00:36DPR R.I. has approved the third amendment to the Law No. 19 of 2003
00:42on State-Owned Enterprises as a Law.
00:45The decision was approved in the second hearing of the 12th DPR R.I. in 2024-2025.
00:54In the hearing, all members of the DPR R.I. who were present
00:58stated that they agree that RUU BUMN is approved as a law.
01:03It is time for us to ask for the approval of the parties
01:06in favor of the third amendment to the Law No. 19 of 2003
01:11on State-Owned Enterprises.
01:13Do you agree to approve it as a law?
01:20Meanwhile, the Chairperson of the DPR R.I. Committee, Anggia Erbari, stated
01:24that the approval of RUU BUMN is a form of DPR commitment
01:28to make BUMN more professional, transparent, and innovative.
01:32BUMN is also expected not only as a pillar of the domestic economy
01:36but also can compete internationally.
01:40In the end, we all hope that BUMN Indonesia
01:44will be able to contribute maximally
01:47to the government programs in implementing food security,
01:52energy security, hillarization program,
01:55as well as other national strategic programs
01:59that will later have an impact on economic growth
02:02and the improvement of public welfare.
02:06DPR hopes that with the approval of RUU BUMN,
02:10Indonesia will be more ready to face the challenges of the global economy.

02:21Yes, Prime Minister, to discuss our interesting topic this time,
02:24the transformation of BUMN continues
02:26after the approval of RUU BUMN.
02:29We have been connected with Mr. Toto Pranoto.
02:32He is the Associate Director of BUMN Research Group LM,
02:35Faculty of Economic Business, Universitas Indonesia.
02:38Hello, Mr. Toto, how are you?
02:40How are you? I'm fine.
02:42Thank you for taking the time.
02:44Mr. Toto, if we honor and before discussing further,
02:46we will first review the journey of the transformation of BUMN
02:49until now, what has it been like? Please, sir.
02:53So, in my opinion, what has been done by the BUMN Ministry,
02:57Mr. Erick Tauhir, in the last five years,
03:00I think it has given a lot of progress.
03:04Because then, the restoration programs that were carried out
03:08in the last five years for this state-owned company are quite massive.
03:12So, for example, how do you want to
03:16further improve the DSA of the state-owned company?
03:19For example, by making several holdings.
03:23The purpose is actually not just to collect
03:26several BUMN in one holding.
03:28But then also how the value creation can be created
03:32from the existing holdings.
03:34So, we can already see, for example, the progress.
03:37Several holding companies were measured from several indicators, of course.
03:41How can they generate
03:44the ability for higher sales,
03:47higher profits, and more importantly,
03:50their ability to also start entering
03:53programs, for example, related to
03:56hillarization, and so on.
03:58So that the value can be increased
04:01in that context.
04:03Of course, not all of them have succeeded 100% in this context.
04:08Of course, there are also several state-owned companies
04:12that are still in the category of sick land
04:14that still needs to be cured.
04:17But overall, in my opinion,
04:19the transformation that has been carried out in the BUMN Ministry
04:22under Mr. Erick Tauhir or even
04:24started since the era of Buhrini as a minister,
04:27has continued to run according to the target they made.
04:30And in my opinion, in this context,
04:32several BUMN have already achieved
04:35a more significant progress point
04:37compared to previous periods.
04:40Okay, that's it.
04:41Transportation that goes in the positive direction.
04:43So, how big is the transformation that has been carried out
04:46contributes in the end
04:48to the national economy so far?
04:51Yes, of course, we have to look at the easiest sizes to see.
04:55The indicator is actually
04:57for example, how many income targets,
05:00how many profit targets,
05:02or how many dividends can be given by BUMN to the country.
05:06If we look at the development in the last three years,
05:10for example, after the COVID period,
05:13the trend of total sales,
05:16BUMN's income has increased quite rapidly.
05:19Likewise, the number of profits and dividends
05:23will be distributed to the country.
05:25I think 2024 may record an achievement
05:29where the amount of dividends given
05:31is stored to the country.
05:33Almost close to Rp100 trillion, in my opinion,
05:35is a significant number
05:38compared to previous periods.
