taxi. He'll be a donkey.
04:58He clarified that he could arrange for them to enter Europe, but not on a Schengen visa.
05:08Instead, he proposed the Serbia to Italy route using the donkey method via a taxi.
05:16We were worried about safety, but Sahil clarified that there were different types of donkey routes and the cost depends on the mode of journey one chooses.

05:34Donkeys are of different types.
05:36The more money you spend, the more donkeys you get.
05:41Sahil even mentioned that though America was deporting illegal immigrants, he could still send people into the US through the donkey routes.

06:22To prove his credibility, Sahil showed us a recent video of people being smuggled using the donkey route.
06:31He claimed that two of his clients had successfully crossed over using this method.

06:47Sahil even admitted that his business partner had sent his own child via the donkey route to the US.

07:05Immigration consultants in Jalandhar also openly offer political asylum to those willing to pay.
07:17Our investigation led us to one such consultancy.
07:23The visa engineers.
07:27We met consultant Raman at the visa engineer's office in Jalandhar.
07:35Will you be able to get an asylum?
07:37Yes, I will.
07:38How will it be? What's the process?
07:40We have to go to the tourist visa office and change the status of the visa.
07:46We don't have the validity of the tourist visa.
07:49We apply for an asylum in the process.
07:53Our lawyer is there.

08:01Raman further advised that we would need to participate in political rallies
08:06and get photographs clicked as proof,
08:10which would help strengthen our case for asylum.

