The Madani government upholds the right to peaceful assembly as enshrined in Article 10(1)(b) of the Federal Constitution, with 99% of the 7,000 assembly notifications received last year proceeding without obstruction, said Home Minister Datuk Seri Saifuddin Nasution Ismail.

During the ministry's winding-up session for the Royal Address debate in the Dewan Rakyat on Thursday (Feb 20), Saifuddin highlighted the government's proposal to amend regulations, requiring only notification from organisers rather than approval from venue owners.

00:00I would like to repeat what I said during the PMQT session.
00:08First, regarding the 11th section of the Security Coordination Act,
00:13we will introduce a moratorium.
00:15We will also introduce a moratorium on all investigations.
00:19In the future, the Coordination Act will only require the police to notify the police
00:27to allow the police to make preparations within 5 days.
00:31At the same time, it is different from half of the perception that has been challenged
00:37that when the government holds power,
00:43the security coordination has been restricted.
00:46That is the picture.
00:48But the figures do not show that.
00:50In 2023, the number of information that was provided to the police
00:58was approximately 10,000 notifications.
01:03In total, in 2023.
01:05Small and large.
01:07Those that were carried out safely without any obstacles.
01:1098% of them.
01:14In 2024, more than 7,000 notifications were made.
01:19A total of 99% of them.
01:23This also shows that freedom of assembly,
01:28as stated in the 11th section of the Security Coordination Act,
01:33is really practiced by the government today.
01:38There is nothing to worry about.
01:40Even if at the end of the meeting, the police opens the investigation paper
01:44on several violations, for example.
01:47What is the number?
01:481,784.
01:50What is the number at the end of the investigation?
01:52Only 30.
01:54That is why we say that
01:56as long as we make the Security Coordination Act,
02:00we will move forward.
02:03With only the need of the informant.
02:07Your permission is also the premise.
02:09It is not necessary.
02:11If the Security Coordination Act is supported by respected officials.
