00:07The online process will serve as the target of getting the travel clearance of minors who will travel abroad.

00:20Now, the Department of Social Welfare and Development held a weekly news forum this morning

00:31where they discussed the online process of getting the travel clearance of minors who will travel abroad.

00:45This is now the slogan of DSWD because some of its services can now be processed online.

00:52This is one of the ways to get the travel clearance for minors traveling abroad or MTA

00:58through the Harmonized Electronic License and Permit System or HELPS.

01:03The purpose of HELPS is to make it convenient to save time on the process of MTA.

01:13According to the agency, it is in its soft launch where it will be implemented here in the National Capital Region or NCR and Region 3.

01:22But on February 18, it will be implemented in the entire Philippines.

01:26This means that the process of MTA is already in the central office of DSWD.

01:32DSWD also said that it used to take 3 to 7 days to get the clearance for MTA.

01:41Now, it can only be obtained within an hour, within the day, and a maximum of 3 days of waiting for the so-called clearance.

01:52So, we'll be going online, meaning you can apply at the comfort of your home.

01:59You just have to log in to the HELPS portal.

02:02This is, again, in keeping with the mandate that was given to DSWD in 7610.

02:09We're mandated to issue travel clearance for all Filipino minors going abroad.

02:15So, this is the local legal basis of our service.

02:20And also, because we are a signatory to the UNCRC or the United Nations Convention on the Rights of the Child.