10:08I have two more ground reports from Punjab.
10:11I will play them out in just a moment.
10:12Allow me to introduce for a first set of reactions to this big investigation.
10:16Our guest joining us on this broadcast representing the ruling Aam Aadmi Party government in Punjab
10:21is Sunny Singh Aluwalia.
10:23He is the chairperson of the Water Supply and Suraj Board
10:26and one of the chief spokespersons of the AAP government in Punjab.
10:29So welcome.
10:30I have Pratap Singh Bajwa, leader of the opposition in the Punjab Legislative Assembly.
10:34He is an MLA from Khadiyan.
10:36He is one of the senior most leaders of the Congress Party in the state of Punjab.
10:39With me in the studio is Pradeep Bhandari, the spokesperson of the BJP.
10:43I have Shashi Kanji joining us.
10:44He is a well-known former Director General of Police in Punjab.
10:47And I'll have some immigration experts joining us in a moment from now.
10:50I want to go across to Dr. Aluwalia because it is the AAP government that has the most to answer.
10:54Despite the clampdown by Donald Trump's government in the United States,
10:59despite suffering the ignominy of hundreds of Indians being sent back via these immigration deportation flights,
11:07why is it that your government is not able to shut down these illegal immigration centres?
11:12Everybody knows which centres these are, where they operate from.
11:17It's happening under the nose of your government.
11:19There is no left-leaning governor to stop you from doing your job.
11:22Why aren't you doing it, sir?
11:24Definitely it is the duty of the ruling party to check the illegal migration or whatever happens in the state of Punjab.
11:34But there are some rules for it.
11:36We cannot shut down that on the very first day.
11:39The investigation and special teams have already been done.
11:43And we are already working on it.
11:46And special teams have been made.
11:48And what you have shown, I have just seen your five different rules of the different agencies what you have shown.
11:56Definitely the Punjab government is working on it.
11:59And we have made special laws so that they don't go to some high courts and get sustained from this.
12:05But we need a proper method to stop them.
12:08We cannot stop them in the next five days, ten days.
12:11There is a procedure that we are following.
12:13And we are already doing it.
12:14But at the same time, I will request you that the illegal migration didn't start two years back.
12:20It is an old story.
12:22The letters of asylum were given from some member parliaments as well.
12:27What was the reason that people left Punjab and went out maybe in the US or in Canada?
12:33There are many reasons for it.
12:34You cannot blame that only Aam Aami Party has sent.
12:37These are the old people.
12:38Yes, we have to check.
12:40And there are some more reports coming in from other countries from where they are going.
12:45There are some other ways.
12:47And there are some other agencies which are sending them through some immigration companies.
12:51I want to get reactions.
12:52Pradeep Bhandari, I will start with you.
12:54AAP's first reaction.
12:55This is an old racket.
12:56You have been in power with the Akalis in Punjab.
12:59The Congress has been in power.
13:00They are saying don't blame us.
13:01They are saying we are taking action.
13:02We can't suddenly just shut all these agencies down.
13:05We have to see whether they are doing something illegal or not.
13:07Well, I question the intent of the AAP government to take action
13:10because February 18, 2025, even the Punjab and Haryana High Court
13:14has asked the AAP government and it has given it a 30-day notice
13:18because it has not been able to act against fake travel agents.
13:21It has not been able to establish immigration checkposts.
13:24And it has been asked to act.
13:26And this is not a recent phenomenon.
13:27A year back, in September 2024, the United States of America's
13:31assembly in Delhi had written to the AAP government in Punjab
13:35that it is not acting against the illegal immigration racket
13:38which is running primarily from Punjab.
13:40So the issue here, Rahul, is which is what your report is also suggesting
13:44that if reporters and investigative journalists can find them,
13:47why is the AAP government not being able to do so?
13:50And we have not seen a decline in the recent past.
13:53So if there is no decline, if the Punjab and Haryana High Court
13:55is questioning, your report is also establishing,
13:58I question the intent of the state to not act and politicize it.
14:01Pratap Bajwa, the Aam Aadmi Party says it's an old racket.
14:04Many of these happened through MLAs and MPs writing letters for asylum.
14:09Some arguably from your party as well.
14:11They're saying we're doing what we can.
14:13We can't just shut down these immigration centers.
14:15We have to establish if they're doing something illegal.
14:17Do you buy that argument from the AAP government, Mr. Bajwa?
14:21Not at all. Not at all, Rahul.
14:23Not even a single member of parliament of the Congress
14:26has ever been involved in this kind of activity.
14:31But the only thing is that, see, Rahul, I want to make it clear.
14:35This is nothing new. This is old. That is right.
14:38But the numbers have gone up.
14:40Number two, I want to say one thing.
14:42The whole of the police force, you talk about the drug menace,
14:46you talk about interstate gun racket running or immigration.
14:52In all these illegal acts, it is the Punjab police
14:56which basically all these immigrants, all these immigration centers
15:00run with the active support of the Punjab police officers.
15:05So the direct responsibility of what is happening of late
15:09is with the chief minister because you have your own human trafficking laws
15:15of the state. You have laws at the center also.
15:18But somehow the government has turned a blind eye towards it.
15:22For the last three years, Sir Bhagwan Singh Mahan is the chief minister
15:27and also the home minister.
15:29They should have acted. They exactly knew.
15:32Every single village, hundreds of boys have left.
15:35They have sold their lands. They have sold their houses.
15:38They have taken money from all their relatives.
15:42I think so. Let them act now, Rahul.
15:45What we say is forget about what has happened earlier.
15:48Now is the time. Register cases. At least get this money out from these people.
15:53I agree. But action must be taken now.
15:56But I want to go across to Shashikant who is a former DGP of Punjab.
16:01Shashikant ji, to me from the outside it seems like the Punjab police being complicit.
16:08Who the agents are in cities like Jalandhar, in cities like Amritsar, Patiala, Bathinda.
16:14It's known who the agents are. It's not a secret.
16:16In that community, in that town, people know who is doing this racket.
16:20And yet the Punjab police chooses to look the other way.
16:23Yeah, I'll agree with you. It's an open secret.
16:27It's written on the walls who are the guys who are doing this business of sending people illegally
16:33to different countries, to Europe, to United States.
16:36And let me tell you, this is still continuing.
16:39The other day I had gone out for a coffee to a famous baker here.
16:42Two of his guys, they were talking, they were saying, okay,
16:45we have a problem with the donkey route, but we are going on the donkey route.
16:49We have given money. That means this is still going on.
16:52No, but why are these people, I don't understand this.
16:54If there's such a high chance of getting caught and being sent back,
16:57why are these crazy people still wanting to go?
16:59You use the word, you use the right word, crazy. They are crazy.
17:03I don't know why we Punjabis out here, we have got this thing
17:06that we want to go abroad at one cost or the other.
17:09And talking of police, yes, police is complacent.
17:12I remember in about, it was 2011 or 12, we had made a detailed law in Punjab
17:19that has not been followed. It's still going on.
17:22Yes, police is complacent. These guys are taking money.
17:25And but again, why these guys are not being posted out
17:29and no action is taken against these such persons?
17:32It doesn't mean that they have some other senior persons,
17:35whether a politician or whether a police guy or I'm talking about the higher echelons.
17:40They still remain there.
17:42That's the point. The fact that the situation for the youth in the state of Punjab
17:48on your watch is so abysmal that despite the chance of being caught
17:53and being sent back in ignominy, they're still willing to risk 50, 75 lakh rupees
17:59or one crore in trying to make an illegal bid to get to the United States or elsewhere.
18:04Rahulji, it is not only in Punjab. Punjab being a border state,
18:09you can just check the history of Punjab.
18:12In 1984, what happened in Punjab? Then came the terrorism.
18:16Then came the drugs. It is a border state.
18:19The people have to understand the borders are porous.
18:22And from the borders, the drones are coming in.
18:25The animation is coming. The drugs are coming.
18:27Who is responsible? Only Punjab? Only our group?
18:31Because you know the danger of Pakistan. Pakistan cannot defeat India.
18:35But they try to innovate India. They try to enter India through different routes.
18:41We have to understand the employment problem has been less during the Amami Party government.
18:45Bhagwan Singh Mahan on the very first day said we will bring back our Indians to our country to work in India.
18:50Not like this. So it is our responsibility. It is not only Punjab's responsibility.
18:54It is the responsibility of India as well.
18:56But let Pradeep Bhandari respond. The BSF is on the border. The Home Ministry is responsible.
19:00The Army is responsible. And despite that, if drugs are coming in, drones are coming in,
19:05you are as much a part of the problem.
19:07Well, we are acting against drugs and drones. The larger issue at this moment is there is a racket which is running in Punjab.
19:14The state government of Punjab, which is the Amami Party government, has to act.
19:18A few weeks back, the Ministry of External Affairs had released a report
19:23according to which out of 212 registered travel agents in Punjab, 80 have already expired their licence
19:30and they are continuing to operate.
19:32Your report also establishing the fact that there are known individuals in societies,
19:36so they could only operate with local political nexus.
19:39Amami Party has more than 80 MLAs, which means that many of the Amami Party MLAs
19:43would have been involved in this racket with these illegal travel agents.
19:47This is why this is mushrooming. And this is just not what I am saying, Rahul.
19:51Just on February 18, the Punjab and Haryana High Court has reiterated these claims.
19:55So can Mr. B's representative from the Amami Party government tell us
19:59that what has he done in the recent years in order to curb it?
20:02There is no intent from the state to act. That is the primary issue here.
20:06Okay, I'll put that question. I also want to show viewers part 2 of this investigation
20:10because it's a complex web of unscrupulous immigration agencies and agents.
20:14They promise to send you abroad, but at a massive cost, exploiting loopholes.
20:19There are several who are desperate to find some way of going abroad
20:23and they are gullible and willing to fall prey.
20:25Here is part 2 of India Today's special investigation, Operation Donkey.
20:50We visited Friends Immigration Services in Jalandhar to dig deeper into this scheme.
20:58We posed as clients for a 32-year-old man with only a 10th class pass certificate
21:07and who had been unsuccessful in obtaining a UK visa.
21:12Karan, a consultant at Friends Immigration Services, agreed to help us.
21:43The work permit will be assigned to the boy.
21:46The girl's study will also be assigned.
21:49Karan explained that their agency would find a well-educated girl
21:54ensuring an easy visa approval.
21:57The marriage contract would be signed
22:00and all expenses would have to be borne by the client.
22:06Will you find the girl?
22:08Yes, it will take time, but the girl will be found.
22:12She will have good grades and all.
22:15The boy will have to bear all the expenses.
22:22The first step is to find the girl.
22:25Once the girl is found, we will call you,
22:27you will be seated in front of the gate and we will talk to you.
22:30Everything will be done.
22:31After that, we will send the girl.
22:33Then your marriage contract will be signed,

