01:05This is the job of the Legislative Branch of the Philippines.
01:08This is the Congress, which is divided into two.
01:11The high-ranking Congress or the Senate, which is formed by 24 senators.
01:16And the low-ranking Congress or the House of Representatives,
01:21which is formed by more than 300 districts and party-list representatives.
01:27The process for the two branches is the same.
01:30Proposals are needed first.
01:32Not in the case of marriage, but a proposal of a bill or a bill that will be approved by one or more lawmakers.
01:40It will go through three readings, which will be sent to the committee and the plenary.
01:46Where the lawmakers will debate and discuss what should be included or removed from the bill.
01:53The sponsor of the bill or the lawmakers who pushed it to the committee will be the one to answer why it should be amended.
02:02If it is approved up to the third reading, it will be sent or transmitted to the other branch for discussion.
02:11Because the two branches need to approve the same proposal.
02:16Or the approved version of the other branch can be adopted by one branch.
02:22If there is a difference in the versions of the House of Representatives and the Senate,
02:25a bicameral conference committee must be formed to form a version.
02:31If all of the two branches agree, the committee report will be ratified or strengthened by BICAM.
02:39And the House Speaker, Senate President, House Secretary General, and Senate Secretary will sign it.
02:45That is what is called the Enrollment of Bill.
02:49Meaning, this is the final version of the bill.
02:53And it will be sent to Malacanang for the President's review.
02:58It can be signed and passed by the President.
03:01Or it can be vetoed.
03:03Meaning, rejected.
03:06But if the President does not take action after 30 days since the bill was sent to him,
03:12it will automatically become a law.
03:15There are different reasons why a law can be passed quickly or take a long time.
03:25One reason is that there are a lot of rumors or deliberations.
03:30Especially if the law is a bit complicated.
03:33The interests of different lawmakers sometimes are limited to a quick resolution.
03:41The same goes for the interests of the people.
03:44That is why sometimes the priorities of lawmakers are what the citizens or their voters say are important issues for them.
03:56That is the job of lawmakers or senators and congressmen.
04:02According to the Constitution, they do not need to be lawyers.
04:06To be a senator, you just need to be a natural born Filipino citizen.
04:12Age 35 or above.
04:14Know how to read and write.
04:16Registered voter.
04:18And lives in the Philippines for two years before the election day.
04:24Almost like the requirement for those who want to be a congressman.
04:28The age and residency requirement is lower.
04:32Minimum age is 25 years old.
04:34And they should be a resident of the district that they will serve for less than a year.
04:40For party list representatives, they should be a member of the party list for at least 90 days before the election.
04:48In the election of 2025, 12 senators will be elected to serve for 6 years.
