00:29What is the effect of the delay in printing balotas because of the initial TRO of the Supreme Court?
00:36Well, the biggest effect is that there might be a delay in sending balotas and various election paraphernalia to different parts of the Philippines, especially to Lib-Lebs.
00:48So, that's what we're watching for, that it shouldn't happen because of the delay in printing our balotas.
00:55Aside from the time that was wasted, the value of the fund was also lost because of the initial printed balotas that will also be thrown. What can you say about this?
01:04That's really part of the process because our countrymen need to understand that it's the function and power of the Comelec to disqualify the candidates.
01:16But at the same time, it's the right of our countrymen who want to run for election that if they don't agree with the decision of our Comelec,
01:26they should go to the Supreme Court to appeal the decision of our Comelec.
01:33That's part of the process. That's part of the rule of law in our country.
01:40It's a big waste but that's how it is. That's part of the election process.
01:45How about that? There are pending petitions from the Supreme Court for some candidates.
01:50Is it practical for the Comelec to continue with the ballot printing?
01:54Well, it's practical because if Comelec will delay it or wait for all the filed petitions from the Supreme Court to be filed,
02:03the Comelec will have a problem.
02:06We will have a problem on the day of the election because like what I mentioned earlier,
02:11there will be a delay in sending ballots and other elections for fairness.
02:16There might be a delay on the day of the election if that happens.
02:22Do you agree that if other groups can return the votes to the manual voting to avoid the printing of ballots, it will be cheaper?
02:29What is your reaction to this?
02:30Well, it needs to be studied because we've been hearing this for a long time since we started using automated election system.
02:39But we also need to weigh the advantages and disadvantages of using automated election system versus a manual system of election
02:48because now we see the problem of printing ballots in an automated election system.
02:55But there are also other problems if we use a manual election system.
03:01It needs to be studied and maybe the Commission on Elections will open after this election to continue this kind of discussion and study.
03:10But so far in your monitoring of what Comelec is doing, do you have deep concerns about the schedule, ballot printing, and other actions of Comelec?
03:20Right now, we are not monitoring Comelec when it comes to their statements.
03:32Because it's important that we are informed by the Commission on Elections when it comes to their preparation and the delay in their preparation.
03:39It's better if we know the concerns and challenges that will happen on the day of the election instead of not knowing or not being informed by the Commission on Elections.
03:51It's also important that the public knows that there are people like you who are monitoring this issue.