22:45The fake marriages are arranged in Indraprastha
22:48near Football Chowk in Jalandhar.
22:52After securing the visa,
22:54both the man and the woman can live separately in the UK.

23:17for 3 years, 3 or 2 years.
23:20When the boy reaches there, he will work for 2 years,
23:23and the girl will study.
23:25The boy will have to pay all the fees for the girl's studies.
23:30When the girl's studies are completed,
23:32she will also get a work permit.
23:34After that, the boy wants to go,
23:36but the girl can go on her own.
23:38Ved Zenith Institute claims to be licensed
23:41by the Punjab government to send people abroad.
23:45But our investigation uncovered a different reality.
23:51We visited the institute in Jalandhar
23:54and met Head Counselor Sunaina.
23:58We posed as clients looking to send a man abroad permanently,
24:03as he had an attempt to murder case against him in India.
24:11Ma'am, I am telling you again,
24:13this is a case of 307.
24:15You don't have to show it.
24:17We don't want to take any report.
24:19If you go to the tourist, you don't have to show it.
24:21You don't have to show it.
24:24Sunaina assured us that no police clearance certificate
24:28was required for a visitor visa.
24:35You don't have to show it.
24:39No, we don't have to show it.
24:41We don't want a police certificate for visit employment.
24:46Sunaina suggested sending him on a visitor visa,
24:50where he would later transition into a work visa,
24:53without background checks.
24:59Which country are you sending him to?

25:29The investigation exposes how immigration agents
25:33exploit legal loopholes to send criminals abroad,
25:38highlighting an urgent need for stricter regulations.

