00:00Update tayo sa pagdating ng mga tripulanteng pinalaya mula sa hijacked na oil tanker sa Yemen at iba pang issue.

00:14Hello, magandang umaga sa inyong lahat at sa inyong mga taga-subay ba kay Rafi and your colleagues.
00:21Ano pong tulong yung ibibigay ng pamahalaan sa mga tripulanteng balikbansa?
00:25Well, that is for the agencies that primarily handle maritime industry issues including DMW, OA, Marina.
00:35So sila po yung mas magandang tanongin ninyo.
00:38I do know that itong mga tripulanteng ito ay binigyan ng garantee ng kanila ang manning agency na the whole time na they were held captive by the Houthi rebels.
00:53That's 428 days.
00:55They will receive double the salary that they would normally get.
00:59So, salamat sa lahat ng stakeholders for ensuring that they get their rights, they get what is due them, and also their long-suffering families.
01:11So, mabuhay ang paninoon for setting them free.
01:14Isa po sa mong kaya sa shipping companies yung rerouting sa biyahe ng barko para makaiwas sa mga lugar na talamak yung hijacking.
01:20Ano pong update dito?
01:23Well, ang tinatawag dyan na technical term ng DMW, Marina, DFA, doon sa tinatawag na Maritime Industry Tripartite Council is yung war-like situations.

01:47Yung mga tripulante natin, in layman's terms, binibigyan sila ng babala ng manning agency, ng shipping company, ng captain,
01:57na, look, you're going through dangerous waters, you can opt not to join the ship by signing a waiver.
02:05And it will not affect your competitiveness as a provider of good seafarer services in the future.
02:14So it will not affect their employability in the future if they do not want to join dangerous journeys.
02:23At sa inyong pagkakalam, marami na mga nag-a-avail ng mga Pinoy na ganito at wala silang pangamba na maapektuhan yung employability?
02:31Well so far, kasi yung mga kababayan natin, mga tripulante, they want to earn for their families.
02:37So many of them, they brave these journeys.
02:41I can distinctly remember, there was one instance na there was a cruise line that stopped over in India before going to the Persian Gulf.
02:52And it was full of Filipino, you know, stewards, stewardesses, I don't know if this is a technical term nun.
02:59So they were warned, but they still proceeded, and awa na ang diyos, walang nangyari.
03:06That would fall on the hands of the government agencies under President Bongbong Marcos.
03:10But thank God that journey went through.
03:12So that's just an example, Rafi, na seafarers are given a choice.
03:17Pero possible maapektuhan naman itong mga shipping companies at yung mga barko dahil sa dami po ng mga Pinoy na employed sa kanila na dumadaan dito sa mga dangerous na areas.
03:27It's a tough balancing act between the needs of the industry, the needs of the stakeholders,
03:33the needs of the seafarers' families, and they themselves.
03:36Because sometimes, you know, like it or not, the world looks to Filipino seafarers who provide good services.
03:44So I'm not going to say it na indispensable tayo, pero we are critical in maintaining the global flow of commerce.
03:52So that is a global public good of the Philippines.
03:55And to ensure their safety, President Marcos signed the Magna Carta on seafarers.
04:02Recently lang.
04:03And then in the United Nations, this is the work of the DFA naman, led by our permanent mission in Geneva,
04:08we shepherded a UN Assembly, Human Rights Committee Resolution to protect the rights of seafarers.
04:18So we will work hand in hand with all governments to make sure that we plug all the gaps,
04:24close all the holes, and we improve the system of protection for our seafarers.
04:31And all seafarers, actually, because they also look to us for leadership.
04:35The rest of the world looks to us in the Philippine seafaring industry for leadership.
04:41Ayun nga po, dahil world leader po tayo sa mga seafarers.
04:46Mayiba naman po ako, paano po pinaghahandaan ng DFA yung malawakang deportation na ipatutupad sa Amerika?
04:52Okay, that is a very tough question.
04:55So I am prepared to answer you in an official capacity kasi meron tayong binigyan na media line sa ating DFA spokesperson.
05:05So let me read that for you.
05:07Okay, so this is the official position of the DFA.
05:14So President Trump issued several executive orders noong January 20 when he took office
05:22that are expected to impact the US immigration system.
05:26The Philippine Embassy and Consulates General in the United States are studying these issuances
05:33and are monitoring further developments that may affect some of our nationals in the United States.
05:39According to our latest report to Congress, there are more than 4 million Filipinos in the United States.
05:46But please note, many are American Filipinos who are not part of that 4 million,
05:52but culturally, religiously, they consider themselves Filipinos.
05:56So we are probably the third highest ethnic group in the United States after Mexicans, after Latinos.
06:05So we will give you the empirical data later.
06:08Many Filipinos call both the Philippines and the US their home.
06:13So there are over 4 million Filipinos in the US, most of whom are hardworking professionals, as we all know,
06:20in education, healthcare, and service industries.
06:23The Philippine government, through the foreign service posts, will continue to ensure the welfare of Filipino nationals.
06:31Here's another question for you.
06:33U.S. officials have underscored that the focus of the mass deportation pledge of President Trump
06:39will be on dangerous criminals who are staying in the U.S. illegally.
06:45I don't think that fits the bill that Filipinos belong in that category.
06:49It's very, very small.
06:52So we ask, this is our direct appeal,
06:55we ask our undocumented Filipino nationals in the U.S. to work towards legalizing your stay in the U.S.
07:03And as they do so, to make sure that they consult the lawyers engaged in the services of reputable immigration lawyers.
07:15So there are an estimated 300,000-plus undocumented Filipinos in the U.S.
07:22So last line, the Philippine Embassy and Consulates General, the DFA Home Office,
07:27are always ready to extend appropriate assistance to Filipino citizens in the U.S.
07:32who may be affected by the changes in the U.S. immigration policy.
07:35Consular services are available to all, regardless of your immigration status.