05:41So in this context, in my opinion,
05:43it is clear that the contribution of BUMN
05:46to the country has increased.
05:49Not to mention, of course, if we also pay attention to
05:51the number of employees employed, for example,
05:55how much their ability to be able to
05:57leverage economic activities
06:00in a certain area or region.
06:02I think these things are also important
06:05how BUMN contributes directly
06:07to the development of the country's economy.
06:09Yes, but in your opinion, this is quite on the track
06:12in terms of providing a wide range of benefits.
06:15From that point of view, in my opinion,
06:17there has been progress, there has been better progress
06:20compared to previous periods.
06:22But in my opinion, there need to be other steps, other efforts,
06:25how we can unlock the potential value of BUMN
06:30in a better and faster way in the future.
06:33So that's the reason, in my opinion,
06:35why the government under President Prabowo
06:37also tried to see that opportunity
06:40by introducing acceleration
06:43related to the RU about BUMN.
06:45Yes, what's interesting, we know,
06:47as long as the government, we know, BUMN,
06:49Mr. Erick Thohir is also now very keen
06:51to form a BUMN holding,
06:53how effective it is to be able to
06:55further increase the performance,
06:57its contribution to the national economy.
07:00We will discuss later in the next segment, Mr. Toto.
07:02We will take a break for a while.
07:03And Mr. Mirsa, make sure you are still with us.

10:02Mr. Toto, based on some of the data that has been presented, what can we discuss?
10:07There are some points that have been conveyed by Mr. Erick when you were there
10:12Then how do you see the review and cons in 2025 until maybe next year?
10:19I think this is what was said by Mr. Erick Tauhir
10:22In the DPR earlier, it was actually one of the essences
10:26Maybe later it will change in the context of managing BUMN in the future
10:31So if you read the law, in the review of the BUMN law
10:36The management body or BUMN management will be handed over
10:42Or will be handed over to a new agency, namely the DPR and DPR
10:48Because in the context of the relationship with the BUMN ministry
10:51The governance scheme of the BUMN ministry will act as a supervisory body
10:58For the DPR management body
11:02So I think the executing agency will be the BUMN's authority
11:08So things related to corporate action
11:12Showing who will be the leader in BUMN and others
11:16It will be the BUMN's authority
11:20But later, in terms of supervision, for example
11:23Still, the BUMN ministry will be asked by the previous law
11:27Ex officio as the head of the supervisory body
11:30To supervise what will be done by the DPR and DPR
11:34For that, I also saw in the previous law
11:38For that, the BUMN ministry will also be given
11:43Permission in the context of holding a series A stock
11:48Which can later be owned both for the level of holding
11:53Optional in the DPR and also under the holding
11:57Investments that will also be under the DPR
12:00So I mean, with the BUMN ministry holding a series A stock
12:04For example, if the DPR does a corporate action
12:09And then this corporate action is considered inappropriate
12:15For the interests of the country, for example
12:17Then the country through the BUMN ministry
12:20It will then be able to execute a series A stock
12:25To correct what is done by the DPR and DPR
12:31So in this context, I think this management will be healthier
12:36Because later there will be a manager and also a strong supervisor
12:41So the DPR and DPR will also consolidate various assets of the BUMN
12:45To be used as a government investment vehicle
12:48To be able to leverage or leverage, as you said, those assets
12:51So if we look at the functions that are carried out
12:54Ideally, what will it be like?
12:57So it will be really effective if we talk about the efforts that have been made so far
13:03If we look at the laws
13:06Later, the DPR and DPR will eventually make two holdings under the DPR
13:13So one is a holding related to the BUMN operational, as we call it
13:17The second holding is the BUMN investment holding
13:21The BUMN operational holding is certainly working on what has been coordinated by the BUMN ministry
13:28How to make the operational value creation of each BUMN increase
13:34So in this context, if we look at it, for example, there are 7 large BUMN blue chips that will be accepted
13:40Maybe in the meantime, it will be the first priority that will be handed over, for example, to the DPR
13:46But later, other BUMNs may follow
13:50I mean, under the previous DPR management
13:52Then the second part is what we call holding investment
13:57So the purpose of holding investment is of course
13:59is how DPR as a body formed by the government can help the government's strategic programs
14:08For example, related to accelerating energy resistance, food resistance, etc.
