00:00The COMELEC continues to remind candidates for the midterm elections to remove their illegal posters that spread on the streets and on the posts.
00:09As of now, five senators have already sent letters to backlash their posters.
00:15Here's Louisa Erizpe's report.
00:19On the eve of the Commission on Elections' reminder to remove the illegal posters that spread on the streets and on the posts,
00:27there are still some candidates who do not follow the rules.
00:31In fact, the COMELEC said that five senatorial candidates will be given a notice or a letter to backlash their own posters.
00:41There are five senatorial candidates consistently in each region.
00:46We have seen that initially, the violators did not follow the rules,
00:53they did not follow the rules on where to go and they did not follow the rules on how to be environmentally friendly.
01:02The candidates will only be given three days to backlash their own posters.
01:07They will not backlash their own posters that they did not put tarpaulins on.
01:13The candidates should have the right to remove their illegal posters.
01:18If they do not follow the rules, they can face a case.
01:22After the notice to remove and they did not comply or follow the rules of our local COMELEC,
01:29they will forward to us a recommendation that these candidates should be filed for election offense or disqualification.
01:40Even in the party list, the COMELEC also pointed out that they are not the only ones who do not follow the campaign.
01:47Meanwhile, while the campaign period is still ongoing,
01:50the modus operandi and the groups that are allocating to the politicians are spreading.
01:55It is hard to predict what will happen next.
01:57The new modus operandi is to allocate invisible shades to the balotas.
02:02Chairman George Erwin Garcia explained that this is a system where a group of pre-shaded balotas can be printed.
02:11Now, the printing of the balotas has a secret shade.
02:17So that if a candidate has a shade,
02:20the candidate that they gave money for,
02:23if I shade my vote,
02:26for the opponent of the candidate,
02:28there will be no vote to trade.
02:31The commission called for the candidates not to believe,
02:35especially the public in the so-called modus,
02:37because it is impossible to print pre-shaded balotas.
02:42It is impossible to make our machines and our system.
02:48Some commissioners also explained that this is contrary to the new machines rented by Comelec.
02:53Because aside from the screen that can review the votes of the ACM,
02:59the balotas also have security measures.
03:02Because we can see in the random manual audit,
03:05the accuracy of our machine is 99.9%.
03:09It means that the balotas we voted for,
03:12it will be shown in our machine.
03:15We have what we call a hybridized system.
03:18So what I mean is,
03:20after the counting of the machines,
03:23our 14-inch monitor or LCD,
03:28will display all the balotas that were scanned.
03:32So what that means is,
03:34you can take a picture,
03:36take a video,
03:38and all the watchers,
03:39even our citizens' arms,
03:41you can do a manual counting.
03:44Comelec is now asking the National Bureau of Investigation,
03:47the groups that are involved in this,
03:49to go to NCR, Visayas, and Mindanao.
03:53If they will cry,
03:54no one will be able to stop any violation of the coming election.
03:58Luisa Erispe, for Pambansang TV in Bagong, Philippines.