25:54What is noteworthy is that there is a lot of focus
25:58on illegal immigration at this moment,
26:00because of these return flights.
26:02Despite that, days after these flights came back,
26:05our reporters were able to capture all of this
26:07in gory detail.
26:09It clearly shows how brazenly this racket is operating.
26:13I want to put that question to Mr. Pratap Bajwa.
26:16The fact that there has been this big headline
26:20about illegal immigrants being sent back
26:22doesn't seem to have dissuaded anyone at all.
26:25The racket is flourishing.
26:27The migration centres are open.
26:29They are giving ideas.
26:30There is no fear at all about getting caught.
26:33See, Rahul, exactly that's what I said.
26:36It is because of these police officers
26:38and they have been here for a very long time.
26:40And another thing, Rahul, you are talking about the donkey route
26:43where Punjabis pay around 50 lakh rupees
26:47but Haryanvis pay 60.
26:49You would be surprised about the audacity
26:51of these immigration centres.
26:54They have also sent a couple of hundred boys
26:57straight to the Russian army
26:59fighting on the Ukraine front.
27:01In donkey route, even then there are chances
27:05to get saved.
27:06Maximum is you are there in the jail
27:08and you are sent back.
27:10You are sent to the borders
27:12fighting for the Russians on the Ukraine border.
27:15This is what the immigrants are doing.
27:17And there is no fear of the government.
27:20Because these police, you would be surprised, Rahul,
27:23most of these civil agents
27:25have an army of police officials as their gunmen.
27:29Security guards, 8 or 10 of these guys
27:32because either SP or DID or SSP or ID
27:37is in close network with these guys
27:40and they are given policemen to guard these guys.
27:45They are travelling in bigger land cruises.
27:50They are just like the Mexican mafia
27:53or the Colombian mafia.
27:54They are operating like that in Punjab.
27:56Tejinder Bal Singh Nalwa is an immigration expert.
27:59Mr. Nalwa, what is going on?
28:03I would imagine that given the focus
28:06on illegal immigration,
28:07at least for the time being,
28:09that these migration centres would want to stay low,
28:12try and pipe down.
28:13Instead, they are openly talking about
28:16all the illegal services they offer
28:18in city after city, in centre after centre.
28:21It's almost as if there is no fear.
28:23Why is that?
28:25I agree, Rahul.
28:28First of all, you need to understand
28:30why they operate like this.
28:33Because unlike Australia and Canada,
28:35where the immigration, or even US,
28:38is regulated.
28:40In India, the immigration is still not regulated.
28:43It has not been recognised
28:45as a regulated profession,
28:48which allows night-by-fly shelter,
28:52scrupulous agents,
28:54to play with the lives of innocent people
28:59who want to go abroad.
29:01I, through your TV channel,
29:04would like to suggest the government of India
29:07that there should be a test,
29:10a license fee, a regulatory,
29:13and every passport which is being issued
29:16and is presented at the airport
29:19at the time of flying out
29:21should have, like Australia,
29:23connection between Ministry of Home Affairs,
29:25Ministry of External Affairs,
29:27Labour Department,
29:28and the agent who has signed the document.
29:31Now, I also know that tomorrow
29:33these agents won't sign.
29:35What they will do?
29:36They will simply make this application
29:40in the name of the applicant only.
29:43But we all know that these applicants
29:45are so innocent,
29:46how could they fill 20 pages lengthy forms?
29:50So, if we have a fee attached to it,
29:53for example, if it is Punjab, Haryana, Gujarat,
29:55UP, Andhra Pradesh, Himachal,
29:58every application of immigration
30:02should be given a number
30:04and that token should come from
30:05Ministry of Home Affairs
30:06and Ministry of External Affairs,
30:08which means they have to feed in
30:10the number of the application
30:14before it goes to any high commission
30:16or embassy.
30:18It will help two ways.
30:19One, it will scrutinize the people.
30:23Application is in tandem with the laws.
30:27One.
30:28Two, there is a police clearance
30:30attached to it.
30:31Third, there is no legal impediment
30:33which does not allow him to fly out.
30:36All these small measures
30:38and public awareness program.

31:24There is an important suggestion there
31:25for the central government
31:26that regulate the sectors.
31:28Because these are fly-by-night operators operating
31:30without any kind of licensing,
31:32which is why even consumers,
31:34viewers don't know who to go to,
31:36who's safe, who's not.
31:37If these were regulated,
31:38if you had a license,
31:39like a doctor has a license,
31:40then you know who's a registered practitioner
31:42and who's not.
31:43Well, these are very valid suggestions
31:44and we take that into consideration.
31:46There is an immigration bill,
31:47amendment bill 2023,
31:49which is pending on the floor of the parliament.
31:51So, yes, these are...
31:52Does it have a provision for a license?
31:54Well, it does.
31:55I have to go into the details of it.
31:57But these valid suggestions
31:58which are given by the expert,
31:59we will factor in it
32:00if it is not there
32:01because it's an amendment bill
32:02which is still not being passed.
32:03But the larger point here, Rahul,
32:05which he was also speaking about
32:06is the local police support.
32:07I will give you a simple example.
