00:07to declare a food security emergency on rice and other issues, let's talk to the Department of Agriculture Assistant Secretary Arnel De Mesa.

00:24What was the basis, first of all, of this resolution to declare a food security emergency on rice, the DA?

00:34According to the initial assistance of the National Prize Coordinating Council,

00:39the extraordinary increase in the price of goods was based on this.

00:46Alright. But what is the state of supply and price of our rice in the whole country?

00:53In terms of supply Connie, we have a lot of supply.

00:57In fact, we have more than or almost 90 days of inventory of rice after December 2024.

01:07In terms of price, we know that even though we have actions, the price of rice in some families is still high,

01:16even though when we went around earlier with the DTI, with the leadership of Secretary Kiko Tsulaura Jr.,

01:23the prices were already falling.

01:27Nevertheless, one of our priorities, why we are supporting this possible declaration of food security emergency,

01:39is for the NFA to release their huge inventory.

01:45They were able to buy 300,000 metric tons of rice, equivalent to six million bags.

01:51Since the rice harvest will start again in the coming months and weeks, this needs to be disposed so we can buy again.

02:00Earlier, the Metro Manila Council helped to ask for the support of local governments here in the National Capital Region,

02:10who will be the first to sell rice to the NFA for P3 so they can sell it for P38.

02:20So the LGUs will buy rice for their constituents.

02:26That's right Connie.

02:28If the NFA allows the release of buffer stock price to stabilize the local price,

02:34what is the lowest price of rice that we can buy later?

02:42As I mentioned earlier Connie, the initial offer of NFA to local governments is P36 this January.

02:53By the end of February or March, it can be lowered to P33.

02:59Local governments can sell it for P35.

03:03How will the P58 enter the initial limit?

03:11Connie I want to clarify, the maximum suggested retail price, it only applies to imported rice.

03:18The 5 percent is broken and eventually, we will release MSRP for the 25 percent broken.

03:29We are prioritizing this along with the adjustment of our label so that when we decide to sell,

03:39our buyers will be advised on what is imported, what is local, what is 5 percent, 25 percent,

03:46and our sales will be better.

03:49We expect by the end of February or early March, it will be flat, including MSRP for other classification of rice.

03:58Is it possible to affect the lowering of the price of rice?

04:06As far as we know, the sold rice is subsidized and is already cheap. Is it still cheap?

04:12Connie, I also want to announce that starting tomorrow, our P40 rice for all will be sold for P38.