14:14So how to do it?
14:16In my opinion, the way is when later the DPR and DPR can make or nominate
14:22a project in the field of priority study
14:24and then later they can also invite strategic investors, global investors to enter together
14:32chip in, in the joint venture project
14:35Why do global investors want to enter?
14:38Because they believe that the local investors have enough credibility
14:42They have enough management funds
14:45And they also want to share risks there
14:48Then with a model like this, if it can be implemented well
14:53There will be more projects that can be done
14:56Foreign direct investment by global investors is also increasing
15:00So in my opinion, it will later become one of the strategic functions of the DPR and DPR
15:05help the government to achieve the target of 7-8% economic growth
15:12Because it is helped by various foreign direct investments
15:15that they can create by attracting global investors
15:19I think this is the strategic goal of how investment holding can be carried out well
15:25That's it. It's interesting if we look at the agenda and also the goals that want to be achieved
15:29With the existence of the DPR and DPR
15:31Then how BUMN is synergized into a very large and strong unity
15:35for the development of Indonesia's economy in the future
15:38Then if we talk about the transformation of BUMN
15:41which is included in the BUMN law
15:44Can it also help?
15:47As you said, there are still some BUMNs that still need to be healthy
15:54Yes, in my opinion, what must be done by the DPR and DPR
15:58especially in the BUMN operational holding
16:00They must immediately do scanning quickly
16:04Where are the BUMN groups that if we divide it into a matrix
16:08Where are the companies that are still in the health category are still healthy
16:13Then is the service product still needed by the public or not?
16:18If the company's category is still financially healthy
16:22The service product is also needed, of course this is the most ideal category
16:26But there will be more, later we can scan that actually
16:30There are several BUMNs or quite a few BUMNs in the opposite category
16:35That the health level is relatively not too healthy
16:38And the service product is actually relatively already being done by other business entities
16:43For example, private
16:45So this group, maybe we need to think about whether to continue or not
16:49There is another one in this context in the matrix quadrant
16:52Where the service product is still needed by the public
16:56But the health level is relatively not too healthy
16:59So this is what must be pursued
17:01How the restructuring program must be implemented
17:04So that this BUMN can be healthier
17:06So that it can function better
17:09So this scanning, in my opinion, must be done immediately by the government
17:13So that they can take priority steps
17:16What must be done to the BUMNs that will later become their management
17:21Lastly, Mr. Toto, is this transformation a new optimism
17:25That BUMN Indonesia can also compete internationally?
17:30Yes, of course we have to be optimistic
17:32If we look at the consolidation report that has been made by the BUMN ministry
17:36The total assets of BUMN are already more than 10 trillion
17:41So if the number is like this, the number is actually bigger
17:44Compared to the number of Temasek, for example
17:47So this potential is certainly something that if we do it right
17:51This potential to be able to bring BUMN to become a big player
17:55It can also be better
17:57So I imagine, for example
17:59The way BP Danantara works will also imitate
18:03Some of the work models, either in the holding of Temasek
18:07Or in the holding of Kazanah Malaysia, for example
18:10So later there will be more, for example
18:12How the focus will be worked on by the BUMN Blue Chips
18:16Where will they be directed?
18:18How is their strategy to grow bigger?
18:21Will they also start hiring, for example, professional employees?
18:26Including multinationals from outside to grow this company, etc.
18:31So with a bigger institution, Danantara
18:35Enough autonomy, fast decision making, etc.
18:38Hopefully our BUMN in the future will really grow to be a big player
18:43And hopefully it can be a global player too
18:45The same hope is also desired by the Indonesian community
18:47Especially with the strong law, with the presence of the BUMN law as it is now
18:52Mr. Toto, thank you very much for the information
18:54The analysis update that you have provided is similar to the Indonesian BUMN
18:57How it is expected to be an economic pusher of Indonesia to 8% in 2029
19:04Congratulations on continuing your activities
19:06Good health, see you again
