00:00In reading the law against content creators or influencers who spread fake news,
00:05the Joint Committee Hearing held in Congress today was held by Atty. Yves Gonzalez,
00:10Government Affairs and Public Policy Head of Google Philippines.
00:14YouTube has what is called 4R, a responsibility framework for the spread of fake news online.
00:21This is a permanent removal of videos or content that are out of YouTube's control.
00:27Race gives more engagement of viewers to legitimate content.
00:32Reduce, to reduce the number of people spreading fake information.
00:36And reward, to give value and support to reliable content creators.
00:42Surigao Del Norte's Second District Representative, Ace Barbers, made it clear
00:46that this action is not to remove the rights of content creators.
00:51There are some bloggers who have been hitting members of Congress.
00:57We don't mind. In fact, we don't mind if you start hitting us.
01:02Even if you do that 24 hours, 7 days a week, 365 days a year, that's your right.
01:10But please, be careful with what you post online.
01:17Because if these are found to be fake or lies or falsehoods,
01:27then there are laws that can be used to penalize those who have abused that freedom of expression.
